St. Francis Surgery Storage Expansion, 34515 91h Avenue South, Federal Way
Dear Mr. Pennington:
The City has completed review of and approves the proposal to create a storage area for surgery
equipment and supplies on the northeast corner of the second floor of the St. Francis Hospital at
the above referenced site. Formal plans were submitted on December 15, 2003.
The zoning for the site is Office Park (OP). Hospitals uses are permitted in this zoning district
pursuant to the provisions of Federal Way City Code (FWCC) Section 22-831.
To create the storage area, 1,495 square feet of gross floor area will be enclosed with two new
walls and a roof. Access to the storage area will be from'an existing corridor. The storage area
will be built over a portion of the hospital that was structurally built to accept another story of
space. Project design calls for the new storage area to match existing surface construction and
finishes to blend with the campus adopted colors and schemes.
The proposed improvements do not change the use; reduce required parking, landscaping,
buffering, open space, or public areas; does not change the location of utilities or easements;
maintains pedestrian connections; is consistent with the approved architectural design; and
creates no impacts to sensitive areas or significant trees.
Based on the City's review, the Process I application to enlarge the storage area is administratively
approved.
This decision shall not waive compliance with future City of Federal Way codes, policies, and
standards relating to this project site. The effective date of decision is December 26, 2003.
Pursuant to FWCC Section 22-355(a), any person who received notice of the administrative
decision may appeal this decision to the Federal Way Hearing Examiner by January 9, 2004.

Since you are the only party of record you may waive your right to appeal this decision. The City
must receive this waiver in writing. Waiver of the right to appeal does not affect the effective date
of this decision. Therefore, if you choose to waive your right to appeal, you could begin work on
the project when the City receives your written waiver, provided you have obtained the necessary
building permits.1
An hourly Process I application fee of $57.50 is now due (two hours at $57.50 per hour minus the
$57.50 deposit), and shall be paid before the building permit is issued.

Narrative for St. Francis Hospital
Surgery storage Project - new exterior walls:
This project includes creating a new storage area for Surgery equipment and supplies
only, to facilitate the proper and convenient storage of the same for the physicians and
staff. It is designed to be located within an adjacent roof area alcove, north of the main
surgery suite on the 2nd floor of the hospital that was structurally built to accept another
story of space. This space and the project re -organizes the existing services for the proper
sizes per code and allocations of space for storage ect. and will not generate additional
services as related to the new storage area build out.
This storage area will necessitate adding two walls to the existing structure to enclose the
area for a total wall length of the two new sides of 80 lineal feet or 1,200 square feet of
new exposed surface area to the Northern side of the back of the hospital.
This new wall area represents only .08% of the sum of all the current Northern exposed
exterior wall surfaces in the service area in the back of the hospital.
The existing Northern faced wall surface is primarily an EFIS system with horizontally
running joints in the panels.
In the middle of the exposed face on� the first floor level only is the boiler room
facilities which has a CMU block exposed wall as shown in the attached digital picture:
The colors of the EFIS system has been modulated in two tones with a light gray on the
upper surfaces and the darker slate gray along the ground level area's.
The current project design calls for us to match this existing surface construction and
finishes to blend with the campus adopted colors and schemes.
Our request upon your review of the enclosed documents it that the City recommend
approval of the MLUP process 1 as compliant as shown in the submitted drawings.
As the project scope size with the minimal new wall surfaces here would not warrant any
more consideration beyond matching the existing finishes.
