This letter summarizes our preapplication conference held on February 4, 1999, at which time
members of the city's Development Review Committee discussed the general requirements that
will apply to the above referenced project. Those requirements are summarized below and are
included as enclosures with this letter. The items listed below do not include all regulations
applicable to your proposal. In preparing your application, all pertinent portions of the city's land
use code must be consulted.
According to your description of the proposed project at the preapplication meeting, the above
subject application includes: 1) construction of a new 7,496 square foot church building with an
attached 7,200 square foot multi purpose building; 2) construction of a 91 stall parking lot and
driveways; 3) five foot wide peripheral landscaping; 4) removal of an existing 12 x 56 foot
trailer; and 5) the continued use of an existing 40 x 64 foot metal building on a two acre site at
the above address.
The following comments are presented as design and construction requirements that must be met
to achieve a land use permit approval.
LAND USE DIVISION (Marion Hess, 253-661-4120)
1. Zoning, Use and Review Process — The zoning of the site is RS 15.0 (Single Family
Residential). This zoning district permits churches after all city requirements have been met,
including Federal Way City Code (FWCC) Section 22-635 (enclosed). Location of a new
church facility requires a Process IV, Project Approval Review. Under Process IV, the
Hearing Examiner holds a public hearing and makes a decision on the application based on

criteria listed under FWCC Section 22-365 and a department report. A development
application submittal requirement checklist and master land use application are enclosed
with this letter with applicable city code sections.
2. Environmental Review The proposed 14,696 square foot church building with parking lot
for 91 cars exceeds the State Environmental Policy Act (SEPA) thresholds for building floor
area and number of parking spaces. Therefore, SEPA review is required for the proposal
because it exceeds the exemption limit in WAC 197-11-800.
3. Fees — The proposal to develop the project requires the following fees (fees are shown in
parentheses): Process IV, Project Approval ($2,441.00) and SEPA review ($533.00).
Additional fees are associated with other city and district regulations and permits. Building
permits must be obtained before any work commences.
4. Site Development Regulations —According to FWCC Section 22-635, the following
requirements apply to the platted block site of the proposed church:
A. Building Yard Setbacks —The yard setbacks for a church building in the RS 15.0 zone
are 30 feet for front, side, and rear yards. This means that the proposed building must be
setback 30 feet from the alley line, if the alley is not vacated. If the alley is vacated, the
proposed building meets all the required yard setbacks.
B. Parking — Parking stalls must meet the following dimensional requirements: standard
stall sizes are 8'/z x 18 feet; compact parking stalls are 8 x 15 feet. Up to 25 percent of
the required spaces may be compact stalls. A parking stall/drive aisle chart showing
dimensional requirements is enclosed. It is noted the existing alley is proposed to be
used as the main driveway into the parking lot and access to the building. This alley
should be vacated to make this project work. The number of parking stalls is computed
at one space for every five people based on the maximum occupancy load in the
principle worship area. Consequently, the proposed parking lot design and number of
parking spaces must be increased to comply with the number of parking spaces required
to meet the principle worship area occupancy load of the proposed church building.
Also, all parking areas must be setback 15 feet from all property lines.
C. Landscaping — A landscape plan, prepared by a licensed landscape architect, must be
submitted for this project. The proposed peripheral landscaping is to be enlarged to
meet current code requirements. Ten feet of Type III landscaping is required on all
sides of the property next to the property line. If the alley is not vacated, ten feet of
landscaping is to be provided on both sides of the alley.

Twenty-two square feet of Type IV landscaping per parking stall is required for interior
lot landscaping. Six foot wide landscape islands are to be located at the ends of parking
stall rows and have a minimum of 64 square feet of landscaping.
Landscape areas are to be curbed within or abutting parking areas (see FWCC, Chapter
22, Article XVII, enclosed).
D. Screening of Blank Walls and Foundation Landscaping — Building walls that are
uninterrupted by windows, doors, or other architectural features; are 240 square feet in
area or greater; and are not on a property line, must be screened by landscaping
including trees, shrubs, and groundcover appropriate for the area per FWCC Section
22-1564(u). Foundation landscaping is also encouraged.
Design Guidelines — Projects subject to Process IV review must comply with the provisions
of FWCC Article XIX, Design Guidelines. The design guidelines require building
modulation and articulation. The building is required to meet the requirements of the FWCC
Section 22-1635. Also, a five foot pedestrian sidewalk must be installed between the
building entrance and the street right-of-way.
A. Building Facade Modulation, Screening, Articulation, and Scale — These city wide
guidelines (FWCC Section 22-163 5 [b] [c]) emphasize the intent to incorporate
architectural detail and modulation of all street -facing facades that are longer than 60
feet in length. The new building must incorporate two of the four following design
features: 1) facade modulation; 2) arcade or canopy treatment; 3) foundation
landscaping; or 4) a pedestrian plaza. The building must be designed to provide facade
modulations with a minimum two foot depth and six-foot width. Articulation methods
may be used for building facades visible from the street right-of-way. Articulation
methods include: showcases, displays, recessed windows, a vertical trellis with
climbing vines, setting the wall back to provide a landscape area, a raised planter, and
artwork.
6. Signs — FWCC Article XVIII regulates signage on the site. Additionally, sign permits are
required for any wall signs placed on the building.

This memorandum provides preliminary review comments from the Traffic Division on the proposed
construction of a new 14,696 square feet church building with 88 parking spaces located on the west
side of SR 99 at S. 373rd St. After reviewing the submitted materials, visiting the site, and discussing
the project with City Staff, I have the following comments.
1. Based on the Institute of Transportation Engineers Trip Generation 6" Edition, the site's trip
generation will not exceed the City's threshold of 10 PM peak hour trips at key intersections
for requiring a Transportation Impact Analysis (TIA). Therefore, a TIA is not required.
2. The proposed access off of S. 373`d must meet the City 150 feet driveway spacing
requirements. In addition, the driveway is located on public right-of-way. The applicant must
submit a request for vacation of the alley.
3. Per FWCC 22-1542, 2-lane driveways shall be 30 feet wide.

Site Plan
After reviewing the materials submitted and visiting the proposed site, the following comments address
issues that need to be resolved prior to developing the site.
LAND USE ISSUES
Stormwater
When a development proposal will create more than 5,000 square feet of impervious surfaces,
surface water runoff control and treatment is required per the 1990 King County Surface Water
Design Manual (KCSWDM), the City's amendments and through the SEPA process, the Executive
Proposed Basin Plan - Hylebos Creek and Lower Puget Sound (Hylebos Basin Plan). The City
has identified downstream conveyance, erosion and habitat problems associated with stormwater
runoff. As part of the land use application and SEPA process, the applicant will need to provide
analysis of those problems and appropriate mitigation as approved by the City. The applicant may
provide an independent study and mitigation proposal or, as an option, the applicant may provide
mitigation as recommended in the Hylebos Basin. More specifically, the site is located within the
West Branch Hylebos Sub -Basin, an area recommended for enhanced stormwater infiltration and
implementation of basin wide recommendation BW-2. Soil logs will need to be provided to verify
infiltration suitability. In the event that infiltration cannot be achieved and runoff must be
discharged off -site, the Basin Plan calls for a retention/detention facility to be designed to control
the post -development 2- and 10-year, 7-day design storm flows to corresponding pre -development
levels. Runoff from frontage improvements is to be included in the design.
2. At the time of the site plan review submittal a narrative addressing the project relative to the 7
core and the 12 special requirements of the KCSWDM will be required. A Level I downstream
analysis shall also be provided. The city has available 1"=100', 5 foot contour, planimetric maps
that must be used for basin analysis. Contact Kevin Peterson, Engineering Technician at (253)
661-4126 for further details.
3. Please note: the City is currently in the process of reviewing the new 1998 KCSWDM and
anticipates adoption with modifications in the first half of 1999. As such, an application submitted
after City adoption of the 1998 manual will be subject to the requirements of the new manual.
4. As stated in Core requirements #3 and #4 of the KCSWDM, a biofiltration swale and oil/water
separation are required to treat runoff from the parking lot. These should be shown on the plans
and included in the TIR.
5. Runoff from frontage improvements must be treated and controlled. If this will be done onsite,
an agreement acceptable to the City must be prepared acknowledging that the subject property is
treating and controlling water from public right-of-way.
Boundary Line Adjustment or Lot Line Elimination
6. The proposed buildings can not be situated over lot lines. A Boundary Line Adjustment or Lot
Line Elimination will need to be recorded to remove said lot lines.
7. Provide computer lot closure calculations for all proposed lots.
Parking/Driveways/Access Easements
8. Parking areas shall be paved with curbing along the perimeter. (FWCC 22-1567)
9. The proposed driveway shall be a minimum of 20 feet wide and a maximum of 26 feet wide.
(FWCC 22-1542) Driveways may not be located closer than 150 feet to any street intersection or
to any other driveway, whether on or off the subject property. (FWCC 22-1543)
10. The paved surface of a vehicular access easement or tract must be set back at least 5 feet from any
adjacent property which does not receive access from that vehicular access easement or tract.
(FWCC 22-1499)
R-O-W Improvements
11. Section 22-1473 of the Federal Way City Code (FWCC) requires full width right-of-way
improvements along Pacific Highway S., a type "A" street per the amended 1998 Comprehensive
Plan. The total required right-of-way is 120 feet wide, with 6 travel lanes and a left turn lane. The
developer will be required to dedicate 10' of right-of-way and complete a Deferral of
Improvements Agreement in lieu of installing street improvements.
12. Section 22-1473 of the Federal Way City Code (FWCC) requires full width right-of-way
improvements along SW 3W St., a type "T " street per the amended 1998 Comprehensive Plan.
The total required right-of-way is 60 feet wide, with 2 12-foot paved travel lanes, 2' wide
shoulders, 8'foot wide ditch, street lighting, and 5 foot wide sidewalk.
13. Section 22-1473 of the Federal Wa City Code (FWCC) requires full width right-of-way
improvements along V Avenue SW., a type "T " street per the amended 1998 Comprehensive
Plan. The total required right-of-way is 60 feet wide, with 2 12-foot paved travel lanes, 2' wide
shoulders, 8'foot wide ditch, street lighting, and 5 foot wide sidewalk.
14. Section 22-1473 of the Federal Way City Code (FWCC) requires full width right-of-way
improvements along S. 3751h Street., a type "T" street per the amended 1998 Comprehensive Plan.
The total required right-of-way is 60 feet wide, with 2 12-foot paved travel lanes, 2' wide
shoulders, 81oot wide ditch, street lighting, and 5 foot wide sidewalk.
15. The alley will need to be formally vacated following the procedure outlined in Federal Way City
Code Article IV, Vacation of Streets. A copy is attached.
16. Per section 22-1477 of the FWCC, the applicant may submit a written request to the Public Works
Director for a modification, deferment or waiver from the above requirements. A handout on
these procedures is attached.
17. Please note: The developer will be required to dedicate right-of-way as needed and to construct
any additional improvements that are deemed necessary as a result of the Traffic Impact Analysis.
Health Department
18. Since the site is served by an on -site septic tank drainage system any change on the site will
require an approval by the Seattle -King County Health Department. A copy of the approval letter
shall be forwarded to the Public Works Department.
BUILDING PERMIT ISSUES
19. Technical Information Report (TIR) will need to be prepared for the project and submitted with
the building permit application. The TIR will require the signature/seal of a Professional Engineer
licensed in the State of Washington.
20. The applicant will need to provide a geotech report that addresses design pavement thicknesses for
the roadways.
21. The applicant shall reimburse the City for the cost of all required regulatory, warning and street
name signs that are installed prior to acceptance by the City of all other require improvements.
22. Copies of Public Works' standard checklists are available on request to assist the applicant's
engineer in preparing the plans and the TIR.
23. Performance and maintenance financial securities will be required for all improvements associated
with the project. Please see attached explanation.
24. The developer will be responsible for the maintenance of the storm drainage and street systems
for the two year maintenance period. During that time, the Public Works inspector will make
periodic visits to assure developer's compliance with maintenance requirements.
25. When topographic survey information is shown on submitted plans, as may be required, the
vertical datum block shall include the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S."
on all sheets where elevations are called out.
26. All drawings shall be drafted/plotted on 24" x 36" mylar sheets with permanent black ink. Site
plans shall be drawn at a scale of 1"=20' or larger. Drawings submitted for plan review shall be
printed on 24" x 36" paper.
27. Provide cut and fill quantities on the grading plan.
28. The site plan submitted should show the location of any existing and proposed utilities in the areas
affected by construction.
29. For SEPA and Use Process reviews, basic fees cover approximately 4 hours of Public Works
review time for SEPA and 13 hours of Public Works review time for Use Process II or III, based
on an hourly rate of $45. Additional fees will be charged at $45/hr by the Department of Public
Works to pay for any time spent on Land Use Applications above the number of hours covered
by the base amount allocated to Public Works for each Land Use application. This amount will
be collected at the time an applicant applies for a building permit.

A developer extension agreement will be required to extend mainline water facilities to serve the site. Owner
should apply separately to the District for this process at the same time formal application is submitted to the City
of Federal Way to avoid delays in construction. Please allow 2 to 3 months for plan review and approval.
Sewer:
There is no immediate access to sanitary sewer for this property. The property would need to annex into the District's
sewer service area boundary and extensive off -site facilities would need to be constructed.
General:
The District's Capital Facilities Charges are calculated on the basis of Equivalent Residential Units (ERU).
Residential equivalency for Church use is calculated as 2.0 ERU as an initial estimate. Actual water consumption
will be monitored and additional charges may be assessed within five years of original connection. The District's
current Capital Facilities Charges are $2,710/ERU for water and $2,7201ERU for sewer. These charges have been
proposed to increase to $6,710IERU for water and $2,8501ERU for sewer. The charges are currently under study
and the exact amounts and effective date of the increase are not yet known.

WATER SUPPLIES FOR FIRE PROTECTION
The required fire flow for this project is gallons per minute.
A Certificate of Water Availability shall be provided indicating the fire flow available at the
site.
This project will require fire hydrant(s). Existing fire hydrants on public streets are
available for this project. Existing fire hydrants on adjacent properties shall not be
considered unless fire apparatus access roads extend between properties and easements are
established to prevent obstructions of such roads.
When any portion of the facility or building protected is in excess of 150 feet from a water
supply on a public street, as measured by an approved route around the exterior of the
facility or building, on -site fire hydrants and mains capable of supplying the required fire
flow shall be provided. Fire hydrants:
1) Shall be located not more than 300 feet on center. All measurements shall be
made as vehicular travel distance.
2) Shall not be located closer than 50 feet to any building.
3) Shall not be obstructed by any structure or vegetation, nor shall the visibility of
the fire hydrant be impaired for a distance of 50 feet in the direction of vehicular
approach to the fire hydrant. [K.C.F.D. #39 Administrative Policy Guideline No.

Fire hydrant locations are subject to the approval of the Fire Marshal or his/her designee.
When exposed to vehicular damage, fire hydrants shall be suitable protected.
Fire hydrants shall be in service PRIOR to and during the time of construction.
FIRE APPARATUS ACCESS ROADS
Fire apparatus access roads shall be provided when any portion of the facility or any portion
of an exterior wall of the first story of the building is located more than 150 feet from fire
apparatus access as measured by an approved route around the exterior of the building or
facility.
EXCEPTION: When buildings are completely protected with an approved
automatic fire sprinkler system, these provisions may be modified by the chief.
Plans for fire apparatus access roads shall be submitted to the fire department for review and
approval prior to construction.
Fire apparatus access roads:
1) Shall have an unobstructed width of not less than 20 feet and an unobstructed
vertical clearance of not less than 13 feet 6 inches.
2) Shall be designed and maintained to support the imposed load of a 25 ton fire
apparatus and shall be provided with a surface so as to provide all-weather driving
capabilities.
3) Shall be not less than a 20 foot inside turning radius and not less than a 40 foot
outside turning radius.
4) With a dead-end in excess of 150 feet in length shall be provided with a cul-de-
sac at the dead end. All such cul-de-sacs shall be not less than 80 feet in diameter.
5) Gradient shall not exceed 12 percent. [K.C.F.D. #39 Administrative Policy

Designated fire lanes may be required for emergency access. This may be done during the
plans check or after the facility is in operation.
When required, approved signs or other approved notices shall be provided and maintained
for fire apparatus access roads to identify such roads and prohibit the obstruction by parking
and other obstructions.
Fire apparatus access road gates shall comply with K.C.F.D. #39 Administrative
Policy Guideline No. 1003 (copy attached).
Fire apparatus access roads shall be installed and made serviceable PRIOR to and
during the time of construction.

FIRE -EXTINGUISHING SYSTEMS
Plans and specifications for automatic fire -extinguishing systems for the protection of
commercial -type cooking equipment shall be submitted to the fire department for review
and approval prior to installation.
Four (4) sets of plans and specifications for automatic fire -extinguishing systems,
standpipes and their appurtenances shall be submitted to the fire department for review and
approval prior to installation. Plans shall be drawn to an indicated scale, on sheets of
uniform size, with a plan of each floor, and shall show those items listed in Chapter 6 of
1997 Uniform Building Code Volume 3 (UBC Standard 9-1) that pertain to the design of
the system. Sprinkler plans shall bear a Washington State Certificate of Competency
stamp.
An automatic fire sprinkler system shall be installed in all occupancies requiring 2,000 gpm
or more fire flow or where the total floor area included within the surrounding exterior
walls on all floor levels, including basements, exceeds 10,000 square feet. Area separation
walls shall not be considered to separate a building to enable deletion of the required
automatic fire -extinguishing system. [Federal Way City Code Chapter 8, Article II,
Division 4]
The automatic fire -suppression system shall be connected to the fire alarm system (last
zone) in all buildings having an automatic fire detection system.
The total pressure (to the source) required in a hydraulically designed automatic fire
sprinkler system shall be at least 10 per cent less than the stated static P.S.I. from the
appropriate water flow test.
Fire department connections shall comply with K.C.F.D. 39 Administrative Policy
Guideline No.1002 (copy attached).
AUTOMATIC FIRE DETECTION SYSTEM
An automatic fire detection system shall be installed in all buildings exceeding 3,000 square
feet gross floor area. This fire detection system shall be monitored by a central and/or
remote station conforming to the current requirements of the National Fire Protection
Association standards and/or the fire chief or designee. [Federal Way City Code Chapter 8,
Article II, Division 4]
Plans and specifications for fire alarm systems shall be submitted to the fire department for
review and approval prior to system installation. Plans and specifications shall include, but
not be limited to, a floor plan; location of all alarm -initiating and alarm -signaling devices;
alarm control and trouble -signaling equipment; annunciation; power connection; battery

calculations; conductor type and sizes; voltage drop calculations; and manufacturer, model
numbers and listing information for all equipment, devices and materials.
Fire alarm systems, automatic fire detectors, emergency voice alarm communication
systems and notification devices shall be designed, installed and maintained in accordance
with Uniform Fire Code Standards 10-2 and 10-3 and other nationally recognized standards.
Systems and components shall be listed and approved for the purpose for which they are
installed.
Group A, Divisions 1, 2 and 2.1 Occupancies shall be provided with a manual fire alarm
system.
EXCEPTION: 1.Manual fire alarm boxes are not required when an approved
automatic fire -extinguishing system is installed which will immediately activate the
prerecorded announcement upon water flow.
2. Group A Occupancy portions of Group E Occupancies are allowed to have
alarms as required for the Group E Occupancy.

PORTABLE FIRE EXTINGUISHERS
Portable fire extinguishers shall be installed in accordance with Uniform Fire Code
Standard 10-1.
FIRE DEPARTMENT ACCESS TO BUILDINGS
Exterior doors and openings required by the Uniform Fire Code or the Uniform Building
Code shall be maintained readily accessible for emergency access by the Fire Department.
An approved access walkway leading from fire apparatus access roads to exterior openings
required by the Uniform Fire Code and/or the Uniform Building Code shall be provided
when required by the Chief
Approved numbers or addresses shall be placed on all new and existing buildings in such a
position as to be plainly visible and legible from the street or road fronting the property.

Numbers shall contrast with their background. Numbers shall be a minimum of six (6")
inches in height.
When access to or within a structure or an area is unduly difficult because of secured
openings or where immediate access is necessary for life-saving or firefighting purposes,
the chief is authorized to require a key box to be installed in an accessible location. The key
box shall be of a type approved by the chief and shall contain keys to gain necessary access.
