Dear Mr. Rubio:
This letter grants approval to your request received February 21, 2008, to modify the approved site plan
and landscape plan for the Celebration Center -Building I project at the above -referenced address. Land
use approval was granted for this project on August 19, 2004. A subsequent modification was approved
on July 31, 2006 (file #06-103478-AD), to provide for an interim parking layout in the portion of the site
where a future "Building C" was originally proposed.
Your February 14, 2008, letter proposes changes to Building I to reduce the total square footage of the
existing building by approximately 16,000 square feet. The east facade of Building I will be improved
with a new arcade and canopy per design previously reviewed and approved per the August 19, 2004,
decision noted above. With the proposed modification, an approximate 29,820 square foot addition
originally proposed for the south end of Building I has been eliminated.
In conjunction with the proposed building footprint change, parking area and interior parking lot
landscaping improvements are proposed. With the proposed modification, the number of parking stalls
would increase from 1,075 to 1,184 parking spaces. Proposed interior parking lot landscaping is 25,508
square feet which slightly exceeds the minimum 22 square feet per parking stall required by Federal Way
City Code (FWCC) Section 22-1567.
Pursuant to FWCC Section 22-411, "Subsequent Modification," the modification request does not
constitute a change in use and is determined to have no substantial changes to the impacts on the
neighborhood or the City. The modification request is therefore hereby approved.

summary of the proposed changes to Bldg. I and related site improvements.
The proposed revisions to Bldg. I include:

• enclose existing exterior service yard to become additional 824 SF of new
interior area for Bldg. I
The proposed improvements to the site adjacent to Bldg. I include:
• construction of new parking, walkways, site lighting, site amenities and
landscaped areas to replace portion of demolished Bldg. I
• replace portions of existing striped asphalt with new landscaped curb islands
(occurs directly south of bldg. I and east of bldg. 1) to meet landscaping area
requirements generated by new parking.

Hi Janet,
Please see attached drawing and photos for reference to question below ("image 60" taken from center of the drawing looking
left/south, "image 53" from center looking down/east).
I'm preparing a new submittal to the City which will added a new trash compactor outside an existing bldg., at a rear service yard where
it is not visible from either the street or pedestrians within the shopping mall. It will be next to a service drive which in turn is next to the
rear property line, but separated by landscaping (so adjacent lot cannot view into service area).
Would the City code have any screening requirements for such an item? New compactor is being located to an adjacent one that does
not have any screening.

Dear Mr. Kuhl:
The District has received all closing documentation and has completed a satisfactory final
inspection of the referenced project for compliance with Lakehaven Utility District
standards for materials and construction of water systems. Lakehaven hereby initially
accepts this project for ownership, operation and maintenance.
The Maintenance Bond (No. 104415813) submitted for the project in the amount of
$5,000.00, shall be maintained in force for a period of two years from this date of initial
acceptance and until the District gives written notice of its release, pending satisfactory
results of a final inspection to ensure the systems remain in compliance with District
standards for materials and construction.
The cash deposit held to guarantee construction under the substantial completion policy is
hereby satisfied and may now be released. The deposit, in the amount of $13,694.00, is in
the process of being refunded. Please allow approximately thirty (30) days for completion
of this process.
The District has reviewed the project account and has estimated the anticipated expenses
needed to complete the project through the two-year warranty period. If the actual costs
exceed the amount held on deposit following completion of the two-year warranty period,
you will be invoiced accordingly. The invoice must be paid prior to release of the
Maintenance Bond. Any funds remaining in the account will be refunded following the
satisfactory completion of the two-year warranty period, as evidenced by a successful
inspection of the systems by District personnel, at which point the project will be granted
