The Community and Economic Development Department has received your Process I Master Land Use
(MLU) application to renovate and remodel the existing arcade of Building A located at Celebration
Square shopping center. The Process I MLU application is hereby approved pursuant to conclusions
based on findings made by the department's Planning Division.
FINDINGS
I. Proposal — The applicant proposes to remodel the existing arcade/fagade on Building A at the
existing shopping center. The intent is to match the previously improved buildings within the
shopping center. The height of the new roof line is 29 feet 8 inches. The overall height of the new
facade is below the 35-foot height maximum. No change in setbacks, parking, or landscaping is
proposed.
2_ Comprehensive Plan & Zoning Designation — The zoning and comprehensive plan designation for
the subject property is City Center Frame (CC-F). The property's current use of retail/shopping
center is a permitted use within the CC-F zoning district pursuant to Federal Way Revised Code
(FWRC) 19.230.020.
Community Design Guidelines Compliance — The proposed improvements include varying
architectural tower and roof lines at the arcade and along the storefront and pedestrian walkways.
Finish materials match the overall look of the shopping center and include stone veneer, precast
concrete, plaster, and wood trim. The remodeled facade creates a more cohesive design concept to
match the entire shopping center.
4. Environmental Review — The proposed improvements are categorically exempt from an
environmental threshold determination pursuant to State Environmental Policy Act Rules 197-1 1-
800(1) and (3).
CONCLUSIONS
Various sections of the zoning and development code indicate that certain developments, activities, or
uses are permitted only if using Process I — Director's Approval. Based on the findings below, the
proposed improvements to the developed site meet the following Process I approval criteria and land use
review thresholds of FWRC 19.15.030 and 19.55.020:

1. The proposed improvements are consistent with applicable chapters of FWRC Title 19
including, but not limited to: Permits and Review Processes; Process I — Director's
Approval; Community Design Guidelines, and City Center Frame (CC-F).
2. The health, safety, and welfare of the citizens of -the city.are preserved.
3. The proposal is a minor improvement, modification, or addition to a site that is exempt
from SEPA review.
BUILDING PERMIT ISSUANCE REQUIRED
Building permit approval is required prior to constructing the improvements. Please contact the permit

permit application process.
APPEALS
The effective date of this decision is December 27, 2013, or three days from the date of this letter.
Pursuant to FWRC 19.55.150, any person who received notice of the administrative decision may appeal
this decision to the Federal Way Hearing Examiner by January 10, 2014. Any appeal must be in the form
of a letter delivered to the Department of Community and Economic Development with the established
fee. The appeal letter must contain a clear reference to the matter being appealed and a statement of the
alleged errors in the Director's decision, including the identification of specific findings and conclusions
made by the Director disputed by the person filing.
In that you are the only party of record, your appeal period is waived (assuminZD

this decision). Waiver of the right to appeal does not affect the effective date of this decision.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I approval does not constitute approval of a building,

The project consists of the renovation and remodeling of the existing arcade on Building A
(1320 S 324th Street) at the Celebration Square shopping center, approximately 3,500 SF in
area.
The intent is to match the previously improved buildings within the shopping center,
specifically the north arcade at existing Building B. The design proposes varying
architectural tower and roof lines at the arcade and along the storefront at the pedestrian
walks. Finish materials shall match the previously approved and subsequently provided
materials of stone veneer, precast concrete, plaster and wood trim. A combination of
asphalt shingles and standing seam copper are proposed for the sloped roofs.
The materials and colors, as previously used on site and proposed with this renovation, have
been selected to compliment the craftsman style architecture of the center.
