You have identified two deviations.The city's response to each is provided below. 1d Request—Allow the sign base to exceed the dimension of the sign face: You have correctly identified that pursuant to Federal Way Revised Code(FWRC) 19. 140.170(3)(b),the base of a monument sign may not exceed the face of the monument sign in length. However,the sign in question meets the definition of a pedestal sign for which no such restriction exists. Therefore, with respect to the 18`request, your sign is already in compliance with city code. 2I'd Request—Allow a visible gap located between the sign face and base: This request may not be granted as a minor deviation pursuant to'FWRC 19.140.170(3)(d)as you have requested. The requirement that there be no visible gap between the sign face and base is specified in FWRC 19.140.170(3)(c), "Design Criteria."The minor deviation section allows deviations to those standards considered dimensional standards(not design criteria). Therefore design criteria(such as the gap issue)may not be administratively modified as a minor deviation. This request is denied. The monument sign,located at Lakota Middle School was designed to complement the architectural design and intent of the new classroom and gym buildings and provide identification and way- finding for students,parents, teachers and visitors.The current monument sign design under review does not meet Federal Way City Code (MCC) There are two minor deviations requested for the proposed sign at Lakota Middle School.The items not in compliance relate to dimensional standards that are eligible for a minor deviation per FWCC 19.140 (d). 1. Minor Deviation Request from FFWCC 19.140—Dimension Standards for Monument Signs:To allow for the increased sign base to be larger than the sign face. 2. Minor Deviation Request from FFWCC 19.140 (b)(i)—Monument Signs:To allow a gap located between the sign face and the sign base. Monument Sign Code Requirements: 19.140 (b) Monument signs. The reason for this difference in size is to provide better visibility and spacing from the eco turflandscaping that will be planted around the sign base. The ecoturfis typically cut once or twice a year and grows to 24"tall. Therefore, the base must provide a buffer to provide full visibility for the steel sign, while maintaining vegetation. Minor Deviation Request 2: The gap present on the proposed drawings also aids in enhancing visibility, as well as,protecting the steel against potentially damage caused by rust and spalling of the concrete due to thermal expansion.Additionally, the sign area is,in fact reduced due to the presence of this small gap.Extending the steel sign to the concrete will increase the sign area,limit visibility and could potentially provide maintenance issues due to presence of rust. We believe that this minor deviation request will serve the intent of the sign code to limit sign area while providing way-Ending and aesthetic value for the site. The proposed sign does not increase the overall height of the sign, and is intending to match the architectural intent of the building while providing adequate visibility to visitors and minimizing maintenance.
