Please be advised that building, electrical, mechanical, and fire code permits are required prior to any construction work. The existing PWSF site with a 100-foot tall monopole was granted a Use Process III approval under File No: 95-100866-000-00-UP. However, pursuant to Federal Wiry City Code (FWCC) Section 22-681, PWSFs trust be located on existing structures in the multi -family residential zone, the current zoning of this site. Therefore, the site is legal nonconforming. Pursuant to FWCC Chapter 22, Article IV, "Nonconformance," Section 22-334, if an applicant proposes to construct a new and separate structure on an already developed site, the applicant shall comply with current development regulations that are applicable to the geographic portion of the site on which the new structure is to be constructed. Pursuant to FWCC Section 22-32.2, additions to an existing developed site that are exempt from State Environmental Policy Act review and that meet the criteria set forth in the code section, shall be reviewed as a Process I. The proposed addition meets the exemption criteria identified in Washington administrative Code (WAC) 197-11-800(1) because the project is equal to or smaller than a storage building with 4,000 square feet of gross floor area. The proposed addition meets the criteria in FWCC Section 22-32.2 because it does not change the use of the site; does not reduce the required amount of landscaping, buffering, open space, public areas, or parking; does not change the location of utilities, easements, or pedestrian connections; does not affect the architectural design; and does not impact sensitive areas or significant trees. As such, this project has been reviewed as a Process I. Doc. Appeal Procedure This decision shall not waive compliance with future City of Federal Way code, policies, and standards relating to this site. The effective date of this decision is March 24, 2005. Pursuant to FWCC Section 22-355, any person who received notice of the administrative decision may appeal this decision to the Federal Way Hearing Examiner by April 6, 2005. In that you are the only party of record for this application, you may waive your right to appeal. The City must receive this waiver in writing. Planning Division — Reema Shakra, 253-835-2636 Provide a copy of a building elevation plan to address items noted below: Pursuant to Federal Way City Code (FWCC) Section 22-967(5)(d), if the equipment cabinet is located within a new completely enclosed building, the building shall conform to all applicable development standards and design guidelines for the underlying zone. The completely enclosed building shall be architecturally designed and shall be compatible with existing buildings on the site. Since you have proposed to install a new generator in a new completely enclosed building, the proposed building must be compatible with the existing buildings on site. The existing buildings at Belmor Mobile Home Park are manufactured homes with residential design features. Since your plans do not indicate a residential architectural style for the proposed building, please revise the plans to be similar in style to a residential structure. Please include the specific residential building materials and colors to be used for the proposed building in the revised plans. Examples of residential design features are pitched shingled roofs, accent siding, horizontal siding, trim material, varied use of non -industrial based building materials such as wood, brick, and/or stone, and a varied color scheme. a+mr� Mr. Evenson March 3, 2005 Page 2 2. Priority location #1 states that equipment enclosures shall be placed underground. This option will not work due to the Generac generator not being made for submersion underground. Priority location #2 states that equipment enclosures shall be placed in an existing completely enclosed building. This option will not work due to the size limitations of the existing equipment shelter. Priority location #3 states that equipment enclosures shall be placed above ground in an enclosed cabinet that shall not exceed six feet in height and occupy more than 48 square feet of floor area, including areas for maintenance or future expansions. This option will not work due to the national contract that Verizon Wireless has with Generac. They only have one style of generator and no other options exist. Priority location #4 states that equipment enclosures shall be placed above ground in a new completely enclosed building. This option is what we have chosen. We will be submitting new drawings showing the revised location of the generator. I also would like to inform you that the new generator building will be consistent to the look of the existing wireless facility shelter.
