Pursuant to Federal Way Revised Code (FWRC) 19.200.180, note 6, home occupations are not allowed in an ADU. Although an Adult Family Home is not regulated under FWRC Chapter 19.270, Horne Occupations, it is referenced as such when you obtain a business license from the City of Federal Way and requires a person that is licensed to provide special care service within the residence. Pursuant to FWRC 19.105.080(2), all city licensing, zoning, building, housing, and fire regulations applicable to the underlying type of housing in which the use exists (i.e., single family residence, etc.) must be met. An adult family home is a home occupation requiring a business license and therefore is not allowed within an ADU. You may apply to convert a portion of the residence into an ADU per FWRC 19.265.020; however, it cannot be occupied as an Adult Family Home. You had a second question as to whether it was possible to have a separate address and entrances from different streets for the ADU. Per FWRC 19.200.180 note 7, the ADU may be accessed through an additional entrance on the side or rear of the residence. Only one entrance is allowed on the front of the residence. As an accessory use to the primary dwelling unit the ADU must share the same address as the main house. For mailing purposes, you can choose to use "A", "B", or similar designations.
