REVIEW PROCESSES REQUIRED Zoning for the subject site is Single-Family Residential 7.2(RS 7.2).Community recreation area/ clubhouse is an allowed use in this zone under Federal Way City Code(FWCC)22-642,"Recreation Area,"and the use is consistent with the comprehensive plan.The particular site work for this project is normally reviewed under the Process I Directors Approval review process.However,during review of the project it was discovered that the original building did not undergo a State Environmental Policy Act (SEPA)checklist review.Therefore,the city upgraded the review to a Land Use Process III and the applicant submitted a SEPA checklist review(#08-104026-00-SE).The SEPA checklist contemplates the existing structure and the proposed 611 square foot addition only.No further future expansions were included with this application and any future additions to the site are subject to further FWCC and SEPA regulations. SEPA PROCESS The city used an Optional Determination of Nonsignificance(DNS)process for SEPA review pursuant to FWCC 18-82.The comment period ended on November 24,2008,with no comments submitted to the city regarding the anticipated determination of nonsignificance.The final DNS evaluation for the environmental checklist is hereby incorporated by reference as though set forth in full. The project approval decision may be appealed by the applicant pursuant to FWCC 22-396. However,a letter(written by the applicant)has been received by the Department of Community Development on January 12,2009,waiving the appeal period of the decision being that the applicant is the only party of record.Therefore,the effective date of the decision is January 15,2009(three days after the date of the letter). The streets and utilities in the area of the subject property have not been affected as the applicant proposes no alteration in the ingress or egress of the facility.The site will use existing infrastructure to facilitate the new proposal.The existing streets and utilities adequately serve the anticipated demand of the proposal.The existing access to the subject property is at the optimal location and configuration. 6. As proposed by the applicant,and required by the city,the project will incorporate existing building colors to the new addition.The site will also use existing landscaping on the southern property line to screen the new addition. It has been determined that this project meets the requirements of FWCC Chapter 22,Article XIX,"Community Design Guidelines."Furthermore,the project is consistent with the guidelines set forth in FWCC 22-1638. 7. Final construction drawings are subject to review for compliance with specific regulations,conditions of approval, and other applicable city requirements.This decision shall not waive compliance with future City of Federal Way codes,policies,and standards relating to this development. The Boys&Girls Club logo will be re-painted onto this portion of the wall. We have designated a portion of the wall to receive some athletic graphics(similar to the existing). The Storage Shed will meet the requirements of the current Washington State Energy Code. 7. Environmental health a. Noise 1) What types of noise exist in the area which may affect your project(for example: traffic,equipment,operation,other)? There would be some minor noise from 8th Avenue South, but the building is set well back from the street so this impact would be minor. The adjacent property to the north is a school play area with a baseball field,which might be a source of occasional noise. 3) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis(for example: traffic,construction,operation,other)?Indi- cate what hours noise would come from the site. The facility includes a day care center and there may be noise on an on-going basis from the children when they are using the equipment in the outdoor play area. During hot weather when the gymnasium doors are left open for ventilation and some noise that could be heard off-site could arise from the activities within the gym. There will be noise on a regular basis from the vehicles coming on to the site to drop off and pick up children. The Storage Shed will have no impact on the noise generated on the site. 3) Proposed measures to reduce or control noise impacts,if any: All interior and exterior activities of the children on the site will be supervised. The west edge of the site (adjacent to residential properties) has been left with a wide buffer of natural growth including shrubs and large trees. What is the current use of the site and adjacent properties? The site is currently used for a day care center with a gymnasium. There will be no change of use under this proposal. The site is in a single family residential area, and the immediate properties to the west are single family residences. The property to the north is the play area&athletic field for a church school, and to the south there is a water tower. b. Has the site been used for agriculture? If so,describe. This site has not been used for agriculture for many decades. c. Describe any structures on the site. The existing building on the site is a single-story concrete block structure housing a day care facility and a gymnasium. The entire structure has a flat roof at 3 levels. The tallest part of the structure (the gymnasium) is 24' high. d. Will any structures be demolished? If so,what? No structures will be demolished under this proposal. e. What is the current zoning classification of the site? The site is zoned RS 7.2 (single family residential, 1 unit per 7200 sf). f. What is the current comprehensive plan designation of the site? The site's Comprehensive Plan designation is Single Family High Density. g. If applicable,what is the current shoreline master program designation of the site? Not Applicable. h. Has any part of the site been classified as an"environmentally sensitive"area? If so,specify. No. i. Approximately how many people would reside or work in the completed project? A maximum of 25 people work in the facility. The facility is currently licensed to serve up to 106 children, but that number will increase slightly as a result of the remodeling project currently going on. j. The existing exterior walls are primarily concrete block. The Storage Shed will have metal siding and a sloped metal roof. b. What views in the immediate vicinity would be altered or obstructed? The only views that are altered by the existing facility are views of other nearby buildings or structures. The Storage Shed would not alter or obstruct any views. c. What time of day would it mainly occur? For the day-care use,the facility has parking lot lighting which could come on in the moming and in the early evening. There are some evening activities in the gymnasium for which the parking lot lighting would be on. b. Could light or glare from the finished project be a safety hazard or interfere with views? The parking lot is set well back from the street so that there could be no safety hazard due to the lighting. The lighting does not interfere with any views. c. What existing off-site sources of light or glare may affect your proposal? There are no sources of light or glare that affect this site. d.
