I'm a Homeowner off Military Rd. and 298th St. in the Hunters Glen Development whose House backs off Military, so I can hear North bound Road Traffic build from around 5:15AM to 7:45AM most days with the exception of Sunday. The Afternoon South bound Road Traffic appears to increase volume from 2:45PM right thru the dinner hour to 6:3013M. I believe given the Road grade it will appear North bound Traffic goes faster because it's downhill, while South bound Traffic has to overcome the grade coming uphill. I also believe by implementing a Traffic Circle at the corner of 298th St will back North bound Traffic as far back as the controlled Intersection of 304th St. , while the length of Military Rd. does not present a problem to South bound Afternoon Traffic. I would like to hear of a solution from the City to improve the sight lines in the North bound Traffic Lanes to a Blind Curve situation probably 500 to 800 feet North from the Entrance to Camelot Trailer Park on Military Rd. in the North bound Traffic Lanes. At the Apex of the Blind Curve is a Family Home and Driveway partially hidden by Vegetation and Trees. That to Me is more worthy of attention by the City and deserving of reducing potential Traffic accidents. Thank You for Your Time & Attention to this matter. Michael K. Please find the attached letter with our comments on the proposed compact roundabout at the intersection of Military Road South and South 2981" Street. I did not see any indication of scale for the proposed traffic calming device. Without that information, our biggest concern is if it will accommodate the turning radius of our largest buses without the necessity of utilizing a truck apron. The project is located at Military Road South and South 298th Street. Under current boundaries, this intersection is in the boundaries for Wildwood and Valhalla Elementary Schools, Sacajawea and Kilo Middle Schools, and Thomas Jefferson and Federal Way High Schools service areas. School service areas are reviewed each year and necessary boundary changes may be made to accommodate enrollment increases. Student safety must be considered for all students. We ask that the City of Federal Way build the roundabout to accommodate a 40' school bus without necessity to utilize a truck apron. School buses driving on truck aprons put scholars at risk for injury as the bus tips. The tipping also places unnecessary stresses on the mechanics of the buses. We currently have approximately 18 large bus routes and 29 small bus routes traveling through this particular intersection carrying approximately 1,500 scholars to and from school every school day. All planning features that assure safe transportation for students are factors the district must consider as we comment on development within our service areas. The District appreciates the opportunity to comment on this proposed traffic calming device. Sincerely, t . The species list fulfills the requirements of the U.S. Fish and Wildlife Service (Service) under section 7(c) of the Endangered Species Act (Act) of 1973, as amended (16 U.S.C. 1531 et seq.). New information based on updated surveys, changes in the abundance and distribution of species, changed habitat conditions, or other factors could change this list. The species list is currently compiled at the county level. Additional information is available from the Washington Department of Fish and Wildlife, Priority Habitats and Species website: ]itt,n://wcifw.wa.Lov/m%il2l2inv-/phL or at our office website: http;Jlwww. f ws,p.ov!wafwQ/species ncaw.htmi. Please note that under 50 CFR 402.12(e) of the regulations implementing section 7 of the Act, the accuracy of this species list should be verified after 90 days. This verification can be completed formally or informally as desired. The Service recommends that verification be completed by visiting the ECOS-IPaC website at regular intervals during project planning and implementation for updates to species lists and information. An updated list may be requested through the ECOS-IPaC system by completing the same process used to receive the enclosed list. The purpose of the Act is to provide a means whereby threatened and endangered species and the ecosystems upon which they depend may be conserved. Under sections 7(a)(1) and 7(a)(2) of the Act and its implementing regulations (50 CFR 402 et seq.), Federal agencies are required to utilize their authorities to carry out programs for the conservation of threatened and endangered species and to determine whether projects may affect threatened and endangered species and/or designated critical habitat. 11/06/2017 Event Code: 01 EWFW00-2018-E-00317 A Biological Assessment is required for construction projects (or other undertakings having similar physical impacts) that are major Federal actions significantly affecting the quality of the human environment as defined in the National Environmental Policy Act (42 U.S.C. 4332(2) (c)). For projects other than major construction activities, the Service suggests that a biological evaluation similar to a Biological Assessment be prepared to determine whether or not the project may affect listed or proposed species and/or designated or proposed critical habitat. Recommended contents of a Biological Assessment are described at 50 CFR 402.12. If a Federal agency determines, based on the Biological Assessment or biological evaluation, that listed species and/or designated critical habitat may be affected by the proposed project, the agency is required to consult with the Service pursuant to 50 CFR 402. In addition, the Service recommends that candidate species, proposed species, and proposed critical habitat be addressed within the consultation. More information on the regulations and procedures for section 7 consultation, including the role of permit or license applicants, can be found in the "Endangered Species Consultation Handbook" at: littp://www.fws. vienciangeiv(Vesa-librarv/12dfrFOC-G.-LOS,PDF Please be aware that bald and golden eagles are protected under the Bald and Golden Eagle Protection Act (16 U.S.C. 668 et seq.). Report attached. Note numbers have been adjusted to account for rounding. Proiect Effects There will be a reduction in vehicle accidents and safer pedestrian crossings through the construction of a compact roundabout at the intersection. The sizing of the compact roundabout instead of a traditional sized roundabout was selected in part to reduce any potential impacts to adjacent properties. There will be minor road widening to accommodate the footprint of the compact roundabout and right of way acquisition will be required on one property. The acquisition is a small sliver take of approximately 164 SF of the corner nearest to the intersection. This area represents 1.9% of the total 8,500 SF of the parcel and is in an area that is currently a grass lawn. The acquisition will be conducted in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 as amended. The project will result in no relocations, no operational increase in noise, and no change to public transportation, or parking. Pedestrian and vehicle access will be maintained during construction. No detour will be required. Short-term increases in noise and dust will impact adjacent residences during construction, but these impacts are not highly adverse and will be mitigated through best management practices. Determination No minority or low-income populations have been identified that would be adversely affected by this project as determined above. Therefore, this project has met the provisions of Executive Order 12898, as it is supported by Title VI of the Civil Rights Act.
