Dear Mr. Garner:
The City has completed Process I Land Use Review and conditionally approves the proposed loading
dock relocation and mechanical equipment room construction at the existing Hospital located at 34515 91h
Avenue South. Formal plans were submitted on March 7, 2006, and a resubmittal received on April 13,
2006. The zoning for the site is Office Park (OP). The hospital use is permitted within the OP zoning
district pursuant to Federal Way City Code (FWCC) Section 22-831 "Hospital."
The applicant proposes to relocate the loading dock to accommodate a future ICU/PCU expansion, and to
cover the dock with a metal canopy. In addition, the applicant proposes to construct within the central
plant area on the northwest side of the building a new 1,040 square -foot electrical switch gear room to
accommodate a new generator along with new air cooled chiller. This building is proposed to be
constructed of CMU walls. The building and the new canopy will be painted consistent with the existing
building colors.
As noted, the loading dock relocation is proposed as phase one of an ICU/PCU expansion to be located
over the existing Emergency Room portion of the Hospital. With the ICU/PCU expansion, exiting paths
must be established at the loading dock to accommodate the future expansion. Required exit paths from the
ICU/PCU expansion cannot cross the loading dock unless there are other conforming exits we are not
aware of. Therefore, a ramp shall be provided from the easternmost corner of the loading dock to the
ground level as depicted on the red -lined site plan. Alternatively, an exit path location outside of the
loading dock can be identifed by the applicant. A building permit is required for the proposed Phase I
improvements.'
The proposed improvements do not reduce required parking, landscaping, buffering, open space, or public
areas; do not change the location of utilities or easements; are consistent with and support the approved
architectural design; and creates no impacts to sensitive areas or significant -trees. As conditioned, the
loading dock reconfiguration will maintain existing and future building egress and pedestrian connection.
Based on the City's review, the Process I application to relocate the loading dock and construct a building
to house mechanical equipment is conditionally approved as follows:
Construction permit 06-102054-CO has been submitted and is under review.

Condition of Approval
Prior to issuance of construction permits, an exit ramp shall be depicted on the construction drawings
based on the red -lined plan sheet A-102 dated April 10, 2006, prepared by Callison Architecture, Inc.,
unless an alternative exiting path outside of the loading dock is approved by the Building Department.
This decision shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this project site. The effective date of decision is May 15, 2006, or three days from the date of
this letter. Pursuant to FWCC Section 22-355(a), any person who received notice of the administrative
decision may appeal this decision to the Federal Way Hearing Examiner by May 29, 2006 (14 days from
the effective date of decision).
In that you are the only party of record, you may waive your right to appeal by submitting a letter to this
effect to the City of Federal Way, Department of Community Development Services. If you waive your
right to appeal, you may begin work on May 15, 2006, assuming you have obtained the necessary
building permit approvals.
Additional hourly Process I fees in the amount of $198 (4.0 hours at $66 per hour less a one -hour deposit
of $66.00) are due at this time and shall be paid prior to building permit issuance.

The City has received resubmitted information for the building permit for the proposed loading dock
reconfiguration and electrical room at the St. Francis Hospital in Federal Way. Process I land use
approvalwas granted on May 12, 2006.
The Planning Department reviews building permit applications for consistency with land use decisions.
The City .ranted land use approval of the loading dock reconfiguration and new electrical room project
subject to the following condition:
Prior to issuance of construction permits, an exit ramp shall be depicted on the construction
drawings based on the red -lined plan sheet A-102 dated April 10, 2006, prepared by Callison
Architecture, Inc.; unless an alternative exiting path outside of the loading dock is approved by
the Building Department.
To date, as no information to address this condition has been received, I am unable to sign off on this
building permit. When resubmitting, please provide five copies of any revised plans with the enclosed
resubmittal form.

Just FYI and reiterating our previous comments on this - no side sewer
permit will be required to plumb the drain from the compactor/dock area
back into building plumbing, but a Discharge Agreement will need to be
executed to address this 'non-standard' (and other standard) discharge
configuration. Doug Garner has previously been informed of this, but
I'll also follow-up with a message to him stating the same (and moving
forward with the Discharge Agreement process).

Dear Mr. Garner:
On March 7, 2006, the City of Federal Way's Department of Community Development Services received
your Process I land use application reconfiguration of the existing loading dock and compactor, as well as
reconfiguration of the existing central plant to include a new 1,040 square foot electrical gear switch room
for the new generator and air cooled chiller for the existing hospital. The site is zoned Office Park (OP).
Hospital uses are permitted pursuant to Federal Way City Code (FWCC) Section 22-831. According to code
regulations, upon receipt of an application the City has 28 days to determine whether all information and
documentation required for a complete application pursuant to FWCC Section 22-33 has been submitted.
NOTICE OF COMPLETE APPLICATION
Please consider this letter as a Letter of Complete Application. Pursuant to the FWCC, the application is
deemed complete as of March 30, 2006, based on a review of your submittal relative to those requirements
as set out in the Development Requirements Checklist.
Having met the submittal requirements, your application is now ready for processing. The Department of
Community Development Services has responsibility to notify other agencies that may have jurisdiction
over your development project or an interest in it.
TECHNICAL COMMENTS

a grade change between the proposed compactor location and the western most truck bay?

construction permits.
Lakehaven Utility District, Brian Asbury, 253-946-5407
Lakehaven's previous comments on this issue with regard to drainage from the trash compactor area still
apply. If this area is not covered, then the applicant will be required to submit semi-annual discharge
volume reports to Lakehaven for the purpose of monitoring precipitation flows into the sanitary sewer
system. Lakehaven understands that the applicant intends to route the drainage from the trash compactor
area through a pump and back into the building to connect to building plumbing, which ultimately drains
to the sanitary sewer system. This will not require a Side Sewer Permit from Lakehaven as no physical
connection is proposed to either an existing public sewer main or an existing building sewer line. The
applicant should continue to coordinate the construction of the compactor drainage system with
Lakehaven Utility District.
Please note that Process I land use approval can be issued following submittal of requested information to
satisfactorily address the land use comments. Please submit five copies of any requested plans, along with
the enclosed resubmittal form.

St. Francis Hospital — Loading Dock Remodel / Central Plant Expansion
Process I Detailed Narrative Description
New construction for St. Francis Hospital will include the relocation of the existing
loading dock and the expansion of the existing central plant.
The existing truck ramp will be removed. The new ramp will have the same
configuration as the existing with 2 truck spaces and 1 trash compactor space but will
shift to the north. This shift to the north will free up space along the north wall of the
existing hospital for future hospital expansion.
The existing loading dock, which is currently covered, will remain whole and the new
dock will be added to this existing dock. The new dock will be covered by a structural
steel framed canopy. The canopy will have a built-up roof, metal siding fascia, and
weather resistant soffit. The color of the fascia will match the dark colored EIFS of the
existing hospital
New construction will also include an addition and remodel to the existing central plant. pa O
Additions inside the existing building will include a new boiler and (2) new cold w
pumps. In the plant yard on the north side of the building an above ground fuel ig and
air cooled chiller will be added. Also in this yard will be a new generator and switchgear
building.
This building will measure roughly 40'L x 23'W x 17'H. It will be constructed with split
faced CMU walls with louvers as required by the electrical equipment inside. The steel
frame roof with metal deck will be covered with a standing seam metal roof. The split
face CMU will match the color of the Outpatient Center building on campus and the
standing seam metal roof will match the light color EIFS of the existing hospital.

WHEN USE PROCESS I IS USED
Reference to Process I is found in various places in the FWCC, indicating that certain development,
activities, uses, or interpretations are permitted only if approved using Process I. Any Process I application
that is not exempt from the requirements of the State Environmental Policy Act (SEPA) will be reviewed
using the procedural requirements of Process III. See Federal Way City Code (FWCC) Chapter 22, Article
IV-B, for a detailed explanation of Process I.
WHO MAKES THE DECISION
Under Process I, the Director of Community Development Services makes the decision based on review
and analysis of decisional criteria and the official file. See FWCC Section 22-351 for decisional criteria.
APPEALS
Any decision issued by the director can be appealed. Appeals of Process I, Director's Decision, are decided
by the City of Federal Way Hearing Examiner after a public hearing. See FWCC Section 22-356 for
detailed information regarding appeals of Process I decisions.

Loading Dock Canopy Materials Generator Building Materials
Design concept of the new canopy at the loading dock and new generator building is to match the color
and materials of the existing hospital. Use of simple forms and straight forward materials.
This is a support area and the attempt is to not draw additional attention to the area, a blended match
will be achieved. A modification to the original materials is to use a flat metal siding at the canopy fas-
