Dear Ms. Telschow:
The City has completed review of the proposal submitted December 8, 2004, to replace an existing AT&T
close -mount, two -antenna apparatus with a nine -antenna array for an existing telecommunications facility
on a 100-foot tall monopole located at Belmore Mobile Home Park. The existing Personal Wireless
Services Facility (PWSF) was granted Use Process III approval under File No: 02-101491,and was
modified under Use Process I File No: 03-104778. The current Use Process I application is hereby
approved. The modification consists'of replacing the existing close -mount two -antenna apparatus with a
structure comprised of three 13-foot T-arms, each supporting three antennas whose dimensions are similar
to the existing antennas. The proposed modified antenna structure would be mounted at an elevation of 80
feet on the monopole. This is the same elevation as the existing AT&T antennas. The monopole currently
supports a similar Verizon nine -antenna array structure at an elevation of 100 feet. No new equipment
cabinets are proposed with this application.
The site is zoned multi -family (RM3600). Pursuant to Federal Way City Code (FWCC) Section 22-681,
PWSFs are permitted in this zone, pursuant to Use Process III review. However, pursuant to FWCC
Section 22-32.2, improvements and/or additions to an existing developed site that are exempt from State
Environmental Policy Act review, shall be processed as a Process I, when meeting the criteria set forth in
this code section. The proposed minor modifications meet the exemption criteria identified in Washington
Administrative Code (WAC) 197-11-800(27), and the criteria of FWCC Section 22-32.2, and as such this
project has been reviewed as a Process 1.
The applicant shall contact the Planning Division of the Department of Community Development
Services for a final inspection of the PWSF. In conjunction with the inspection, the applicant shall submit
an affidavit to the Planning Division that verifies the PWSF has been installed in accordance with the
approved plans for the application. The antennas must be of a non -reflective color that will be neutral and
unobtrusive.
This approval does not exempt the project from other local, state, and federal permit requirements.
Pursuant to FWCC Section 22-972, within six months of issuance of the permit for the facility, you
must submit a project implementation report providing cumulative field measurements of radio
frequency (EMF) per densities of all antennas installed at the site. This approval is also subject to
five- and ten-year permit limitations identified in FWCC Section 22-974 (enclosed).

This decision shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this project site. The effective date of this decision is January 10, 2005. Pursuant to FWCC
Section 22-355, any person who received notice of the decision may appeal the administrative decision to
the Hearing Examiner by January 24, 2005.
In that you are the only party of record for this application, you may waive your right to appeal. The City
must receive this waiver in writing. If you choose to waive your right to appeal, you could begin work on
the proposal on January 10, 2005, provided you have obtained an electrical permit for the proposal by
that date.
The total cost for this Process I review is covered by the fee paid at the time of application. Please be
advised that an electrical permit is required for this project.

There is an existing AWS wireless communications facility located on the 100'± monopole at
2101 South 324ffi Street, in Federal Way, WA. AWS is proposing to make the following antenna
modifications to the facility: swap out each existing Allgon 7580.00 antenna with two Allgon
7721.00 antennas, and one Kathrein 739 684 antenna. The proposed Allgon antennas have a
horizontal beam width of 65°, while the proposed Kathrein antenna has a horizontal beam width of
68°; all proposed antennas are to be mounted at the radiation center specified in table 1 above.
There will be no proposed equipment installation, as AWS houses sufficient equipment to
accommodate the antenna swaps. In addition to the AWS wireless facility, there is 1 additional
1900 MHz PCS carrier on the monopole. Figure 1 below shows an aerial view of the proposed
facility.

PROTOCOL:
This study, and the calculations performed therein, is based on OET Bulletin 651. In particular,
equation 10 from section 2 of the guideline is used as a model (in conjunction with known antenna
1 radiation patterns) for calculating the power density at different points of interest. This
information will be used to judge the RF exposure level incident upon the general population, and
any employee present in the area. It should be noted that ground reflection of RF waves has been
1 taken into account.
ENVIRONMENTAL EVALUATION:
According to Table 2 in Appendix A of Bulletin 65, a broadband PCS facility is subject to routine
environmental evaluation if the height above ground level to the lowest point on a non -building
mounted antenna is less than 10m, and the total power of all channels in a given sector is in excess
of 2000W ERP. The height above ground level to the lowest point of the antenna in question is
77'-10"± (23.7 m); therefore, this facility is exempt from routine environmental evaluation.
FCC's MAXIMUM PERMISSIBLE EXPOSURE (MPE) LINUT:
In order to evaluate the RF exposure level, the power density at several locations of interest will be
determined. Equation 10 from Bulletin 65 is reproduced here as equation 1:

NOTE:
At the time of this investigation the name of the additional carrier along with the relevant antenna
information is unknown. As a result, the following assumptions are made in order to facilitate our
calculations:
1. The analysis will be performed assuming a worst -case per -sector ERP value of 2000W
2. A worst -case relative field factor value will be assumed for each scenario based on
j previous experience
3. The sector azimuths for the unknown carrier are assumed to coincide with those of AWS in
1 order to imitate a worst -case scenario
J Scenario 1: Standing beside the monopole
JA six-foot tall person standing beside the monopole will be approximately 74'-0" (22.6 m) below
the AWS radiation center, and 94'-0" (28.6 m) below carrier 1's radiation center. Analyzing the
J worst -case scenario, we utilize the assumptions stated in the `note' above, and also assume that
each carrier is transmitting the maximum number of channels, with each channel at its maximum

The Maximum Permissible Exposure (MPE) limit for general population/uncontrolled exposure is
1000 µW/cm2 for 1900 MHz facilities, and 567 µW/cm2 for 850 MHz facilities2. At this location,
the total power density for the proposed and existing PCS facilities is calculated to be 0.29% of the
MPE limit, and was calculated by adding the four values in the last column of table 2.
Scenario 2: Standing on the rooftop of the nearby house beneath sector A main beam
} Another location where the general public may experience a higher level of RF exposure is on the
rooftop of a nearby house located approximately 82' north of the monopole. A six-foot tall person
i standing on this rooftop would be approximately 5F-0" (15.5 m) below the AWS radiation center,
and 71'-0" (21.6 m) below carrier l's radiation center. Again, we perform an analysis of the
worst -case scenario by utilizing the assumptions stated in the `note' above, and assuming that each
antenna is radiating the maximum number of channels, with each channel at its maximum power
level. Please refer to scenario 2 in appendix A for the complete geometry. The calculations for
this location are shown In table 3below.

The total power density at this location was calculated to be 0.82% of the MPE limit.
_ l Under "worst -case" conditions, the calculations shown above predict that the maximum possible
RF exposure is 0.82% of the MPE limit. Therefore, the proposed AWS antenna modifications co -
locating with the existing facilities will comply with the general population/uncontrolled limit.
FCC COMPLIANCE:
JOnly trained persons will be permitted to climb the monopole and access the facility. They will be
made fully aware of the potential for RF exposure and can choose to exercise control over their
exposure that is within the occupational/controlled limits.
The general population/uncontrolled exposure near the facility including persons on the ground
level, inside or on existing buildings, and in nearby open areas will have RF exposure much lower
than the "worst -case" scenario, which is only a small fraction of the MPE limit.

The special design reduces the sealing areas to a minimum and
guarantees the best weather protection. Fiberglass material guarantees
optimum performance with regards to stability, stiffness, UV resistance
and painting. The colour of the radome is light grey. I

The metal parts of the antenna including the mounting kit and the inner 1
conductors are DC grounded. i
Environmental conditions:
Kathrein cellular antennas are designed to operate under the environ-
mental conditions as described in ETS 300 019-1-4 class 4.1 E.
The antennas exceed this standard with regard to the following items: Adjustment
— Low temperature: —55 °C ~ mechanism
— High temperature (dry): +60 °C with integrated
scale
Ice protection: Due to the very sturdy antenna construction and the
protection of the radiating system by the radome, the antenna remains 58
operational even under icy conditions.

Environmental tests:
Kathrein antennas have passed environmental tests as recommended {m
in ETS 300 019-2-4. The homogenous design of Kathrein's antenna
families use identical modules and materials. Extensive tests have been P62
performed on typical samples and modules.
