We hope that the information discussed at that meeting was helpful in understanding the general requirements for your project as submitted. This letter summarizes comments given to you at the meeting by the members of the DRC. The members who reviewed your project and provided comments include staff from the City's Planning and Building Divisions and Public Works Department, and representatives from Lakehaven Utility District and South King Fire and Rescue. Some sections of the Federal Way Revised Cade (FWRC) and relevant information handouts are enclosed with this letter. Please be advised, this letter does not represent all applicable codes. In preparing your formal application, please refer to the complete FWRC and other relevant codes for all additional requirements that may apply to your project. PROJECT DESCRIPTION Proposed is a 16,306 square foot sanctuary addition to an existing church. MAJOR ISSUES Outlined below is a summary of the major issues of your project based on the plans and information submitted for preapplication review. These issues can change due to modifications and revisions in the plans. These major issues only represent comments that the DRC consider most significant to your project and do not include the majority of the comments provided. The major issues section is only provided as a means to highlight critical requirements or issues. Please be sure to read the entire department comments made in the next section of this letter. Ms. Sherri Grueneis Page 2 of 17 September 12, 2012 Planning Division A thorough parking study will be required to determine the amount of parking needed for the additional square footage. ■ Public Works Development Services Division Flow control and wate1 quality treatment requirements as outlined in the 2009 King County Surface Water Design Manual must be met. • Public Works Traffic Division 1. A transportation concurrency permit is required per FWRC Chapter 19.90. 2. Traffic impact fee (TIF) payment is required per FWRC Chapter 19.91. • Building Division International Building Code (IBC) 1014.3, "Common path of egress travel." For common path of egress travel in Group A occupancies and assembly occupancies accessory to Group E occupancies having fixed seating, see Section 1028.8. The common path of egress travel shall not exceed 30 feet (9144 mm) from any seat to a point where an occupant has a choice of two paths of egress travel to two exits. Without dimension on the submitted drawings it is difficult to measure for this code requirement. Please review your second floor plan for common path of egress for A occupancies. DEPARTMENT COMMENTS Outlined below are the comments made by the representatives of each department present at the preapplication conference. Each section should be read thoroughly. If you have questions, please contact the representative listed for that section. PLANNING DIVISION (Matt Herrera, 253-835-2638, matt.herrera@cityoffederalway.com) 1. Zoning Designation and Use —The subject property is designated Community Business (BC). Church uses are permitted within BC zoning districts. Use Application — As the proposed improvements exceed the State Environmental Policy Act - SEPA -flexible threshoId--limitations - ex -Iairied-in -item #3 , the church-5uildin will re" uire a ' ---- ( ) � P ) g q ----- Process III Master Land Use application. Process III is an administrative review conducted by city staff with a final decision issued by the Director of Community and Economic Development. The Planning Division will notify the applicant of application status within 28 days of submittal. If the application is determined complete, staff will issue a Letter of Complete Application. FWRC limits the administrative review to 120 days from the date of complete application. The 120-day review period will stop any time the applicant has been requested by the city to correct plans, perform required studies, or provide additional information needed to issue a decision. The review period will begin within 14 days following submittal of requested items. Please be advised that any request for corrections and/or additional information must be provided within 180 days of written notification, or the land use application will expire. File 912-103502-00-PC Doe ID 61919 Ms. Sherri Grueneis Page 3 of 17 September 12, 2012 3, Environmental Review — The project is subject to environmental review under SEPA, as the proposal exceeds flexible thresholds (buildings or additions larger than 12,000 square feet) .pursuant to FWRC 14.15.030(c). The city does utilize the optional Determination of Nonsignificance (DNS) method of combined land use and SEPA notifications when environmental checklists are thoroughly completed. 4. Public Notice -- The Process III application will require a 14-day comment period. The Notice of Application soliciting comments will be published in the Federal Way Mirror, posted at the subject property, and the official notice boards within the city. Mailed notice to the taxpayer of all properties within 300 feet of the subject property is required for SEPA processing. The 300 foot distance is measarred outward from all parcels owned (developed and undeveloped) by Church of Blessing. The applicant is responsible for submitting one set of stamped, mailing envelopes for property owners within 300 feet. The city's GI.S Division can provide this service for a nominal. fee. Please see the enclosed handout for further information. 5. Critical Areas — The city's critical area's map shows no environmental sensitive or critical areas on or within 200 feet of the subject property. 6. Community Design Guidelines — The proposed improvements are subject to an administrative design review conducted by city planning staff. Project designers shall strive for overall design continuity by using similar elements throughout the project, such as architectural style and features, materials, colors, and textures. Building and -site design for institutional uses, such as a church, is guided by FWRC 19.I 15.100. Please refer to this section in its entirety as you design your proposal. Please include a written narrative identifying how the project complies with all applicable design guidelines. Several guidelines applicable to your project are below. . a. Building Fapade Modulation and Screening Options — As the north, west, and south building facades are longer than 60 feet and visible from rights -of -way, these three facades are required to incorporate at least two of the four listed treatments: i. Fagade Modulation — A minimum depth of two feet, minimum width of six feet, and maximum width of 60 feet. Alternative methods to shape a building such as angled or curved facade elements, offset planes, wing walls, and terracing will be considered, __-provided_that_the_intentof the, section -is -met.- - _ ii. Landscape Screening — Eight -foot -wide Type II landscape screening along the base of the facade, except Type IV may be used in place of Type U for facades that are comprised of 50 percent or more window area, and around building entrances. iii. Canopy or Arcade — As a modulation option, canopies or arcades may be used only along facades that are visible from a right-of-way (future right-of-way also accepted). Minimum length is SO percent of the length of the fagade using this option. iv. Pedestrian Plaza — Plaza square footage is equal to one percent of the gross floor area of the building, but it must be a minimum of 200 square feet. The plaza should be clearly visible and accessible from the adjacent future right-of-way. Doc ID 61919 File 9 1 2-103502-00-PC Ms. Sherri Grueneis Page 4 of 17 September 12, 2012 The above -referenced "two of four" options shall be incorporated along the entire length of the facade, in any approved combination. Options used must meet the dimensional standards as specified above, but if more than two are used, dimensional requirements for each option may be modified. b. Significant Structural Modulation — Fagades that exceed 120 feet in length and are visible from 13"' Place South and South 33.0Ih Street must add a significant structural modulation (offset) into the building design for each fapade. The minimum depth of the modulation shall be approximately equal to 10% of the total length of the subject facade and the minimum width shall be approximately twice the minimum depth. The modulation shall be integral to the building structure from base to roofline. c. Fenestration — Ground -level mirrored or reflective glass is not allowed adjacent to a public right-of-way or pedestrian area. d. Articulation — Building design should avoid blank exteriors. Methods to articulate include, but are not limited to: recessed windows; window openings with visible trim material, or painted detailing that resembles trim; vertical trellis(es) in front of the wall with climbing vines or similar planting; landscaped or raised planter bed in front of the wall; artwork such as mosaics, murals, decorative masonry, or metal patterns or grillwork, sculptures, relief, etc., over a substantial portion of the blank wall surface; architectural features such as setbacks, indentations, overhangs, projections, articulated cornices, bays, reveals, canopies, and awnings; And material variations such as colors, brick or metal banding, or textural changes. Pursuant to I9.125.040(22), building walls which are uninterrupted by window, door, or other articulation method that are 240 square feet or greater in area, and not located on a property line, shall be screened by landscaping. Such planting shall include trees, shrubs, and groundcover appropriate for the area proposed. The west elevation is an expansive blank wall visible from 13" Place South. Please provide treatments to break up the bulk and scale. e. Roof Design — The building design shall utilize forms and materials that avoid the general appearance of a "flat" roof. Rooflines with an integral and obvious architectural pitch are an approved method to meet this requirement. Alternative distinctive roof forms such as varied ___and_multiple ateppesl_io-oflin-es,�-arrhitectucal_p-arapets,_articulated cQmices,�.l-CKcias,_arches,______ eyebrows, and similar methods will be considered; provided, that the roof design minimizes uninterrupted horizontal planes and results in architectural and visual appeal. Please provide a pitch or additional alternative methods. As proposed, the horizontal planes are expansive and do not meet the intent of this section. f. Pedestrian Circulation — Pedestrian pathways from right-of-way to entrances, from parking lots to primary entrances, and pedestrian areas, shall be accessible and clearly delineated. Walkways provided between the interior of the project and the public sidewalk must be a minimum of six feet wide. Pedestrian pathways and pedestrian areas should be delineated by separate paved routes using a variation in paved texture and color. Approved methods of delineation include: stone, brick or granite pavers; exposed aggregate; or stamped and colored concrete. Paint striping on asphalt as a method of delineation is not acceptable. Parking stalls adjacent to pedestrian pathways shall have wheel stops. File 012.103502-00-PC Doc ID 61919 Ms. Sherri Grueneis Page 5 of 17 September 12, 2012 If the Public Works Department determines that a crosswalk across 13t1' Place South is required, a pedestrian path from the edge of the crosswalk to the church entrance may be required depending on the location of the crosswalk. g. Pedestrian Areas — Pedestrian areas and amenities should be incorporated in the overall site design. Pedestrian areas include but are not limited to outdoor plazas, courtyards, and seating areas. Pedestrian amenities include but are not limited to outdoor benches, tables and other furniture, and landscaping. Pedestrian areas should be easily seen, accessible, and located to take advantage of surrounding features such as building entrances, open spaces, significant landscaping, unique topography or architecture, and solar exposure. h. Parking Lots — Parking lots should be broken up into rows containing no more than 10 adjacent stalls, separated by planted areas. Parking and vehicle circulation areas shall be clearly delineated using directional signage. i. Crime Prevention Through Environmenta[Design (CPTED) —Implementation of CPTED principles (Natural Surveillance, Access Control, and Ownership) for all new development projects are a component of the city's design guidelines. The enclosed OPTED checklist must be submitted with the formal land use application. The north entrance is sort -of hidden from view at the right-of-way. Please take CPTED principles into.consideration in finalizing the design in this area. j. Appurtenances — Outdoor furniture, fixtures, and streetscape elements, such as lighting, freestanding signs, trellises, arbors, raised planters, benches, and trash receptacles should be incorporated into the site design. k. Fencing — If utilized, chain -link fences visible from future right-of-way or adjacent properties, and not screened by Type I landscaping, shall utilize vinyl -coated mesh, powder -coated poles, dark color(s), and architectural element(s) such as pole caps and/or decorative grid pattern. 7. Required Yards = Front yard is 20 feet and there are no required yards in either side or rear. &. Height-0utright-height of the prapased building is limited to 35 feet. Performance criteria for additional height allowances of up to 55 feet are available criteria listed in FWRC 19.220.130(4) & (5) can be met. if any portion of a structure on the subject property is within 100 feet of the adjacent residential zone, then that portion of the structure shall not exceed 30 feet. FWRC 19.110.060 allows rooftop appurtenances to exceed the height limitation by a maximum of four feet, if the area of all appurtenances and screening does not exceed 10% of the total area of the building footprint. 9. Rooftop Appurtenances — Pursuant to FWRC 19.110.070, vents, mechanical pentliouses, elevator equipment, and similar appurtenances that extend above the roofline must be surrounded by a solid sight -obscuring screen that meets the following criteria: the screen must be integrated into the architecture of the building and the screen must obscure the view of the appurtenances from adjacent streets and properties. Religious Symbols —Religious symbols and icons may exceed the highest point of the underlying roof on which it is mounted by an additional 15 feet; provided, that such symbol is a minor architectural accent and only one such symbol is permitted on the principal structure for this use and that the maximum height of the structure or icon does not exceed 55 feet above average building elevation. 11. Parking — Minimum vehicle parking stall requirements are determined via parking study that surveys: (1) the current edition of the ITE Parking Generation report; (2) several existing uses similar to what is proposed; and (3) total number of trips anticipated by the development. It appears parking quantities are low as the church is expanding gross floor area and the number of existing parking spaces is decreasing. In addition to the items listed above, please provide parking counts for three services (including different days if you offer major services on different days). For your information staff is preparing a zoning code text amendment this year that will likely provide a minimum number of parking. stalls for church uses. Parking lot design criteria is based on the enclosed department bulletin #042. Typical 90-degree. design standards are 9'xl8' stalls with 25' drive aisles. Up to 25% of the required stalls may be designated compact at 8'xl5' with 25.5' drive aisles. Wheel stops shall be provided on all stalls adjacent to pedestrian pathways. Church of Blessing is near the BPA trail, the city's main bicycle thoroughfare. Bicycle racks should be provided for additional transportation options for youth groups and staff to utilize during informal hours of church operation. 12. Landscaping— Pursuant to FWRC Chapter 19.125, a landscape plan prepared by a Washington State registered landscape architect shall be submitted with the Process III MLU application. Any new or replaced landscaping is required to meet the following code provisions. a. Perimeter landscaping screen: i. Type III landscaping five feet in width shall be provided along all property lines (except where it already exists, obviously). b. Interior parking lot landscaping: i. Type IV landscaping at 22 square feet per parking stall. ii. Landscape islands shall be a minimum size of 64 square feet and a maximum of 305 square feet, and minimum w�dth9 6 feet at tie nwpwe �Oint-for islands at the_end of 90- degree parking rows, 3 feet at the end of rows with angled parking, and 8 feet in width for islands used to separate head -to -head parking stalls. iii. Vehicular overhang into any landscaping area shall not exceed two feet. iv. No plant material greater than 12 inches in height shall be located within 2 feet of a curb or other protective barrier in landscape areas adjacent to parking spaces and vehicle use areas. v. Soil in parking lot landscaped areas must be noncompacted to a depth of 18 inches prior to planting of any shrubs, trees, or groundcovers. c. General landscaping notes include: i. With the exception of lawn areas, at least 25% of new landscaping materials (i.e., plants, trees, and groundcovers) shall consist of drought -tolerant species. All developments are encouraged to include native Pacific Northwest and drought -tolerant plant materials for all projects. Deciduous trees shall have a caliper of at least 1.5 inches at the time of planting measured 4.5 feet above the root ball or root structure. iii. Evergreen trees shall be a minimum six feet in height (measured from tree top to the ground) at the time of planting. iv. Groundcovers shall be planted and spaced, using a triangular planting arrangement, to result in total coverage of a landscaped area within three years. v. All permanent lawn or sod areas shall have permanent irrigation systems. vi. Landscaping shall not be required along interior lot lines within -a development where parking is being shared. d. Definitions of landscaping types are: i. Type I, Solid Screen —Type I landscaping shall consist of evergreen trees, large shrubs, and groundcover, which will provide a 100% sight -obscuring screen within 3years from the time of planting; or a combination of approximately 75% evergreen and 25% deciduous trees, with an allowable 5% variance, with large shrubs and groundcover backed by a 100% sight -obscuring fence. ii. Type H,, Visual Screen — Type H landscaping shall be evergreen or a combination of approximately 60% evergreen and 40% deciduous trees, withan allowable 5% variance, interspersed with large shrubs and groundcover. iii. Type IIl, Visual Buffer — Type III landscaping shall be a mixture of evergreen and deciduous trees interspersed with large- shrubs and groundcover. iv. Type IV, Open Area Landscaping — Type IV landscaping shall consist of trees plasited with supporting shrubs and groundcover. Shrubs shall be pruned atAO inches in height, and the lowest tree branches shall be pruned to keep an 8-foot clearance from the ground. One tree per landscape island, up to 150 square feet, shall be planted. e. Landscaping Modifications: FAFRC 19.125.100 provides criteria for requesting a modification to landscaping requirements. The new landscaping required along the east property line may be difficult to maintain and ineffectual and thus, a candidate for modification as discussed at the preapplication meeting. 13. Tree Retention/Replacement — The city's tree and vegetation policy requires all BC zoned properties maintain a minimum 20 tree units per acre. A tree unit is a value placed on the size of a retained tree and a replaced tree (i.e., the larger the tree the higher the value). Retained trees are valued higher at a range of 1 to 3 tree uniILddepen i�g on the diameter at breast height.�b�, Re�lacmen# trees are valued between .50 and 1.5, depending on the mature canopy area of the species. A tree retention plan that identifies the subject property contains the 20 tree unit per acre minimum, or planting strategy to meet the minimum requirement, will be required as a component of the Process III MLU application. If it is determined the subject property does not meet the minimum standard, a minimum of one tree unit shall be provided for each 500 square feet of building construction. Tree unit values for existing and replacement trees can be found on FWRC Table 19.120.130-2. 14. Garbage & Recycling Receptacles —The design of the enclosure area should be consistent with the architectural design of the primary structures on the site. The enclosure shall be screened from the Da ID 61919 File 912-103502-00-PC Ms. Sherri Grueneis Page 8 of 17 September 12, 2012 abutting property by a 100% sight -obscuring fence or wall and appropriate landscape screen. The minimum size for the garbage and recycling storage area shall be 65 square feet. 15. Application Fees — Please contact the Permit Center at 253-835-2607 for updated fee schedules for Process III Master Land Use application, SEPA checklist, concurrency, engineering review, and building permit. 16. Expiration — A process III land use approval will expire if the project is not substantially completed within five years of approval. FWRC 19.15.110 provides for extension requests under certain circumstances. PUBLIC WORKS DEVELOPMENT SERVICES DIVISION (Ann Dower, 253-835-2732, ann.dower@eityoffederalway.com) Land Use Issues — Stormwater 1. Surface water runoff control and water quality treatment will be, required per the 2009 King County Surface Water Design Manual (KCSWDM) and the City of Federal Way Addendum to the 2009 KCSWDM. This project meets the requirements for a Targeted Drainage Review. At the time of land use site plan submittal, a preliminary Technical Information Report (TIR), addressing the relevance of the project to the eight core and five special requirements of the KCSWDM will be required. 2. If the value of the proposed improvements exceeds 50% of the value of the existing site improvements, then flow control will be required for the new and replaced impervious surface. This includes the proposed building addition and any new or replaced paving. Flow control facilities and Best Management Practices (BMP's) must meet the requirements for Conservation Flow Control Areas. With previous construction, the church paid to release storm water into Kitt's Corner Regional Stormwater Facility without providing detention. This option is no longer available for new projects. The church may continue to send the majority of its storm water runoff to the regional facility; however, on -site BMP's and/or flow control facilities will be required in order to meet current storm water runoff requirements that exceed those met by the previous project. 3. In addition to the KCSWDM, FWRC Section 19.30.120, "Nonconforming Water Quality _Impravenmts".applies to this- site.. Specifically, item Lb. .applies "l�ede�elcRr�e�which involves _ _ .... the construction or replacement of a building footprint or other structure having a surface area of 5,000 square feet or more, or which involves the expansion of a building footprint or other structure by 5,000 square feet of surface area or more." This code section requires that runoff from all new and existing pollution -generating impervious surface meet current water quality standards. Throughout the city, Enhanced Basic Water Quality requirements are enforced. However, the 2009 KCSWDM does allow exceptions as outlined in section 1.2.8.1. Exception #4 should be explored in the TIR and applied if possible to reduce required modifications to the existing stormfilter system. If infiltration is proposed, soil logs prepared by a licensed geotechnical engineer or septic designer must be provided to verify infiltration suitability. Show the proposed location and dimensions of the detention and water quality facilities on the preliminary plans. 6. If more than one acre will be disturbed during construction, a National Pollutant Discharge Elimination System (NPDES) permit may be required. Information regarding this permit can be obtained from the Washington State. Department of Ecology at 360-407-6437, or www.ecy.wa.gov/programs/sea/pac/index.html. Right -of -Way Improvements See the Traffic Division comments from Senior Transportation Planning Engineer Sarady Long for traffic related items. 2. If dedication of additional right-of-way is required, the dedication shall be conveyed to the city through a statutory warranty deed. The dedicated area -must have clear title prior to recording. 3. All stormwater treatment and detention requirements outlined above will be applied to new impervious area within the public right-of-way. Building (or EN) Permit Issues Engineered plans are required for clearing, grading, road construction, and utility work. Plans must be reviewed and approved by the city. Engineering review fees are $924.50 for the first 12 hours of review, and $68.00 per hour for additional review time. A final TIR shall be prepared for the project and submitted with the engineering plans. Both the TIR and the plans will require the signature/seal of a professional engineer registered/licensed in the State of Washington. 2. In addition to engineering approval, short plats and subdivisions are required to obtain a separate permit for grading. Details and fees may be obtained from the Federal Way Building Division. 3. The Federal Wary Development Standards Manual (including standard detail drawings, standard notes, and engineering checklists) is available on the City's website at www.cityoffederalway.com to assist the applicant's engineer in preparing the plans and TIR. 4, the applican�shu prQY dew-g�teclirtical..Rta_sses deign pav_�ent thickness for the -... . roadways. Bonding is required for all street and storm drainage improvements and temporary erosion and sediment control measures associated with the project. The bond amount shall be 120% of the estimated costs of the improvements. An administrative fee deposit will need to accompany the bond to cover any possible legal fees in the event the bond must be called. Upon completion of the installation of the improvements, and final approval of the Public Works Inspector, the bond will be reduced to 30% of the original amount and held for a 2-year maintenance period. 6. The developer will be responsible for the maintenance of.all storm drainage facilities (including the detention and water quality facilities) and street systems during the two-year maintenance period. During that time, the Public Works Inspector will make periodic visits to the site to ensure the developer's compliance with the maintenance requirements. Upon satisfactory completion of the Doc ID 61919 File 9I2-103502-00-PC Ms. Sherri Grueneis Page 10 of 17 September 12, 2012 two-year maintenance period, the remainder of the bond will be released. Maintenance for public roads and subdivision drainage facilities then become the responsibility of the city. Maintenance for private roads and drainage facilities, including short plats, remain the responsibility of the individual property owners. 7. When topographic survey information is shown on the plans, the vertical datum block shall include - the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where vertical elevations are called out. Drawings submitted for plan review shall be printed on 24" x 36" or 22" x 34" paper. All final approved drawings shall be drafted/plotted on 24" x 36" or 22" x 34" mylar sheet with permanent black ink. Site plans shall be drawn at a scale of 1" = 20', or larger. Architectural scales are not permitted on engineering plans. Provide cut and fill quantities on the clearing and grading plan. Erosion control measures, per Appendix D, 2009 KCSWDM, must be shown on the engineering plans. 10. The site plan shall show the location of any existing and proposed utilities in the areas affected by construction. PUBLIC WORKS TRAFFIC DIVISION (Sarady Long, 253-835-2743, sarady.long@cityoffederalway.com) Transportation Concurrency Analysis (FWRC 19.90) 1. A concurrency permit is required for this development project. The concurrency analysis will determine if adequate roadway capacity exists during the weekday PM peak period to accommodate the proposed development project. Please note that supplemental transportation analysis and concurrency mitigation may be required if the proposed project creates an impact not anticipated in the six -year Transportation Improvement Plan (TIP). 2. Based on the submitted materials for 16,306 square foot church addition, and approximately 6,588 square feet demolition of existing building, the Institute of Transportation Engineers (ITE) Trip Generation - 8th Edition, land use code 560 (Church), the proposed project is estimated to generate approximately 6 new weekday PM peak hour trips. J. The estimated fee for the concurrency permit application is $344.50 (1 - 10 Trips). This fee is an estimate and based on the materials. submitted for the preapplication meeting. The concurrency applicant fee must be paid in full at the time the concurrency permit application is submitted with land use application. The fee may change based on the new weekday PM peak hour trips as identified in the concurrency trip generation. The applicant has the option of having an independent traffic engineer prepare the concurrency analysis consistent with city procedures; however, the concurrency application fee remains the same.
