Dear Ms. Buchwalter:
I am in receipt of your letter requesting a waiver from the preapplication conference process. The letter
was prepared because the one-year deadline from a previous preapplication conducted in December 2006
has expired. You are now preparing to submit for the Process III land use review for the proposed cottage
housing demonstration project.
Your letter states that there have not been any zoning or building code changes or additions with regards
to cottage housing since the date of the preapplication conference; and that no new information or
changes to the proposal would come from having another preapplication conference. Staff reviewed your
request and identified a change to private street standards implemented subsequent to your December
2006 preapplication conference. Please note that the second bullet point under Traffic Division comment
#4 of the December 27, 2006, preapplication letter should be replaced with the following:
"Internal roadway access to more than four lots shall consist of a 20-foot street with one five-foot
sidewalk in a 25-foot minimum ingress/egress and utilities easement."
Other than the above change, the comments in the December 27, 2006, letter are still valid. Therefore,
your request to waive the preapplication conference is approved as provided under Federal Way City
Code (FWCC) Section 22-1653. Please contact Senior Planner Janet Shull at 253-835-2644 if you have

SUBJECT: Request to Waive Pre Application Conference: COTTAGES AT REDONDO/AKA: SAWYER
COTTAGE HOUSING DEVELOPMENT - (08-102254-00-AD) *NO SITE ADDRESS*
Please find attached a letter requesting waiver of preapplication conference for the above project.
The project had a pre-ap in December of 2006. Therefore, a new preapplication conference is required unless
the Director of Community Development agrees to the requested waiver.
In looking back through the pre-ap letter that was issued, the only item that jumps out at me as having
changed is private road standards for small lot, zero -lot, and cottage housing.
The proposal has not changed significantly with regard to overall site plan.
Please review and let me know if you feel another preapplication conference is necessary. If changed
circumstances are minimal, one option is to incorporate reference to such changes in a letter
granting waiver of the preapplication conference.
Please advise on this matter by Friday, May 30, 2008 if possible.

Thank you for your April 29d' letter informing us of the decision by the Cottage Housing
Selection Committee accepting Cottages at Redondo to be the third demonstration
project.
Your letter talked about the preapplication conference requirement and the option to
request a waiver from having to do a second preapplication conference.
We would like to formally request a waiver from the second preapplication conference.
Our initial preapplication conference was on December 21, 2006. Since this date, I do
not believe there have been any zoining or building code changes or additions with
regards to cottage housing. Therfore, no new information or changes to our proposal
would come from having another preapplication conference.

Re: Federal Way Village — Amendments to Ordinance No. 05-490
Dear Janet:
We are requesting two amendments to Ordinance No. 05-490 that amended with conditions the
Comprehensive Plan and Zoning Maps pertaining to the proposed Federal Way Village.
We request amendments to two of those conditions; "Section 2, 3., c., a. ("Prior to occupancy of any
residential building on the site, South 340'b Street from Pacific Highway South to the intersection of
13" Place South extended, and the roadway within the residential area connecting to South 3361'
Street, shall be constructed to meet all applicable standards.") and, Section 2, 3., c., b. ("Prior to
occupancy of any commercial building, 13`h Place South from 336`h Street to the South property line
and South 3400' Street from Pacific Highway South to the intersection of 131h Place South extended,
shall be constructed to all applicable standards.")
Our requested amendments would allow phasing of the infrastructure commensurate with the
phasing of the townhome development and the phasing of the mixed use development.
