The committee includes representatives from the Lakehaven Utility District, Federal Way Fire Department, and staff from the city's Planning and Building Divisions, and Public Works Department. This letter summarizes our pre -application conference on September 16, 1999, at which time members of the CDRC discussed development requirements as they apply to the proposal to construct a 7,000 square foot automotive parts retail store, with associated parking lot and site improvements, at the 34700 block of Pacific Highway South. Where appropriate, pertinent ordinance sections cited in this letter are noted. The items listed below do not include all regulations applicable to the subject proposal. In preparing your application, all pertinent portions of the city's land use code must be consulted. Zoning, Use, and Review Process — The zoning of the site is Community Business (BC). The BC zoning district permits retail uses pursuant to Federal Way City Code (FWCC) Section 22-751 (enclosed). The proposed use requires Process III project approval. Under Process III, the Director of Community Development Services makes a written administrative decision on the application based on criteria listed under FWCC Section 22-364. A development submittal checklist and master land use application are enclosed, along with applicable code sections. Building permits are issued after Process III approval is granted. 2. State Environmental Policy Act (SEPA) — Structures in excess of 4,000 square feet, with the creation of more than 20 parking stalls, are subject to SEPA review. As proposed, the project requires SEPA review. SEPA review includes analysis of the preliminary drainage plan, potential traffic mitigation, and the building and site development. An environmental checklist must be submitted and reviewed prior to the city issuing an environmental threshold determination. a, I Mr. Peter Schroeder September 23, 1999 Page 3 a. Perimeter Landscaping— FWCC Article XVII, Section 22-1566(f), Community Business, requires Type III landscaping a minimum five feet in width along all perimeter property lines. Type III landscaping is a mixture of evergreen and deciduous trees interspersed with large shrubs and groundcover to create a partial visual buffer to separate uses from the street, adjacent properties, and soften the appearance of parking areas and building elevations. The required five feet of Type III landscape at the front property line must be provided exclusive of the bioswale. b. Interior Parking Lot Landscaping — Per FWCC Section 22-1567(b)(1), 20 square feet of interior lot landscaping per parking space must be provided for parking lots with 49 or fewer stalls, or if the parking area includes 50 or more stalls, than 22 square feet of interior lot landscaping per parking space must be provided. Parking lot landscaping is intended to break up large areas of impervious surfaces, mitigate adverse impacts created by vehicle use areas, facilitate the movement of traffic, and improve the physical appearance of vehicle use areas. Type IV landscaping is required at the ends of all rows of parking ana disbursed throughout the interior parking area. Type IV landscaping consists of trees, shrubs, and groundcover to provide visual relief and shading. The square footage of interior lot landscaping must be listed, and the interior landscape areas used for this calculation must be identified, on the plan. Parking Area Screening — Parking areas abutting a right-of-way must be screened from the right-of-way with either a three foot tall berm installed within the perimeter landscaping, architectural features, or substantial plantings added to the perimeter landscaping in accordance with FWCC Section 1567(e)(1). d. Plant Species — With the exception of lawn areas, at least 25 percent of new landscaping materials shall consist of drought tolerant species. The preliminary plan should indicate how this requirement is satisfied. e. Screening of Blank Walls, Foundation Landscaping — Building walls which are uninterrupted by windows, doors, or other architectural features; are 240 square feet in area or greater; and are not located on a property line must be screened by landscaping including trees, shrubs, and groundcover appropriate for the area per FWCC Section 22-1564(u). Foundation landscaping is also encouraged along facades which are visible from a public right-of-way. f. Modifications — FWCC Section 22-1570, outlines the landscape modification options and criteria. Please refer to this section for specific information. 9. Design Guidelines — Projects subject to Process III review must comply with the provisions of FWCC Article XIX, Community Design Guidelines. It is the applicant's responsibility to demonstrate how all design guidelines have been satisfied. Following is a brief list of the major design issues relating to this project. A full review of the design elements has not been conducted based on the preliminary nature of the plans and elevations, and will follow submittal of a complete, formal application. However, you are welcome to contact me to arrange a separate meeting to discuss design issues prior to formal application. Mr. Peter Schroeder September 23, 1999 Page 5 In conjunction with the Traffic Division comments, a sidewalk is required adjacent to the private access street which would provide pedestrian connectivity to the proposed motel behind Schucks. This sidewalk adjacent to the access street would provide pedestrian access to the site, provided a dedicated pedestrian access path is provided to the main Schucks building entrance from the sidewalk. This pedestrian connection could eliminate the proposed pedestrian corridor shown on the site plan along the northwest portion of the site. e. Pursuant to FWCC Section 22-1634(a)(4), the design of the trash and tire recycling shed must be consistent with the main building design. f. Color and material variation of the elevations is required pursuant to FWCC Section 22- 1635(2)(f). Please provide a color and materials board, and one colored elevation drawing with the land use application. g. Additional design guideline elements include screening of lighting to adjacent properties. 10. Signs — FWCC Article XVIII, regulates signage on the site. In general, one monument or pedestal free standing sign is permitted: for each lot with frontage on a public right-of-way. Additionally, wall mounted signs are generally permitted for each building. Sign permit information is enclosed. Contact a Development Specialist, at (253) 661-4000, regarding signage questions. 11. Solid Waste and Recycling Storage — FWCC Section 22-949, requires solid waste and recycling storage areas to be included in all new commercial developments (enclosed). Solid waste, recycling storage, and/or garbage receptacle areas must be depicted on the site plan drawing. Please contact Federal Way Disposal, at (253) 939-9647, regarding the sizing of general refuse areas. FWCC Sections 22-949 and 22-1564(d), provide standards for design, placement, sizing, and screening of garbage receptacles, dumpsters, and storage areas. The receptacles may not be located in required yards or buffer areas. The enclosure must be screened with landscaping and be located at least five feet from the main building per FWCC Section 22-1561. 12. Rooftop Appurtenances — FWCC Sections 22-960 and 22-1047 (enclosed), provide standards for screening of rooftop appurtenances. The site plan submittal should contain a statement of proposed rooftop elements, and they should be depicted on the elevation drawings. 13. Light Standards — A lighting plan depicting the location of fixtures must be submitted. The applicant should resolved these issues prior to development of the site. LAND USE ISSUES Stormwater Since the proposal will create more than 5,000 square feet of impervious surfaces, surface water runoff control and treatment is required per the King CouM Surface Water Desi n Manual (KCSWDM), the City's amendments, and the Executive Proposed Basin Plan - Hylebos Creek and Lower Puget Sound (Hylebos Basin Plan). The City has identified downstream conveyance, erosion and habitat problems associated with stormwater runoff. As part of the land use application and SEPA process, the applicant will need to provide analysis of those problems and appropriate mitigation as approved by the City. The applicant may provide an independent study and mitigation proposal or, as an option, the applicant may provide mitigation as recommended in the Hylebos Basin. 2. The proposed project is located within the West Branch of the Hylebos Creek, an area designated for modified storm water retention/detention (R/D). If a R/D facility is used, it must be designed to control the post -development 2- and 10-year, 7-day design storm flows to corresponding pre - development levels. Infiltration should be used to the fullest extent feasible, given soil conditions. These requirements are based on the Hylebos Creek and Lower Puget Sound Basin Plan. 3. At the time of the site plan review, a preliminary Technical Information Report addressing the relevance to the project of the 7 core and the 12 special requirements of the KCSWDM will be required. A Level I downstream analysis shall also be provided. The city has available 1" =100', 5 foot contour, planimetric maps to be used for basin analysis. Contact Kevin Peterson, Engineering Technician at 661-4126 for further details. 4. Roof runoff shall be tightlined into a storm water system designed per the King County Surface Water Design Manual. 5. The City of Federal Way currently uses the 1990 King County Storm Water Manual. We anticipate adoption of the 1998 manual, with amendments, in early November, 1999. For a project to be vested for use ofthe 1990 manual, a complete building permit application must be submitted prior to adoption of the new manual. BUH DING PERMIT ISSUES The final Technical Information Report (TIR) will need to be submitted with the building permit application. The TIR will require the signature/seal of a Professional Engineer licensed in the State of Washington. 2. The applicant shall reimburse the City for the cost of all required regulatory, warning and street name signs that are installed prior to acceptance by the City of all other require improvements. 4. Copies of Public Works' standard checklists are available on request to assist the applicant's engineer in preparing the plans and the TIR. 5. Bonding will be require for all improvements associated with the plat. The bond amount shall be 120 % of the estimated cost of the improvements. Upon completion of the installation and final approval by the Public Works inspector, the bond value will be reduced to 30% of the original amount for the two year maintenance period. An administrative fee deposit will need to accompany the bond to cover any possible legal fees in the event the bond must be called. 6. The developer will be responsible for the maintenance of the storm drainage and street systems for the two year maintenance period. During that time, the Public Works inspector will make periodic visits to assure developer's compliance with maintenance requirements. 7. When topographic survey information is shown on submitted plans, the vertical datum block shall include the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S." on all sheets where elevations are called out. All drawings shall be drafted/plotted on 24" x 36" mylar sheets with permanent black ink. Site plans shall be drawn at a scale of V =20' or larger. Drawings submitted for plan review shall be printed on 24" x 36" paper. 9. Provide cut and fill quantities on the plans. 10. The site plan should show the location of any existing and proposed utilities in the areas affected by construction. A traffic impact analysis is required to assess project impacts and determine mitigation measures. A scoping sheet will be furnished to the applicant's Traffic Engineer upon request. Right -of -Way Improvements Per FWCC Sec. 22-1474, half width frontage improvements are required if the value of the proposed improvements exceeds 25% of the value of all existing structures on the subject property. On SR 99, improvements shall be made to standard cross section A, which includes 43' pavement from centerline to curb, 6' planter strip with trees, 8' sidewalk, 3' utility strip, and street lights. To accommodate these improvements, a 10' right-of-way dedication will be required. Site Access and Circulation Per FWCC Sec. 22-1543, access to SR 99 may be permitted for inbound left -turn at 330' spacing and for right -turn in/out at 150' spacing. Since the proposed driveway does not meet the 330' spacing requirement, it will be restricted to right -turn in/out. A queuing analysis at the proposed driveway will be required to ensure that vehicles waiting to exit the driveway will not block the entrance to the site. In case blockage will occur at the western access, it shall be restricted to exit only by signing and pavement marking. To maintain a safe truck and emergency vehicles circulation, a second access roadway with a minimum pavement width of 20' shall be constructed to connect to either the northern property line or to the south through lot C to the existing access road to S 348d' Street. We are proposing to build a one story, 7000 square foot Schuck's Auto Parts Store with associated parking, walks and landscaping. We have addressed the city design standards in the following ways. Site Design The site includes protected and landscaped pedestrain connection to the street. It also includes a pedestrain path through the rear yard toward other projects in the adjoining mall. The building uses similar materials, colors, modulation, and canopies on all sides and the landscaping will incorporate similar planting thoughout. All pedestrain connections are delineated by separate concrete sidewalks or concrete inlayed across parking lots. Bicycle racks are also included. Lighting has been located to prevent crossing into adjoining properties. Landscape The site, street, access, parking, loading and trash enclosures all have been screened with landscape buffers and internal parking landscape exceeds design standards. Also, additional landscaping is included in the generous rear yard. Building Design The building design includes a 2' modulation on the 3 sides visible from the street plus canopies or trellises. The facades also include articulation of materials and finishes. The walls are divided by 3 types of masonry plus two types of tile inlays. There are 3 finish colors including earth tones on the block and red sign canopy. The primary entrance is 90 degrees to the street but clearly visible, plus a secondary entrance with storefront windows faces the street. A Certificate of Water Availability shall be provided indicating the fire flow available at the site. This project will require fire hydrant(s). Existing fire hydrants on public streets are available for this project. Existing fire hydrants on adjacent properties shall not be considered unless fire apparatus access roads extend between properties and easements are established to prevent obstructions of such roads. When any portion of the facility or building protected is in excess of 150 feet from a water supply on a public street, as measured by an approved route around the exterior of the facility or building, on -site fire hydrants and mains capable of supplying the required fire flow shall be provided. Fire hydrants: 1) Shall be located not more than 300 feet on center. All measurements shall be made as vehicular travel distance. 2) Shall not be located closer than 50 feet to any building. 3) Shall not be obstructed by any structure or vegetation, nor shall the visibility of the fire hydrant be impaired for a distance of 50 feet in the direction of vehicular approach to the fire hydrant. [K.C.F.D. #39 Administrative Policy Guideline No. 10041 Fire hydrant locations are subject to the approval of the Fire Marshal or his/her designee. When exposed to vehicular damage, fire hydrants shall be suitable protected. Fire hydrants shall be in service PRIOR to and during the time of construction. FIRE APPARATUS ACCESS ROADS Fire apparatus access roads shall be provided when any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access as measured by an approved route around the exterior of the building or facility. EXCEPTION: When buildings are completely protected with an approved automatic fire sprinkler system, these provisions may be modified by the chief. Plans for fire apparatus access roads shall be submitted to the fire department for review and approval prior to construction. Fire apparatus access roads: 1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet 6 inches. 2) Shall be designed and maintained to support the imposed load of a 30 ton fire apparatus and shall be provided with a surface so as to provide all-weather driving capabilities. 3) Shall be not less than a 20 foot inside turning radius and not less than a 40 foot outside turning radius. 4) With a dead-end in excess of 150 feet in length shall be provided with a cul-de- sac or Fire De artment approved alternative at the dead end. All such cul-de- sacs shall be not less than 80 feet in diameter. 5) Gradient shall not exceed 12 percent. [K.C.F.D. #39 Administrative Policy Guideline No. 1006] Designated fire lanes may be required for emergency access. This may be done during the plans check or after the facility is in operation. When required, approved signs or other approved notices shall be provided and maintained for fire apparatus access roads to identify such roads and prohibit the obstruction by parking and other obstructions. Fire apparatus access road gates shall comply with K.C.F.D. #39 Administrative Policy Guideline No. 1003 (copy attached). Fire apparatus access roads shall be installed and made serviceable PRIOR to and during the time of construction. 2 AUTOMATIC FIRE DETECTION SYSTEM An automatic fire detection system shall be installed in all buildings exceeding 3,000 square feet gross floor area. This fire detection system shall be monitored by a central and/or remote station conforming to the current requirements of the National Fire Protection Association standards and/or the fire chief or designee. [Federal Way City Code Chapter 8, Article II, Division 4] Plans and specifications for fire alarm systems shall be submitted to the fire department for review and approval prior to system installation. Plans and specifications shall include, but not be limited to, a floor plan; location of all alarm -initiating and alarm -signaling devices; alarm control and trouble -signaling equipment; annunciation; power connection; battery calculations; conductor type and sizes; voltage drop calculations; and manufacturer, model numbers and listing information for all equipment, devices and materials.
