The City of Federal Way's Community and Economic Development Department has completed an
administrative land use review of the proposed Personal Wireless Service Facility (PWSF) antenna
replacement of six (6) existing four (4) foot antennas with six upgrade five (5) foot antennas and support
equipment to an existing Personal Wireless Service Facility (PWSF) located at the above -mentioned
property. The Process I application was submitted April 5, 2013. Your proposal is found to be consistent
with provisions of Federal Way Revised Code (FWRC) Chapter 19.55, `Process I — Director's Approval',
and Chapter 19.255, `Personal Wireless Services Facilities.' Your Process I proposal is hereby approved.
The Process I land use approval is supported by the following statement of facts:
1. Zoning & Land Use— The zoning designation for the subject property is Single -Family Residential
(RM 36.0). PWSFs are permitted in the RM 36.0 zone pursuant to FWRC 19.200.190.
2. Review Process — According to submitted materials, the applicant proposes to replace six existing
panel antennas with six new panel antennas. There will not be an increase in height of the
replacement poles. The new additions to the existing PWSF are subject to Process I Director's
Approval pursuant to FWRC 19.15.030 `Review processes for improvements and additions to
developed sites.'
Development Standards — Pursuant to FWRC 19.255.020 (l.a.ii.), `a PWSF that exceeds the minor
facility thresholds for number of antennas, dimensions, and/or area, but creates no more adverse
impacts than a minor facility, as determined by the director of community development services,
subject to meeting all of the following standards: (A) The facility shall not create substantially more
adverse visual impact than a minor facility; and (B) The equipment cabinet for the PWSF shall meet
all requirements of subsection (4) of this section; and (C) The maximum size of the PWSF panels and
number of antennas shall be determined by the director of community development services, based on
the specific project location, surrounding environment, and potential visual impacts; and (D) The
PWSF shall comply with all other applicable standards of the Federal Way Revised Code.' The
proposal is consistent with this code section.
4. Cumulative Effects — The City must consider the cumulative visual effects of PWSFs mounted on
existing structures and/or located on a given permitted site in determining whether additional permits
may be granted so as to not adversely affect the visual character of the City. As shown on the site
plan, the replacement of the six antennas and ground equipment are not a substantial increase to the

existing site. The site has heavy tree coverage and natural screening elements. The applicant has also
proposed to paint the antennas to match the existing utility pole so the PWSF will not adversely affect
the visual character of the City.
5. State Environmental Policy Act (SEPA) — The project is exempt from SEPA review as it meets the
exemptions of WAC 197-11-800(3), as it is a minor repair/maintenance activity of an existing
facility, no additional antennas are to be added.
6. Additional Permits — A separate electrical permit will be required. Please contact a Development
Specialist at 253-835-2607 if you have questions regarding the electrical permit application process.
7. Process I Thresholds — The proposed improvements do not reduce required parking, landscaping,
buffering, open space, or public areas; do not change the location of utilities or easements; and create
no impacts to sensitive areas or significant trees. Since there are additions and improvements to the
developed site, it is subject to Process I Land Use Review.
CLOSING
This decision shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this site. This Process I approval does not constitute approval of an electrical permit.
The effective date of this decision is May 18, 2013, or three days from the date of this letter. Pursuant to
FWRC 19.55.050, any person who received notice of this administrative decision may appeal the decision
to the Federal Way Hearing Examiner by June 1, 2013. Any appeal must be in the form of a letter
delivered to the Department of Community and Economic Development with the established fee. The
appeal Ietter must contain a clear reference to the matter being appealed and a statement of the alleged
errors in the Director's decision. No work on the proposal can commence until the end of the appeal
period.
In that you are the only party of record, you may waive your right to appeal by submitting a letter to this
effect to the City of Federal Way, Department of Community and Economic Development (this action
will allow work to commence upon issuance of the required electrical permit).
This Process I approval is valid for one year from the effective date of this decision. If no further action is
taken within one year, this decision will expire. Per FWRC 19.15.110, a two year extension may be
granted if a written request is submitted to the City's Department of Community and Economic
Development at least 30 days prior to the expiration of the decision.
