Dear Mr. Rubio:
The city and jurisdictional agencies have reviewed the environmental checklist submitted with the Celebration
Square Process III Master Land Use (N4LU) application. It has been determined that the proposal will not have
a probable significant adverse impact on the environment. As a result, an Environmental Impact Statement
(EIS) is not required to comply with the State Environmental Policy Act (SEPA). A copy of the Determination
of Nonsignificance (DNS) is enclosed.
The Optional DNS Process was used to review this proposal. The 14-day comment period required by SEPA
Rules ran concurrently with the public comment period associated with the notice of land use application,
which began on January 13, 2012, and ended January 27, 2012. The city did not receive written comments
regarding the MLU application or environmental checklist. Pursuant to Washington Administrative Code
(WAC) 197-11-355, a second comment period is not required upon issuance of the DNS.
The enclosed DNS was issued on February 2, 2012. The city will provide a copy of the DNS to the Department
of Ecology, agencies with jurisdiction, Puyallup and Muckleshoot tribes, and anyone requesting a copy. All
final determinations may be appealed within 14 days following the issuance of the DNS. No licenses, permits,
or approvals will be issued until completion of the appeal period, which ends February 16, 2012.
The decision not to require an EIS does not grant the license, permit, or approval you are seeking from the city.
The environmental record is considered by the decision maker(s) and conditions will be imposed to reduce
identified environmental impacts, as long as the conditions are based on adopted and designated city policy.
After a final decision has been made on your proposal you may, but are not required to, publish a Notice of
Action as permitted in RCW 43.21 C.075. The Notice of Action sets forth a time period after which no legal
challenges regarding the proposal's compliance with SEPA can be made. The city is not responsible for
publishing the Notice of Action.

VIRONMENTAL CHECKLIST
PURPOSE OF CHECKLIST
The State Environmental Policy Act (SEPA), Revised Code of Washington (RCW) Chapter 43.21C,
requires all governmental agencies to consider the environmental impacts of a proposal before making
decisions. An environmental impact statement (EIS) must be prepared for all proposals with probable
significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide
information to help you and the agency identify impacts from your proposal (and to reduce or avoid
impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS
This environmental checklist asks you to describe some basic information about our proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your proposal
are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise
information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you
should be able to answer the questions from your own observations or project plans without the need to
hire experts. If you do not know the answer, or if a question does not apply to your proposal, write "do not
know" or "does not apply." Complete answers to questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations.
Answer these questions if you can. If you have problems, the governmental agencies can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of
time or on different parcels of land. Attach any additional information that will help describe your proposal
or its environmental effects. The agency to which you submit this checklist may ask you to explain your
answers or provide additional information reasonably related to determining if there may be significant
adverse impact.

South (Hwy. 99) in Federal Way, Washington, The site address is 1640 South 320th, Federal Way, WA 98003.
This site is in the northeast quarter of Section 19, Township 21 North, Flange 4 East, Willamette Meridian.

Indicate source of fill.
The purpose of the earthwork is to re -grade existing parking area due to the removal of a portion of
the existing building and replacing it with parking. There will be approximately 3,450 cubic yards of
cut/fill.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.
Erosion could occur during construction as a result of the removal of existing pavement and new building
pad preparation. All areas exposed during construction will be stabilized as soon as possible to prevent
erosion.
g. About what percent of the site will be covered with impervious surfaces after project construction
(for example, asphalt or buildings)?
As part of this project, approximately 16,000 square feet of existing building area will be removed and
replaced with new asphalt and landscape planters. The changes will not add any additional impervious
area to the overall site. The area of the site covered with impervious surfaces will stay at about 85
percent.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any.
measures to prevent on -site erosion will include proof rolling and covering of exposed surfaces during rainy
weather, installation of siraw wattles around the disturbed area and catch basin filter socks to trap sediment
during construction.
2. AIR
a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors,
industrial wood smoke) during construction and when the project is completed? If any, generally
describe and give approximate quantities if known.
Some construction dust and equipment emissions during construction. When the project is completed
there will be automobile emissions typical of shopping centers, quantities unknown.

Limit amount of earthwork and area of construction activity as much as possible.
3. WATER
a. Surface.

round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and

Kitts Corner Regional Detention Facility approximately one mile south of site in the West Campus
Business Park.

b. Ground.
1) Will ground water be withdrawn, or will water be discharged to groundwater? Give general

2) Describe waste material that will be discharged into the ground from septic tanks or other
sources, if any (for example: domestic sewage; industrial, containing the following
chemicals...; agricultural; etc.). Describe the general size of the system, the number of such
systems, the number of houses to be served (if applicable), or the number of animals or
humans the system(s) are expected to serve.

c. Water Runoff (including stormwater)
1) Describe the source of runoff (including stormwater) and method of collection and disposal,
if any (include quantities, if known). Where will this water flow? Will this water flow into
other waters? If so, describe.
Storm water runoff from buildings and parking lot areas will be collected and conveyed via
underground storm drain pipe to existing storm systems in pretty much the same manner and
quantities as present. Under phase one construction the whole site had water quality storm filters
installed on all basin outlets discharging from the site. All of the new asphalt areas that are pollution
generating will be treated by the existing storm filter vaults. The storm water from our site flows to
Pacific Hwy and to South 324th Street.
