Based on review of the State Environmental Policy Act (SEPA) checklist associated with this Project, the Department of Ecology (Ecology) has the following comments: The proposed SEPA project is located about a block west of a site listed on the MTCA Confirmed and Suspected Contaminated Sites list. The Redondo Oil Pit site (cleanup site ID 1242, facility site ID 2200) at 16th Ave S and SW Dash Point Road is suspected of having petroleum in soil and ground water. Cleanup has not been started. If ground water contamination at the Redondo Oil Pit site flows to the proposed SEPA project location, it could affect soil and ground water at the SEPA project location. Potential soil and ground water contamination at the SEPA project location should be characterized and, if applicable, remediated to ensure protection of workers and future residents and mitigation of MTCA liability. One or more of the following may be needed: • Removal and proper disposal of contaminated soil and/or ground water from the SEPA project location • Construction of a cut-off wall to prevent contaminated ground water from flowing into the SEPA project location • Worker health and safety measures • Vapor intrusion controls for the new building such as a vapor barrier or a sub -slab depressurization system. What is the steepest slope on the site (approximate percent slope)? Cut embankments along the side of the roadway consist of an approximate 33% slope. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any agricultural land of long-term commercial significance and whether the proposal results in removing any of these soils. Presuming that Ms. Mullen will be attending tomorrow's meeting, I further presume that she will advise that the City and Lakehaven Water and Sewer District (LWSD) are in the review and approval process for an Interlocal Agreement that will allow LWSD to include water main (and facility) removal and relocation under the City's project. The removal and relocation of LWSD's facilities are necessary to accommodate the City's proposed street widening and street -edge improvements along the S. Dash Point Road frontage of Sacajawea Middle School. LWSD is currently developing plans and specifications for their facilities that will remove the existing asbestos -cement water main on the south edge of right-of-way, and the associated fire hydrant laterals, and interfering segments of connecting lateral asbestos -cement water mains. The replacement water main will be located approximately 6-ft. toward centerline from the new face -of -curb, and the fire hydrants will be relocated to the west sides of the entry lanes for the west and east driveways serving Sacajawea Middle School.
