However, elimination of the pedestrian corridor is not approved as discussed below. The second part of this letter addresses requested changes to the landscape plan, which are conditionally approved. SITE PLAN MODIFICATION REQUEST Driveway Elimination According to your letter dated November 2, 2010, and Sheet C2.05 (Phase 2 Church of Blessing) prepared by ECNW dated November 5, 2010, you are requesting that the southern -most driveway and pedestrian path connecting the new parking lot with the 13'h PIace South right-of-way be eliminated and replaced with six parking stalls. You said that "it has been determined that construction of the driveway and pedestrian path would not necessarily be in the optimum location to benefit future development." Two other driveways provide ingress and egress for the subject site running south onto South 334E Street and west onto 13`h Avenue South. The City's Public Works staff and South King Fire and Rescue support the elimination of the southern -most driveway onto 13'h Avenue South. There is adequate interior parking lot landscaping available to support the addition of up to 6 new parking stalls. The driveway is approved to be eliminated subject to conditions listed below. Pedestrian Corridor You have also proposed to eliminate the pedestrian corridor leading from the subject property to the sidewalk in the 13'h Avenue South right-of-way. Under Phase 11, the church is also proposed to house a K- to-12 elementary school for up to 300 students along with weekend and weekday church services. With the adjacency of Celebration Park, the community center, and the Federal Way downtown, students and other church attendees may elect to gain access to the Church of Blessing site on foot.' There is one existing accessible pedestrian path leading from the main building entrance south to the South 330" Street sidewalk. If the proposed pedestrian path leading to 13'h Avenue South is eliminated, no other pedestrian based access would be available to 13'h Avenue South except through the northern driveway or through 1 Findings for the environmental application noted that plans showed a 3,300 square -foot play area to provide recreational opportunities for the 300 children attending the private Kindergarten through 12t' grade school established under Phase II. The Washington State Superintendent of Public Instruction requires that private schools comply with current local health, safety, and fire standards. However, there are no minimum standards for private school recreation areas. With Celebration Park fields and play areas west of the subject site, school attendees may utilize this City facility for recreation activities. Mr. Melnik November 24, 2010 Page 2 the perimeter landscaping. Elimination of the pedestrian pathway to 13`h Avenue South could result in adverse impacts. The northern driveway onto 13'h Avenue South is designed for vehicle use and mixing vehicles with pedestrians creates unsafe conditions. "Cutting through" perimeter landscaping may be easier than walking over 600 feet to the South 330ffi Street pedestrian path. However, such actions would adversely impact the performance and increase the subsequent maintenance of required perimeter landscaping under FWRC 19.125.090. Elimination of the pedestrian corridor onto 13'' Avenue South is not supported. A pedestrian corridor a minimum of three feet in width and connecting from the building to the 13'' Avenue South public sidewalk through the perimeter landscaping must be provided. This pedestrian corridor may be constructed with pavement, gravel, pavers, or other materials as approved by the Director, and may be eliminated when future pedestrian con idor(s) to the 13'h Avenue South sidewalk are established. Site Plan Modification Summary Pursuant to Federal Way Revised Code (FVWRC) 19.15.090(2), "Subsequent Modification," the modification request does not constitute a change in use and as conditioned is determined to have no substantial changes to the impacts on the neighborhood or the City as a result of the change. The southerly driveway onto 13`h Avenue South is approved to be eliminated subject to the following conditions of approval: Site Plan Conditions of Approval 1. Prior to issuance of a certificate of occupancy for the new school, the applicant shall install a pedestrian corridor a minimum of three feet in width connecting from the building through the perimeter landscaping on the west side of the site to the 13t' Avenue South sidewalk. The pedestrian corridor may be constructed with pavement, gravel, pavers, or other materials as approved by the Director. This pedestrian corridor may be eliminated when future pedestrian corridor(s) to the 13'h Avenue South sidewalk are established. 2. Consult Senior Traffic Engineer Sarady Long at 253-835-2743 about the most suitable location for the pedestrian corridor to the 13'h Avenue South sidewalk. 3. New parking stalls approved with this modification shall be graded to drain into the on -site conveyance system. LANDSCAPE MODIFICATION REQUEST The November 2, 2010, letter noted that trees in the southwest corner of the parking lot will be impacted by construction. These trees were proposed to be retained, but instead will have to be removed and replaced. According to approved landscape plans, the five fir trees range in size from thirteen inches to twenty inches in diameter. These trees meet the definition of a significant tree under the land use codes in effect at the time this project received land use approval. The resubmitted landscape plan notes that with removal of the five trees, 76 percent of the 47 significant trees would have been removed from the site. Under the landscape code in effect at the time of land use approval, replacement trees shall be installed when more than 75 percent of the significant trees are removed, so that the number of significant trees remaining at the site is at least 25 percent of the original number of significant trees. Removal of the noted significant trees is conditionally approved as follows: Landscape Condition of Approval Prior to issuance of a certificate of occupancy for the new school, the applicant shall plant replacement trees on the subject site so that there are no fewer than twelve (12) trees that meet the definition of a significant tree or of a significant replacement tree as provided under the FWRC in effect at the time land use approval was granted. Replacement trees shall be a ten -foot -tall fir tree or a three-inch caliper deciduous tree, measured at the time of planting. 10-104747 Doc. The revision includes the elimination of the most southern driveway and pedestrian access path located along the west property line, directly across from Celebration Park. It has been determined that construction of the approved location of the driveway access and pedestrian path would not necessarily be in the optimum locations to benefit future development. In addition to the projects future development concerns, the City of Federal Way's Traffic and Engineering Development Departments have expressed their desire to see the subject driveway eliminated. In addition to the driveway elimination, the approved landscape plan has been revised as well. The trees located in the southwest corner of the proposed parking 'lot, that were indicated on the approved plan "to remain" will be removed during construction and replaced by new trees as indicated on the revised landscape plan.
