Dear Mr. Thorstad:
This letter grants Conditional Approval to the request to modify the approved Church of Blessing site plan.
According to your letter dated January 23, 2009, and submitted on February 4, 2009, several portions of the
site require modification. Specifically, the location of the entry driveway onto South 330th Street is relocated
thirty feet to the west to provide a shallower grade for vehicular access. The old driveway location is replaced
with two parking stalls. As a result, there is no reduction in the amount of parking proposed for the project. In
order to convert the old driveway to parking stal Is, a four -foot -tall retaining wall must be installed along the
south property line from the location of the new driveway to the eastern property line.'
Pursuant to Federal Way City Code (FWCC) Section 22-1133(6), retaining walls may be located within
required yards if they are not being used as direct structural support for a major improvement and the retaining
wall is reasonably necessary to support a cut or slope. The proposed retaining wall meets these provisions.
Pursuant to FWCC Section 22-411, "Subsequent Modification," as conditioned, the modification request does
not constitute a change in use and is determined to have no substantial changes to the impacts on the
neighborhood or the City as a result of the requested change.
Condition of Approval
• In order for the Public Works Department to review and approve the driveway relocation, a sight
distance analysis shall be submitted to confirm that the new driveway location will not have sight
distance issues due to its proximity to the roadway curve at 131h Avenue South. If the site distance
analysis does not provide a favorable recommendation for this new driveway location, that location
cannot be approved.
