The Community Development Department has completed administrative land -use review of the proposed
Town Square Park re -development located at 31600 20"' Ave. S. The proposal is for re -construction of a
public park including features such as a great lawn, water feature, restroom facilities, children's play
equipment, picnic shelter, plaza area, benches, BBQs, basketball courts, landscaping, surface water
facilities, and parking facilities.
The Process III Master Land Use (MLU) application submitted April 27, 2015, and subsequent
resubmittals of May 15, 2015 and July 17, 2015, is hereby conditionally approved (see conditions of
approval on page 2) based on the enclosed findings of fact (Exhibit A), incorporated into this decision in
full, and the following conclusions based on those facts:
1. The proposal is consistent with the comprehensive plan;
2. The proposal is consistent with all applicable provisions of Federal Way Revised
Code (FWRC);
3. The proposal is consistent with the public health, safety, and welfare;
4. The streets and utilities in the area of the subject property are adequate to serve the
anticipated demand from the proposal;
5. The proposed access to the subject property is at the optimal location and
configuration; and
6. Traffic safety impacts for all modes of transportation, both on and off site, are
- adequately -mitigated. - - -
The remainder of this letter outlines the land use review process required for the project; summarizes the
State Environmental Policy Act (SEPA) process; lists conditions of the land use decision; and provides
other procedural information. This land use decision does not authorize initiation of construction
activities.
REVIEW PROCESS
The site is within the City Center -Frame (CC-F) zoning district. A public park is a permitted use in this
zone subject to the provisions of Federal Way Revised Code (FWRC) 19.225.100. The proposed use is
reviewed under Use Process III, Project Approval.

SEPA PROCESS
The subject property is in the geographic area covered by the City's Planned Action Environmental Impact
Statement (EIS). As such, environmental impacts associated with the project and potential mitigation
measures have already been evaluated. The applicant submitted an abbreviated Planned Action SEPA
checklist to verify the project was within the scope evaluated under the EIS. The city confirmed the project
was within the EIS scope and issued a letter of approval on May 6, 2015. No further SEPA evaluation is
required.
CONDITIONS OF APPROVAL
The following conditions are reasonably necessary to eliminate or minimize undesirable effects of granting
application approval.
1. Prior to Engineering Approval (EN), the site plan shall be revised to show ramps and a crosswalk
from the pedestrian path ending on the east side of the park across 21" Ave. S. to the sidewalk on the
east side of 2 1 " Ave. S. Prior to park re -opening, the improvements shall be constructed and
operational.
2. Prior to EN approval, the applicant shall submit a revised (full size) lighting plan showing appropriate
lighting in the area of the on -site pedestrian pathway and other areas that will be utilized during night
time special events and lighting in any areas that may cause a safety concern if left un-lit.
3. Prior to EN approval, the landscaping plan shall be revised to meet the requirements of FWRC
19.125.070(5)(a). This code section requires that landscape buffers adjacent to surface parking lots
incorporate a three-foot berm or incorporate additional large shrub plantings equivalent to a three-foot
berm to mitigate the visual impacts of the parking lot.
4. One additional tree is required in the south parking lot island measuring 408 square feet.
5. The requirements of FWRC 19.125.040 must be met. Please add notes that address subsections
6, 9, 10 and 19 to the landscaping plan.
ENGINEERING AND BUILDING PERMIT APPROVAL
This Process III land use decision does not authorize construction or clearing/grading activities. An EN is
under review. Separate building permits will be required for the picnic shelter and restroom buildings.
APPROVAL DURATION
Unless modified or appealed, the Process III decision is valid for five years from the date of issuance of
the decision. Time extensions to the decision may be requested prior to the lapse of approval following
the provisions listed in FWRC 19.15.110. The improvements must be substantially completed within the
five-year time period or the land use decision becomes void.
APPEALS
The effective date of issuance is three calendar days following the date of this letter, or August 2, 2015.
Pursuant to FWRC 19.65.120, this land use decision may be appealed by any person who submitted
written comments, or any person who has specifically requested a copy of the decision. Any appeal must
be in the form of a letter delivered to the Community Development Department with the established fee
and within 14 days after the effective date of issuance of this decision, or August 17, 2015. The appeal
letter must contain a clear reference to the matter being appealed and a statement of the factual findings

and conclusion of the director disputed by the person filing the appeal. The Federal Way Hearing
Examiner will hear any appeals of the Process III decision.

Federal Way Revised Code (FWRC) Chapter 19.65 `Process III Project Approval'

The Planning Division hereby makes the following findings pursuant to content requirements of the Process
III written decision as set forth in FWRC 19.65.100(4).
l . Proposal — Re -construction of a public park including features such as a great lawn, water feature,
restroom facilities, children's play equipment, picnic shelter, plaza area, benches, BBQs, basketball
courts, landscaping, and parking facilities.
2. Zoning and Comprehensive Plan Designation — Zoning for the subject property is City Center -
Core (CC-C). A public park is permitted in the CC-C zoning district pursuant to Federal Way
Revised Code (FWRC) 19.225.100. The Federal Way Comprehensive Plan (FWCP) designation for
the subject property is City Center -Core.
3. Site Plan Review Process — The proposed park requires review under Process III, Project
Approval. 'The Director of Community Development makes a written decision on the application
based on the criteria listed under FWRC 19.65.100.
4. State Environmental Policy Act (SEPA) — The proposed improvements exceed categorical
exemption levels pursuant to Washington Administrative Code 197-11-800. The site is located in the
area subject to the City Center Planned Action Environmental Impact Statement (EIS) pursuant to
the State Environmental Policy Act (SEPA). This means that the environmental review required
under SEPA has already been completed and the review at this time is limited to confirming that the
project fits within the scope of the Planned Action. The Director determined the proposal to be in
compliance with the Planned Action EIS on May 6, 2015.
5. Public Notice and Comments — Pursuant to Process III and SEPA regulations, a Notice of Land
Use Application was published in the Federal Way Mirror, posted at two locations at the subject
property, and displayed on the designated City notice boards on May 22, 2015. No public comments
have been submitted.
Dimensional Limitations — Under FWRC 19.225.100, setback requirements for public parks
located in CC-C zoning district are determined on a case -by -case basis. The proposed buildings are
acceptable as depicted on the site plan. No maximum lot coverage is established. Maximum height is
75 feet. No structures on the site are proposed anywhere close to the maximum height limit. The
proposed park facilities meet all dimensional requirements.
Parking Requirements — Under FWRC 19.225.100, parking for public parks is determined on a
case -by -case basis. The applicant is proposing 64 parking spaces. This number is appropriate for an
urban park. It allows people to drive to the park, but recognizes that over time as the downtown core
evolves many of the visitors may arrive by foot, bike, or transit. When large events are scheduled at
the park, at least at this point in time, demand for parking spaces will exceed supply. On these
infrequent occasions, event organizers - City staff - will need to plan for additional parking supply.
Attempting to supply the full amount of parking for such events would defeat the purpose of having
a park as most of the facility would end up being a parking lot.
8. Required Landscaping — Under FWRC 19.125.060(6), perimeter landscaping is required as
follows: Type III `Visual Buffer' landscaping five feet along the south property line. Five feet of
Type III landscaping is also required along the portion of the west property line abutting the parking
area. Interior parking lot landscaping, as described below, is also required.
Proposed Landscaping
South Buffer
The applicant has requested a modification, as allowed by FWRC 19.125.100, to the required
landscaping along the south property line. The request is to provide a landscaping buffer, the
standard five feet in width, but eliminate the tree and shrub plantings in favor of the existing
established groundcover.
Applicant states that the reasons for the modification request are:
■ The sloped topography combined with a large retaining wall on the south side. of the area
creates a safety concern with regard to future care of more high maintenance plantings.
■ Taller plantings in this area would potentially obscure views from the park to Mt. Rainier.
• Taller plantings in the area would potentially obscure views from the south and southeast to
the proposed Performing Arts and Events Center (PAEC) on the site north of the park.
• Low -growing trees and shrubs have been planted in the southern part of the park (where
topography is more conducive) to mitigate the impact of eliminating the buffer plantings.
The Director hereby grants the modification request. Code language allows a modification if it
represents "a superior result than that which could be achieved by strictly following the requirements
of this title."
The proposed modification represents a superior result in that it will: 1) create a safer environment
for maintenance workers; and 2) result in improved views from the park to Mt. Rainier and
potentially from off -site to the proposed PAEC.
Additionally, the need for buffering landscaping between a park and adjacent commercial businesses
is questionable. The businesses are not sensitive uses that require buffering to mitigate the impact of
the park. Further, the park is heavily landscaped. The majority of the site is improved with
landscaping, so in effect, the entire park has an effect equivalent to a landscaping buffer.
West Buffer
The west buffer exceeds the dimensional requirement of five feet in width. The revised landscaping
plan submitted on July 17, 2015, however, does not appear to meet the requirements of FWRC
19.125.070(5)(a). This code section requires that landscape buffers adjacent to surface parking lots
incorporate a three-foot berm or incorporate additional large shrub plantings equivalent to a three-
foot berm to mitigate the visual impacts of the parking lot.
The land use decision is conditioned to require the applicant revise the landscaping plan to meet this
requirement prior to issuance of EN approval.

Interior Parking Lot Land§capiinn
Interior parking lot landscaping in the amount of 22 square feet per parking stall is required for the
64 surface parking stalls, for a total of 1,408 square feet. Applicant proposes 1,916 sf of interior
parking lot landscaping. Landscaping islands meet dimensional requirements. One additional tree
must be added to an island exceeding 150 sf along the south edge of the parking area.
Building Screening
FWRC 19.125.040(22) requires that buildings with blank walls exceeding 240 square feet in size be
screened by landscaping. The restroom building is just less than 240 square feet in size (with regard
to the facade facing 200' Ave. S.) and is therefore exempt from this provision. Landscaping installed
in close proximity to this building will provide a partial screen despite not being required.
9. Clearing & Grading — Clearing and grading activities are generally consistent with applicable
standards set forth in FWRC Chapter 19.120. The retaining wall running along the north and
northwest property lines does not meet current standards, which limit the height to six feet, require
use of attractive materials, and require base landscaping. As this wall is not being touched or
modified, it is not required to be brought into conformance. Also, the proposed play structure, water
feature and other park amenities improved in front of the wall will help break up its size and scale.
10. Tree Retention/Replacement —Tree retention/replacement standards do not apply within the CC-C
zone. The applicant is, however, proposing to plant approximately 95 trees, which will result in a
vast increase in tree cover on the site.
11. Community Design Guidelines —Site and architectural design is consistent with FWRC Chapter
19.115, "Community Design Guidelines," based on provision of key design elements identified as
follows:
FWRC 19.115.050 - Site Design:
(1) The project meets the provisions of this sub -section by: (a) orienting improvements to take
advantage of scenic views; and (b) providing numerous pedestrian amenities; and (c) taking
advantage of solar access; and (d) providing overall design continuity; and (e) utilizing CPTED
principles to enhance park safety; and (f) providing access control with gates and bollards.
(2) The project meets the provisions of this sub -section by: (a) providing looped vehicular access
through the parking lot.
(4) The project meets the provisions of this sub -section by: (a) providing paved pathways a
minimum of 7 feet in width; and (b) providing pedestrian pathways to 20"' Ave. S. and 2 1 " Ave. S.
and the nearby transit center; and (c) providing a pedestrian connection from the subject property to
the adjacent property to the south; and (d) providing bicycle racks; and (e) providing outdoor
furniture and fixtures. -
FWRC 19.115.060 - Building Desi n:
The project meets the provisions of the above section by siting buildings to preserve public
viewpoints as designated in the comprehensive plan. Due to the small size of the buildings they are
not required to meet the provisions of FWRC 19.115.060(2). The buildings meet FWRC
19.115.060(3) by utilizing multiple colors and materials, utilizing landscaping to provide partial
screening and implementing a public plaza (in the case of the restroom building).

FWRC 19-115.090—Ci1y Center Specific Guidelines-
(3) The project meets the provisions of the above section by minimizing the amount of surface
parking fronting along the right-of-way. Code calls for buildings to be located between parking and
the right-of-way. This provision is not applicable to this project as there is not a primary building on
the site. The two small proposed buildings would not serve to screen parking from view.
Subsection (i) states surface parking and drive aisles shall not occupy more than 25% of the project's
linear frontage along principal pedestrian rights -of --way, as determined by the director. While
parking and drive aisles occupy approximately 60% of the linear frontage of 20 Ave. S., which is a
principal pedestrian right-of-way, parking occupies zero percent of the linear frontages of S. 316"' St.
and 21" Ave. S, which are both also principal pedestrian rights -of -way. The total percent of linear
frontage occupied by parking is less than 25%.
The land use decision is conditioned to require that ramps and a crosswalk from the east pedestrian
path across 21" Ave. S. be constructed prior to park opening.
12. Crime Prevention through Environmental Design (CPTED) — The Federal Way Public Safety
Department reviewed the application and had no comments.
The applicant has incorporated CPTED principles into the project design by minimizing hiding
places, minimizing danger from traffic by locating play equipment in an area protected by a retaining
wall, providing seating to facilitate active observation within the park, using appropriate landscaping
around play areas, designing building entrances to be visible and other measures.
The land use decision is conditioned to require that appropriate lighting be provided along the
pedestrian paths and other areas that may be used during evening special events. This condition is
necessary to meet CPTED principles as required by code and specifically identified in the City's
CPTED checklist.
13. Garbage & Recycling — Garbage and recycling facilities consist of small facilities located around
the park. Regular service will be provided.
14. Street Frontage Improvements — The Public Works Traffic Division has determined that the
proposed redevelop of an existing park will not trigger the requirement to construct improvements
along the property frontage on 20"' Ave. S. and 2 1 " Ave. S. due to the fact that the proposal is not
expected to generate any new trips during the PM peak period.
15. Vehicular Access — The proposal is to utilize the two existing driveways entering the site from 20t"
Ave. S. One enters at the south end of the site, the other at the mid -point of the site. The two
entrances are connected by the on -site parking lot creating a looped configuration.
16. Concurrency and Traffic Impacts — The proposal is a re -development of an existing public park.
Based on the trip generation estimated by the Public Works Traffic Division, the project will not
generate any new trips, and as such, a concurrency analysis is not required. Furthermore, a traffic
impact fee payment is also not required for this project.
17. Stormwater — The proposal was reviewed under the criteria of the 2009 King County Surface Water
Design Manual (KCSWDM), and City Addendum to the manual. The project will reduce the amount
of impervious surfaces that currently exist onsite, and is therefore exempt from having to construct

any new flow control facilities. An existing underground detention tank was analyzed and has been
found to provide adequate flow control of surface water runoff from the fully developed park
project. Pollution generating impervious surfaces will also be reduced as part of the park
development, which exempts the project from having to provide any formal water quality facility.
The project is required to provide flow control Best Management Practices (BMP's), and a rain
garden is proposed in the southeast corner of the site.
18. Parks Plan — The project is consistent with the City's Parks Plan, which calls for development of a
city center park. The following is a short list of relevant goals and policies:
Goal I.1: Integrate a system of open spaces, plazas, and walkways throughout the City Center and
other high density areas to make the area livable, host community events, and create community
identity.
Policy I.1: Actively develop a plan for community gathering places in the City Center.
19. Comprehensive Plan — The project is highly consistent with the City's Comprehensive Plan, which
calls for development of park and other civic amenities in the city center. The following is a short
list of relevant goals and policies:
CCP1: Support a concentration of uses within the City Center to create a financial, retail,
business, civic, and cultural hub of Federal Way.
CCGS: Focus on improving the existing character and image of the City Center.
CCP11: Continue to provide amenities such as community services, parks, and public spaces to
meet residential needs.
CCG16: Develop civic and cultural facilities in addition to a public space and park system within
the City Center to meet the needs of residents, employees, and visitors. These facilities and spaces
should connect to the Citywide and regional system of public spaces, parks, and trails.
Concept Plan: Develop public spaces in the City Center, particularly the core area. Enhance the
City Center with a network of public spaces and parks connected to the Citywide and regional
system of open spaces, parks, and trails. Encourage gathering spaces in private development.
Chapter 7.2: The City has acquired 17 acres in the downtown and will be embarking on
developing a Town Center, which includes four components:
• Four acres for a Performing Arts and Events Center (PAEC) (Town Center I).
• Four acres fora park own Center 11).
• Eight -acres for a hotel and potential development opportunities for office, medical office, higher
educational facilities, retail and restaurants, along with arts and entertainment venues. In
addition, there is a smaller component for office or institutional space (Town Center III).
• One acre for transit -oriented development (TOD) located west of the transit center and multi-
story parking garage owned and operated by Sound Transit (Town Center IV).

20. Conclusion — As conditioned, the proposed site plan application and application attachments have
been determined to be consistent with the Federal Way Comprehensive Plan (FWCP), with all
applicable provisions of the FWRC, and with the public health, safety, and welfare. The streets and
utilities in the area of the subject property are adequate to serve the anticipated demand from the
proposal, and the proposed access to the subject property is at the optimal location and configuration
for access. The proposed development is consistent with Process III, Project Approval, decisional
criteria required under FWRC Chapter 19.65.

The Planning Division staff has completed a review of the above -referenced land use applications. Please see
the comments below:
1. The site and landscaping plans show a landscaping area of adequate width (five feet) along the south
property line. The landscaping plan; however, does not show plantings satisfying the requirements of
Type III landscaping. The planting areas in the west portion are described as "mulch beds." No trees or
shrubs are proposed and it is not clear if groundcover is proposed. The eastern portion is planted in lawn
and again, no trees or shrubs are proposed.
Either add adequate planting as described in Federal Wray Revised Code (FWRC) 19.125.050(3), or request a
landscape modification per FWRC 19.125.100. Submit a written request addressing the approval criteria
therein.
2. FWRC 19.125.070(5) requires that landscaping areas used to screen parking from the right-of-way
incorporate a three-foot berm, or add substantial additional shrub plantings. Please identify how this
requirement will be addressed and depict that on the landscaping plan.
3. The 1,368 square feet of parking lot landscaping is required based on the proposal of 63 stalls. The
landscaping plan does not identify the square footage of internal landscaping provided. Please identify the
square footage of each island on the plan. Landscaping area needs to be internal to the parking area to be
counted. Square footage exceeding 305 square -feet in a single island is not counted (FWRC
19.125.070[3]). Also, see the additional dimensional requirements in this section. The northwestern -most
island is five feet in width rather than the six feet required.
4. Trees are not shown in most of the parking lot landscaping islands. FWRC 19.125.050(4) requires one
tree per island up to 150 square feet and two trees for islands exceeding 150 square feet. Please depict
trees in parking lot islands.

5. The site plan shows what appears to be a painted cross walk from the sidewalk through the parking lot.
FWRC 19.115.050(4) calls for on -site walkways to be delineated by a variation in paved texture or color.
Examples include use of exposed aggregate or concrete paving. Please provide an alterative method.
Also, the proposed drainage plan and the landscaping plans show this walkway as what appears to be
concretea Make all plans consistent.
6. The site lql,kn s QA 'repuning wall along the southeast and northeast property lines and the landscaping
plan shows rockeries. Please clarify which is proposed. Identify the height of the features at a couple of
points, including its maximum height. If these are new walls/rockeries they need to meet the provisions
of FWRC 19.120.120 with regard to height, materials, and landscaping.
7. The site plan shows a fence along the southeast property line. Please identify the height and type offence.
8. FWRC 19.115.090(3) calls for pedestrian connections from bus stops (the Transit Center) to the site.
Currently, the site plan shows a pedestrian walkway from 2PC Avenue South onto the site, but there is no
pedestrian facility from that point on 211, Avenue South to the Transit Center (we understand the Public
Works project to construct the sidewalk has been delayed). As significant pedestrian traffic will likely
occur between these two facilities, this issue should be addressed somehow. We discussed a concept
involving maintaining the east pathway and providing a crosswalk and accessible ramp facilities to the
sidewalk on the east side of 215t Avenue South. That solution would be acceptable as long as the
improvements are entirely accessible.
9. FWRC 19.115.010(2) and 19.115.050 require that lighting meeting the standards of the Engineering
Society of America be implemented. The proposal is to provide lighting in the parking area and around
the restroom building. We recognize that, for the most part, the park will not be open after dark. It will
however, be open after dark for a number of special events. It is necessary to provide lighting site -wide
for safety and security reasons during these events.
I did not see a lighting plan in the submittal. Please provide a lighting plan that depicts lighting features
and illumination levels throughout the site. Key areas that would appear to need additional lighting
include the east pedestrian connection; areas with tree cover along both sides of the path; the northwest
corner (and potentially northeast), which will be shadowed by the existing retaining wall; and the new play
structure and picnic shelter, which if unlit could provide a shadowed hiding place. Consider pedestrian
level lighting where appropriate.
10. Consider adding a second bike rack at the east pedestrian entrance.
11. Please provide a legend for the landscaping plan identifying the type and size of vegetation the planting
symbols represent. Identify proposed improvements (surfacing type) throughout the plan (paved areas,.
gravel, etc.)
12. What do the circles with small polygons represent on the landscaping plan?
13. Landscaping on -site must comply with FWRC 19.125.040 (6-16, 19, and 26). Please add notes addressing
these provisions. Also, verify that proposed landscaping will not create sight distance hazards around
entrance driveways.
14. Provide an irrigation plan (see FWRC 19.125.040[21]).

15. The key on the site furnishings plan is missing a lot of information. Please add that. The plan identifies
trash receptacles. I assume recycling receptacles are also proposed — please verify.
16. The grading plan shows existing contour elevations, but does not show elevations for proposed contours.
Please add those.
17. The restroom building needs to implement the provisions of FWRC 19.115.060(3) with regard to
articulation and scale. Large blank facades must be treated with methods to break up their facades. The
west elevation in particular does not appear to incorporate methods to break up the facade.
The Building Division, Public Works Department, and South King Fire do not have any comments on this
application. I have already forwarded comments from Lakehaven Utility District to you. -
Please provide six copies of requested plans along with the enclosed resubmittal form. Let me know if you

Correct we learned it was not required to have a mid -parking lot entry and when the new proposed
12' sidewalk is installed along 20t" Ave. S it was going to greatly complicate ADA access at that point,
so the plan it that the primary walk in entry will be at the north driveway where everything is ADA
compliant and close to an actual intersection with a crosswalk where most pedestrians come from
today. If the south business development changes then a different opportunity may present itself in
the future?

My only comment on the latest TS Park plan set is that the pedestrian crossing of the west parking lot shown in the
rendering is missing from all other pages of the plan set. I doubt we can require it, but it seems like a glaring omission for
a "pedestrian -friendly" environment.

1. The site and landscaping plans show a landscaping area of adequate width (five feet) along the south
property line. The landscaping plan; however, does not show plantings -satisfying the requirements of U.
Type III landscaping. The planting areas in the west portion are described as "mulch beds." No trees
or shrubs are proposed and it is not clear if groundcover is proposed. The eastern portion is planted in
lawn and again, no trees or shrubs are proposed.

parking area to be counted. Square footage exceeding 305 square -feet in a single island is not
counted (FWRC 19.125.070[3]). Also, see the additional dimensional requirements in this section.

The site plan shows what appears to be a painted cross walk from the sidewalk through the parking
lot. FWRC 19.115.050(4) calls for on -site walkways to be delineated by a variation in paved texture
or color. Examples include use of exposed aggregate or concrete paving. Please provide an
alternative method. Also, the proposed drainage plan and the landscaping plans show this walkway
as what appears to be concrete paving. Make all plans consistent.
a. The painted crosswalk referenced has been removed.
6. The site plan shows a retaining wall along the southeast and northeast property lines and the
landscaping plan shows rockeries. Please clarify which is proposed. Identify the height of the
features at a couple of points, including its maximum height. If these are new wal Is/rockeries they
need to meet the provisions of FWRC 19.120.120 with regard to height, materials, and landscaping.
a. The rockeries are existing.
7. The site plan shows a fence along the southeast property line. Please identify the height and type of
fence.
a. This existing 4' chain link fence is to remain until the cio, adds a sidewalk along 21"'.
FWRC 19.1 15.090(3) calls for pedestrian connections from bus stops (the Transit Center) to the site.
Currently, the site plan shows a pedestrian walkway from 21" Avenue South onto the site, but there
is no pedestrian facility from that point on 2151 Avenue South to the Transit Center (we understand
the Public Works project to construct the sidewalk has been delayed). As significant pedestrian
traffic will likely occur between these two facilities, this issue should be addressed somehow. We
discussed a concept involving maintaining the east pathway and providing a crosswalk and
accessible ramp facilities to the sidewalk on the east side of 2151 Avenue South. That solution would
be acceptable as long as the improvements are entirely accessible.
a. This City will be installing a painted crosswalk across 21st. An ADA compliantpath with ramp
has been added'to facilitate accessible access to the onsite path. _ . .
9. FWRC 19.1 15.010(2) and 19.1 15.050 require that lighting meeting the standards of the Engineering
Society of America be implemented. The proposal is to provide lighting in the parking -area and
around the restroom building. We recognize that, for the most part, the park will not be open after
dark. It will however, be open after dark for a number of special events. It is necessary to provide
lighting site -wide for safety and security reasons during these events.
I did not see a lighting plan in the submittal. Please provide a lighting plan that depicts lighting
features and illumination levels throughout the site. Key areas that would appear to need additional
1 ighting include the east pedestrian connection; areas with tree cover along both sides of the path; the
northwest corner (and potentially northeast), which will be shadowed by the existing retaining wall;
and the new play structure and picnic shelter, which if unlit could provide a shadowed hiding place.
Consider pedestrian level lighting where appropriate.
a. Please see attached lighting plan. Please note lighting will be installed in the parking lot, but
not on the pathway unless budget allows..
10. Consider adding a second bike rack at the east pedestrian entrance.
a. The parks department will add the second bike rack at the east entry when the city adds the
sidewalk along 21".
11. Please provide a legend for the landscaping plan identifying the type and size of vegetation the
planting symbols represent. Identify proposed improvements (surfacing type) throughout the plan
(paved areas, gravel, etc.)

12. What do the circles with small polygons represent on the landscaping plan?
a. Please see landscaping plan legend.
13. Landscaping on -site must comply with FWRC 19.125.040 (6-16, 19, and 26). Please add notes
addressing these provisions. Also, verify that proposed landscaping will not create sight distance
hazards around entrance driveways.
a. Please see revised landscaping plan. No landscaping shall be allowed over 30"high within sight
triangles at drives.
14. Provide an irrigation plan (see FWRC 19.125.040[21]).
a. Please see new irrigation plan sheet L1.03.
15. The key on the site furnishings plan is missing a lot of information. Please add that. The plan
identifies trash receptacles. I assume recycling receptacles are also proposed — please verify.
a. The symbol for trash receptacles indicate a trash receptacle and a recycle receptacle.
16. The grading plan shows existing contour elevations, but does not show elevations for proposed
contours. Please add those.

17. The restroom building needs to implement the provisions of FWRC 19.115.060(3) with regard to
articulation and scale. Large blank facades must be treated with methods to break up their facades.
The west elevation in particular does not appear to incorporate methods to break up the fagade.
a. The west elevation has two different material - a low brick wainscot, and horizontal metal
siding., We would request additional review of this fagade.

1. The site and landscaping plans show a landscaping area of adequate width (five feet)

trees or shrubs are proposed. Either add adequate planting as described in Federal Way

Waiver Request: The Parks Department request a waiver from the Type III
landscaping to keep the existing established landscape bed intact along the
south border of Town Square Park. Following are supporting reasons for this
request:
1. The existing landscape bed is a well -established sloping bed of ivy and
requires minimum maintenance which equates to no watering needs and
minimal chemicals as a result.
2. The established bed includes a large full length rockery which combined
with a steep slope creates a safety concern for staff, especially if the slope
were to be re -landscape with higher maintenance plantings.
3. Through several public mtgs. the Mayor, Council, Park Commission and
public made it very clear they wanted an unobstructed view to the south
as Mt. Rainier is in clear view from the park and the PAEC site. This is a
strong factor for the request of leaving the south landscape as is.
4. Similar public comments were made about keeping the site lines open
from the south looking north in the event the park and PAEC can be seen
from 320th should the business park in between re -develop in the future.
5. To help support the southern planting code; the park design added low
growing trees, shrubs and groundcover to new beds around a new round -
a -bout and southern path section to give variety and some screening
without compromising the view corridor.

Crime Prevention Through Environmental Design
(CPTED) Checklist Instructions
This checklist is designed to assist the project proponent in demonstrating how CPTED principles have
been met. This goal can also be met by submitting a written explanation as to how each of the three design
principles of Natural Surveillance, Access Control, and Ownership has been met.
The checklist has been prepared to provide guidance and assistance in regard to the integration of CPTED
principles into proposed project designs. The purpose of the checklist is to assist a project proponent in
I dentifying and in design strategies that implement- the CPTED .principles identified in Federal
Way Revised Code (FWRC) 19.115.010.
CPTED principles, performance standards, and strategies are used during project development review to
identify and incorporate design features, which reduce opportunities for criminal activity to occur. The
effectiveness of CPTED is based on the fact that criminals make rational choices about their targets. In
general:
(1) The greater the risk of being seen, challenged, or caught; the less likely they are to commit
a crime.
(2) The greater the effort required, the less likely they are to commit a crime.
(3) The lesser the actual or perceived rewards, the less likely they are to commit a crime.
Through use of CPTED principles, the built environment can be designed and managed to ensure:
(1) There is more chance of being seen, challenged, or caught;
(2) Greater effort is required;
(3) The actual or perceived rewards are less; and
(4) Opportunities for criminal activity are minimized.
CPTED Design Principles
CPTED design principles are functionally grouped into three categories:
(1) Natural Surveillance. This category focuses on strategies to design the built environment in
a manner that promotes visibility of public spaces and areas.
(2) Access Control. This category focuses on the techniques that prevent and/or deter
unauthorized and/or inappropriate access.
(3) Ownership. This category focuses on strategies to reduce the perception of areas as
- ``ownerless!7--and therefom available -for- undesirable-uses�

How to Use This Checklist
This checklist has been prepared to assist in identifying appropriate strategies to incorporate CPTED
design principles into proposed projects in Federal Way. The guidelines included in this checklist expand
on the principles found in FWRC 19.115.010.
It is recommended that the principles be reviewed initially to identify the approaches used to implement
CPTED. Subsequent to this initial review, this checklist should be reviewed to identify additional
strategies that maybe applicable for a proposed project. Not all strategies are applicable to all projects. In
