St. Francis Hospital Cafeteria Entry Vestibule Addition, Federal Way
Dear Ms. Scribante:
The City has completed Process I Land Use Review and approves the addition of a 70 square -foot entry
vestibule at the side of the cafeteria of the St. Francis Hospital located at 34515 98" Avenue South. Formal
plans were submitted on November 20, 2006. The zoning for the site is Office Park (OP). The Hospital
use is permitted within the OP zoning district pursuant to Federal Way City_ Code .(FWCC) Section 22-
831, "Hospitals."
The applicant proposes to construct the new vestibule at the SE exterior to .the cafeteria to eliminate cold
air drafts of the present entry; improving energy efficiency as well as adding to the comfort of cafeteria
_patrons. The vestibule will be vertically and -horizontally aligned with the existing storefront of the curved
cafeteria wall, as well as the horizontal reveals of the adjacent wall, and will be finished to match the
existing cafeteria storefront window wall. A building permit is required for proposed improvements.'
The proposed vestibule addition does not reduce required parking, landscaping, buffering, open space, or
public areas; does not change the location of utilities or easements; maintains pedestrian connections; is
consistent with the approved architectural design of the hospital; and creates no impacts to sensitive areas
or significant trees.
Based on the City's review, the Process I application to add a 70 square -foot vestibule to the exterior
cafeteria wall is administratively approved.
This decision shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this project site. The effective date of decision is December 15, 2006, or three days from the
date of this letter. Pursuant to FWCC Section 22-355(a), any person who received notice of the
administrative decision may appeal this decision to the Federal Way Hearing Examiner by December 29,
2006 (14 days from the effective date of decision).
In that you are the only party of record, you may waive your right to appeal by submitting a letter to this
effect to the City of Federal Way, Department of Community Development Services. If you waive your
right to appeal, you may begin work on December 15, 2006, assuming you have obtained the necessary
building permit.

St. Francis Hospital New Entry Vestibule
November 10, 2006
This project is to construct a new 70 square foot vestibule at the southeast entry
to the cafeteria at St. Francis Hospital. The purpose of the new vestibule is to
eliminate the cold air drafts of the present entry, improving energy efficiency as
well as the comfort of cafeteria patrons.
There is no demolition of the existing facades involved. A concrete slab outside
the entry will be removed and replaced by a new slab, and a curved concrete
sidewalk will be shortened to accommodate a new concrete apron at the entry
to the vestibule. Impact to the current landscaping should be minimal.
The vestibule storefront is to be aligned vertically and horizontally with the existing
storefront of the curved cafeteria wall, as well as the horizontal reveals of the
adjacent wall. It is to be finished to match the existing green color of the existing
cafeteria storefront.
