Dear Mr. Choi:
Thank you for meeting with the City of Federal Way's Community Development Review
Committee (CDRC) on April 23,1998, to discuss your preliminary proposal to construct a 5000
square foot warehouse and a 4800 square foot manufacturing facility on the above referenced site.
The site currently contains a motel and a single family residence which is intended to remain.
Committee members at that meeting included representatives from the Lakehaven Utility District,
Federal Way Fire Department, the city's Public Works Department, and Department of
Community Development Service's Planning and Building Divisions. This letter follows up the
preapplication meeting for your proposal. Department and agency requirements are summarized
below or are enclosed with this letter. Staff contacts are listed with each summary.
1. Planning Division (Contact: Minnie Dhaliwal, 253-661-4082)
a. The proposed development is subject to Process III (Project Approval). Process III
includes administrative site plan review and environmental review under the State
Environmental Policy Act (SEPA). The Process III application fee is $1,333 and SEPA
review fee is $472. If any intrusions are proposed within the required 100 foot setback
from regulated wetlands, the required review process is Process IV. Process IV requires
a Hearing Examiner's decision following a public hearing. The Process IV application
fee is $2,163. A lot line elimination will also be required for your proposal as the subject
property•is'currently identified as three separate parcels and you propose to construct
improvements over lot lines. City code does not allow structures to be built over lot
lines. The purpose of a lot line elimination is to remove interior lot lines of a parcel

comprised of two or more separate lots with contiguous ownership. Lot line eliminations
are reviewed administratively. The lot line elimination application fee is $100. The
proposal is also subject to the procedural requirements of ESHB 1724. Building permits
are issued after Process in approval is granted. Enclosed with this letter is the Master
Land Use Application, Development Submittal Review Checklist, and Lot Line
Elimination Handout.
b. Zoning for the subject site is Business Park (BP). The proposed uses of warehouse and
fabrication facility are consistent with allowed uses in the current Business Park (BP).
Your proposal is also subject to the requirements of Federal Way City Code (FWCC)
Article IV, Nonconformance. Since an increase in gross floor area is proposed, the
proposal needs to comply with all current FWCC regulations applicable to the
geographic portion ofthe site on which the new structures, and any related
improvements, are to be constructed. In the meeting, you had indicated that you will
convert the residence on site to an office for the proposed warehouse/fabrication facility.
The existing residence will need to meet all development regulations in order to be
converted into an office.
c. A wetland report needs to be prepared by a qualified professional to delineate the edge
of the wetland on the east side of the subject property. The setback area from a
regulated wetland is all land within 100 feet in every direction upland from the edge of
the regulated wetland. Except as allowed in FWCC Section 22-1359, no land surface
modification may take place and no structure or improvement may be located within the
setback area. If your proposal includes an intrusion within the 100 foot setback, then
the required review process is Process IV (Hearing Examiner Approval). Process IV
requires a Hearing Examiner, decision following a public hearing. Refer to FWCC
Section22-1359 (d) (enclosed) if any intrusions are planned in the 100 foot setback.
d. Required setbacks for the proposed warehouse and fabrication facility are 50 feet on the
west, 20 feet on the north, and 20 feet on the south, as the parking and driving areas are
proposed to be located in the front yard. Maximum height for warehouse/fabrication
facility is 40 feet above average building elevation.
e. Required parking for a warehouse and fabrication facility is one parking space per 1000
square feet of gross floor area. Standard stall sizes are 8.6 x 18 feet and compact stalls
can be 8 x 15 feet. A maximum of 25 percent of the required parking spaces can be
compact spaces. The parking areas will need to be paved to meet the requirements of
FWCC Section 22-1453 (a).

f. A landscape plan prepared by a licensed landscape architect needs to be submitted for
Process III review. The current landscaping code requires the following key elements for
the project:
1) Type II landscaping, 10 feet in width is required along Pacific Highway South.
2) Type III landscaping, five feet in width along all other property lines.
3) Interior parking lot landscaping must be provided at the rate of 20 square feet per
parking stall when less than 50 stalls are used.
4) Parking stalls located adjacent to right-of-way require landscaping enhancements
(i.e. berming or fencing).
5) Garbage and recycling facilities must be screened from public view and cannot be
placed in the required yards.
6) All outdoor uses or activities, such as truck loading areas, must be screened from
public view.
g. The proposed development is subject to FWCC Article MEX, Community Design
Guidelines (enclosed). The following key design comments are being provided by staff
at this time, followed by pertinent code references:
1) All building facades that are longer than 60 feet and are visible from a right-of-way
shall incorporate facade treatment per FWCC Section 22-1635(b).
2) Primary entrances to buildings should be clearly visible or recognizable from the
right-of-way. Pedestrian pathways from rights -of -way to primary entrances, from
parking lots to primary entrances and pedestrian areas, shall be accessible and
should be clearly delineated. Pedestrian pathways and pedestrian areas should be
delineated by separate paved routes using a variation in paved texture and color,
and protected from abutting vehicle circulation areas with landscaping.

After reviewing the materials submitted and a visit of the proposed site the following comments
and findings address issues that need to be resolved prior to developing the site.
LAND USE ISSUES
Stormwater
1. Since the applicant proposes to create more than 5,000 square feet of impervious surfaces,
surface water runoff control and water quality treatment will be required per the King
County Surfact WIter Design Manual (KCSWDM), the City's amendments and through
the SEPA process, the Executive Proposed Basin Plan - Hylebos Creek and Lower Puget
Sound (Hylebos Basin Plan). Additionally, Water Quality improvements are required for
the entire site pursuant to the requirements as set forth in Federal Way City Code (FWCC)
section 22-337 Nonconforming Water Quality Improvements.
The City has identified downstream conveyance, erosion and habitat problems associated
with stormwater runoff. As part of the land use application and SEPA process, the
applicant will need to provide analysis of those problems and appropriate mitigation as
approved by the City. The applicant may provide an independent study and mitigation
proposal or, as an option, the applicant may provide mitigation as recommended in the
Hylebos Basin. More specifically, the site is located within the West Branch Hylebos Sub -
Basin, an area recommended for enhanced stormwater infiltration and implementation of
basinwide recommendation BW-2. Soil logs will need to be provided to verify infiltration
suitability. In the event that infiltration cannot be achieved and runoff must be discharged
off -site, the Basin Plan calls for the use of a 7 day storm event (BW-2) in sizing on -site
detention facilities (if required) instead of the 24 hour event generally used in the
KCSWDM.
2. For site plan review submittal, conceptual drainage facility's shall be shown on the plans
to a size and configuration approximating the needs of the site and a narrative addressing
the relevance to the project of the 7 core and the 12 special requirements of the KCSWDM
will be required. A Level 1 downstream analysis shall also be provided. The city has
available 1" =100', 5 foot contour, planimetric maps that must be used for basin analysis.

Traffic/R-O-W Improvements
For Traffic related comments, see the attached Traffic Division memorandum dated April
229 1998, from Hazem El-Assar.
2. The applicant shall provide a cost estimate for the proposed improvements to the site as
well as the assessed or appraised valuation of the existing improvements on the site. This
information is necessary in order that we may determine if public street improvements, as
outlined in the attached Traffic Division memorandum, are required in conjunction with
the proposal. In the event that street improvements are required, the applicant may make
a written request to the Public Works Director for a modification, deferment or waiver
from the right-of-way requirements, per section 22-1477 of the FWCC. A handout on
these procedures is attached.
BUIILDING PERMIT ISSUES
1. Checklists are available, upon request, to assist in the preparation of plans for various
stages of development.
2. Prior to issuance of any building permit, the construction of the site improvements must
be bonded. Bonding may be in one of three forms, a cash deposit, assignment of funds
in a financial institution, or a bond from a surety. The amount of the bond will be 120 %
of the cost of construction to be estimated by the applicant's engineer, using the bond
quantity worksheets available from the Public Works Dept. At the end of construction and
after the city receives payment of inspection fees, as -built mylars are provided, and the
applicant has completed all the inspector's punch list items, the bond will be reduced to
30% of the original value to be retained for a two year maintenance period. Any defects
that show up during the maintenance period will require corrected and subsequent
inspection fees paid before the maintenance portion of the bond will be released.

Based on my review of the submitted materials and a site visit, I have the following comments:
Traffic Impacts
The project is not expected to impact any intersections by 10 or more trips. No TIA is required.
Right -of -Way Improvements
Per FWCC Sec. 22-1524, the property frontage on Pacific Highway S shall be improved to
provide a 38' pavement width to the street centerline with curb, gutter, 6' planter with trees, 8'
sidewalk, and street lights. A 5' right-of-way dedication is required to accommodate these
improvements.
Site Access
Per FWCC Sec. 22-1543, the northern driveway shall be closed. The southern driveway shall be
located directly north of the landscape buffer at the southern property boundary and shall be used
for two-way access with a 25' to 30' width. It will remain restricted to inbound/outbound right -
turn access. Entering sight distance at this driveway shall be verified to meeting AASHTO
Standards.
Site Circulation
The vehicular path around the buildings shall have a minimum width of 20'. In addition, delivery
truck turning path shall be verified to meeting AASHTO Standards using appropriate truck
template.

WATER SUPPLIES FOR FIRE PROTECTION
The required fire flow for this project is gallons per minute.
A Certificate of Water Availability shall be provided indicating the fire flow available at the
site.
This project will require fire hydrant(s). Existing fire hydrants on public streets are
available for this project. Existing fire hydrants on adjacent properties shall not be
considered unless fire apparatus access roads extend between properties and easements are
established to prevent obstructions of such roads.
When any portion of the facility or building protected is in excess of 150 feet from a water
supply on a public street, as measured by an approved route around the exterior of the
facility or building, on -site fire hydrants and mains capable of supplying the required fire
flow shall be provided. Fire hydrants:
1) Shall be located not more than 300 feet on center. All measurements shall be
made as vehicular travel distance.
2) Shall not be located closer than 50 feet to any building.
3) Shall not be obstructed by any structure or vegetation, nor shall the visibility of
the fire hydrant be impaired for a distance of 50 feet in the direction of vehicular
approach to the fire hydrant. [K.C.F.D. #39 Administrative Policy Guideline No.
1004]
Fire hydrant locations are subject to the approval of the Fire Marshal or his/her designee.
When exposed to vehicular damage, fire hydrants shall be suitable protected.
Fire hydrants shall be in service PRIOR to and during the time of construction.
FIRE APPARATUS ACCESS ROADS
Fire apparatus access roads shall be provided when any portion of the facility or any portion
of an exterior wall of the first story of the building is located more than 150 feet from fire
apparatus access as measured by an approved route around the exterior of the building or
facility.
EXCEPTION: When buildings are completely protected with an approved
automatic fire sprinkler system, these provisions may be modified by the chief.
Plans for fire apparatus access roads shall be submitted to the fire department for review and
approval prior to construction.
Fire apparatus access roads:
1) Shall have an unobstructed width of not less than 20 feet and an unobstructed
vertical clearance of not less than 13 feet 6 inches.
2) Shall be designed and maintained to support the imposed load of a 25 ton fire
apparatus and shall be provided with a surface so as to provide all-weather driving
capabilities.
3) Shall be not less than a 32 foot inside turning radius and not less than a 40 foot
outside turning radius.
4) With a dead-end in excess of 150 feet in length shall be provided with a cul-de-
sac at the dead end. All such cul-de-sacs shall be not less than 80 feet in diameter.
5) Gradient shall not exceed 12 percent. [K.C.F.D. #39 Administrative Policy
Guideline No. 1006]
Designated fire lanes may be required for emergency access. This may be done during the
plans check or after the facility is in operation.
When required, approved signs or other approved notices shall be provided and maintained
for fire apparatus access roads to identify such roads and prohibit the obstruction by parking
and other obstructions.
Fire apparatus access road gates shall comply with K.C.F.D. #39 Administrative
Policy Guideline No. 1003 (copy attached).
Fire apparatus access roads shall be installed and made serviceable PRIOR to and
during the time of construction.

FIRE -EXTINGUISHING SYSTEMS
Four (4) sets of plans and specifications for automatic fire -extinguishing systems,
standpipes and their appurtenances shall be submitted to the fire department for review and
approval prior to installation. Plans shall be drawn to an indicated scale, on sheets of
uniform size, with a plan of each floor, and shall show those items listed in Chapter 6 of
1994 Uniform Building Code Volume 3 (UBC Standard 9-1) that pertain to the design of
the system. Sprinkler plans shall bear a Washington State Certificate of Competency
stamp.
An automatic fire sprinkler system shall be installed in all occupancies requiring 2,000 gpm
or more fire flow or where the total floor area included within the surrounding exterior
walls on all floor levels, including basements, exceeds 10,000 square feet. Area separation
walls shall not be considered to separate a building to enable deletion of the required
automatic fire -extinguishing system. [Federal Way City Code Chapter 8, Article H,
Division 4]
The automatic fire -suppression system shall be connected to the fire alarm system (last
zone) in all buildings having an automatic fire detection system.
The total pressure (to the source) required in a hydraulically designed automatic fire
sprinkler system shall be at least 10 per cent less than the stated static P.S.I. from the
appropriate water flow test.
Fire department connections shall comply with K.C.F.D. 39 Administrative Policy
Guideline No. 1002 (copy attached).
AUTOMATIC FIRE DETECTION SYSTEM
Plans and specifications for fire alarm systems shall be submitted to the fire department for
review and approval prior to system installation. Plans and specifications shall include, but
not be limited to, a floor plan; location of all alarm -initiating and alarm -signaling devices;
alarm control and trouble -signaling equipment; annunciation; power connection; battery
calculations; conductor type and sizes; voltage drop calculations; and manufacturer, model
numbers and listing information for all equipment, devices and materials.
Fire alarm systems, automatic fire detectors, emergency voice alarm communication
systems and notification devices shall be designed, installed and maintained in accordance
with Uniform Fire Code Standards 10-2 and 10-3 and other nationally recognized standards.
Systems and components shall be listed and approved for the purpose for which they are
installed.

An automatic fire detection system shall be installed in all buildings exceeding 3,000 square
feet gross floor area. This fire detection system shall be monitored by a central and/or
remote station conforming to the current requirements of the National Fire Protection
Association standards and/or the fire chief or designee. [Federal Way City Code Chapter 8,

FIRE DEPARTMENT ACCESS TO BUILDINGS
Approved numbers or addresses shall be placed on all new and existing buildings in such a
position as to be plainly visible and legible from the street or road fronting the property.
Numbers shall contrast with their background. Numbers shall be a minimum of six (6")
inches in height.
When access to or within a structure or an area is unduly difficult because of secured
openings or where immediate access is necessary for life-saving or firefighting purposes, the
chief is authorized to require a key box to be installed in an accessible location. The key
box shall be of a type approved by the chief and shall contain keys to gain necessary access.

COMMENTS:
Water:
A developer extension agreement will be required to extend mainline water facilities to serve the site. Owner should
apply separately to the District for this process at the same time formal application is submitted to the City of Federal
Way to avoid delays in construction. Please allow 2 to 3 months for plan review and approval.
This extension will involve the installation of 12" water main on the west side of Pacific Highway South and 8" water
main on —site with hydrants, as required. Owner may be entitled to oversizing reimbursement for the 12" water main,
if such main size is not required for the proposed use. A separate meter is required for each structure.
Sewer:
A side sewer permits is required for each structure connecting to the District's sewer system. Maximum length of
side sewer is 200 feet at minimum slope of 2%. Owner will be required to complete a Sewer Use Survey (SUS); with
pretreatment requirements, if any, to be determined upon review of said SUS.
General:
The District's Capital Facilities Charges are calculated on the basis of Equivalent Residential Units (ERU) and will
apply only to the new structures. Residential equivalency for Warehouse use is calculated as 0.3 ERU per 1,000
square feet of building area. Residential equivalency for the manufacturing use will need to be calculated based upon
anticipated water use for the facility (900 cubic feet per month = 1ERU). The District's current Capital Facilities
Charges are $2,710/ERU for water and $2,720/ERU for sewer. This property may have credit toward the Capital
Facilities Charges for sewer, arising from ULID No. 53.
