As you state in your letter dated March 8, 2011, land use approval for the proposed work had been approved, but has since expired because construction was not completed within five (5) years of the land use approval. The proposed improvements to Building I include demolition of approximately 16,000 square feet of building area, construction of a new arcade canopy along the eastern side of Building 1, and enclosure of existing service yard area to add 824 square feet of new interior area to Building I. The existing parking lot will be re -configured to result in an increase of 109 parking stalls. New walkways, site lighting, and landscape areas will also be added in the area of the site where a portion of Building I is proposed to be demolished and parking lot reconfigured. The proposed demolition and construction activities will require SEPA review and a Process III land use decision. Demolition of buildings in excess of 12,000 square feet and development of more than 40 parking stalls must be reviewed under the State Environmental Policy Act (SEPA). Land Use Process III — Project Approval review is also required. A preapplication conference meeting is required in conjunction with Process III review. You may however request a waiver of the preapplication conference. A request to waive the preapplication conference must be submitted in writing and may be granted by the Director if it is determined that the request meets one or more of the criteria specified in FWRC 19.40.030(2).
