Dear Ms. Sinclair:
The City is in receipt of resubmitted information for the proposed entry gate to the Barkley Ridge(FICA
Crestview II)Apartment complex. However,additional information is requested to evaluate the proposed gate
as discussed below.
Additional info requested—This request for additional information is based on review of sheet A3.10
prepared by RDA Architects dated March 21,2007,and the Gate Addition Queuing Analysis prepared by JTE,
Inc.dated March 27,2007.
1. Sheet A3.10 depicts a new location for the gate immediately west of carriage unit K.This location is
based on queuing analysis recommendations.However,the site layout does not reflect a taper that was
also called out and depicted in a drawing on page 4 of the queuing analysis. What is the status of the
taper?
2. The Fire Marshall's office is concerned about fire truck access from Crestview West to the new
Crestview II/Barkley Ridge site.Provide a truck turning template showing a 32-foot ladder truck
traveling from Crestview West into Crestview II/Barkley Ridge site.A 32-foot inside turn radius and a
40-foot outside turn radius must be depicted on the template/plan.
3. Submit a revised site plan sheet A 1.2 that shows the revised gate location and revised location for
landscape islands.Label the landscape island and guest parking stalls as applicable.
4. The queuing analysis plans identify"Fire access only"on the existing driveway between the Crestview
West and the Crestview IUBarkley Ridge site.Is this driveway proposed to be closed to Crestview West
resident traffic? If so,how will the access be blocked?Will there be any changes made to the southern
driveway of Crestview West to accommodate this residential traffic?

Crestview II Gate and Carport Additions
Dear Ms.Sinclair:
The City is in receipt of your February 5,2007 request,to modify the approved site plan for the Crestview II
Apartment complex in order to add an entry gate to the west side of the drive aisle and to cover thirty at-grade
parking stalls with carports.In order to evaluate the proposed changes,the following information is requested.
Entry Gate •
An entry gate is proposed at the west end of the subject site,east of the drive aisle leading to the adjacent Crestview
West apartment complex.Sheet A3.10 depicts the dual swing gate and associated radius.Two parking stalls are
proposed to be eliminated with the gate,and they must be established in landscaping—striping on asphalt is not
permitted.
In addition,with the gate proposed approximately seventy feet from Pacific Highway South,the Public Works
Traffic Department requires that a traffic queuing analysis be submitted.This report must analyze the traffic
movements east,west and south of the gate.Please note that a queuing analysis will not be required if the gate is
relocated east of Building K,as potential queuing conflicts will not be present at this location.Contact Raid Tirhi,
Senior Traffic Engineer,at 253-835-2744 if you have any questions about this analysis.
Fire Department Security Gate requirements are contained in the enclosed attachment.Please contact Chris Ingham,

Carports
Pursuant to FWCC Section 22-1638(a)(13),all new buildings within multi-family zoning districts shall appear to
have a roof pitch ranging from at least 4:12 to a maximum of 12:12.The submitted carport elevation on sheet A3.10
only depicts the front of the carport.Provide a side elevation of the carport,and list the proposed roof pitch in
conformance with FWCC.
Please provide five copies of requested information accompanied with the enclosed resubmittal form. I can be

SECURITY GATES WHEN USED AT THE ENTRANCE POINTS TO RESIDENTIAL
AREAS
I. Scope and Purpose
This guideline establishes requirements for fire department access through primary and
secondary security gates to residential areas.
II. Code Authority
International Fire Code sections 102 and 503.
III. Special Provisions
A. It is a policy of South King Fire and Rescue to require remote opening devices
which are compatible to fire department systems on security gates that are not
staffed twenty-four (24) hours a day. Gates not in compliance at the time of
adoption of this policy must meet the requirements of this policy prior to January
1, 1994.
B. Gate openings shall open to a minimum width of fifteen(15') feet(if divided entry
with one way in and one way out) and twenty (20') feet (if subject to two way
traffic)and have a vertical clearance of not less than thirteen feet six inches(13'6').
C. Sensing device(s) shall be located so the transmitters located on fire department
apparatus will operate the opening devices to provide easy and quick access.
D. Gates shall be located at least thirty(30') feet from the intersecting roadway.
E. Electronic sensing devices installed shall be compatible with "Opticom" sending
units used by South King Fire and Rescue.
F. Plans and specifications shall be submitted for review and approval prior to
construction of the gates and/or installation of the sensing devices(s).
G. A manual override or magnetic spring loaded opening device shall be provided in
the event of power failure to allow the gate to open.
H. No additional latching or locking devices are permitted.
I. The approval of gate(s) across fire apparatus access roads may be withdrawn where
such gate(s)are not maintained in accordance with the conditions of approval.

The site plans with February 5, 2007 submittal date to the City of Federal Way Building
Department for the subject development are generally consistent with pre-design concept plans
submitted to Lakehaven. Lakehaven has not received a formal developer extension application.
The Developer needs to the completed and submit the developer extension application among with
the water and sewer plans for review.

General note the water and sewer facilities are not shown on these plans and will be reviewed after
they are submitted along with the aforementioned developer extension application. The water and
sewer facilities need to be located within the vehicular traveled aisle and not under car portions or
other structures.

Dear Deb:
This letter is to request modifications on the approved site plan package dated 05-19-05.
We would like to add carports and an entry gate. We are including in this package the locations
of these on the site as well as an additional sheet with the plans and elevations of these items.
Some concerns that have been mentioned are the gate's impact on the parking and the carports
impact on the view of the Play Area and Pool. The gate will eliminate two standard parking
stalls. However,the original parking count exceeded the required amount by four stalls.
Therefore,our final count will still exceed the required amount by two stalls. As for the carports,
the only view that appears to be affected is the view from Building `J.' However,the carports
are open structures and therefore one could see through them or over them from that building.

Dear Ms. Sinclair:
The City has completed Process I, Land Use Review and conditionally approves the request to modify the
approved site plan with the addition of an entry gate along the entry driveway, an entry gate between
Barkley Ridge and Crestview West apartments,and the addition of carports within the site as discussed
below. Formal plans were submitted on February 5, 2007, and resubmitted items received on April 5,
June 6 and July 2, 2007. Conditional Process III approval for the 112-unit apartment complex was granted
on August 25, 2006.'
Entry Gate: According to your February 2, 2007 letter, you propose to modify the approved site plan
with installation of a 6-foot-9-inch-tall metal gate flanked by 6-foot-tall stone veneer pillars across the
driveaisle at the western end of garage/carriage unit#K, and revise the driveway configuration to
accommodate a keyed entry station. A second gate is proposed between Crestview West and the entry
driveway to the Barkley Ridge complex. Based on information submitted, the proposal maintains
acceptable emergency vehicle access between the existing Crestview West apartment complex and the
proposed Barkley Ridge apartment complex; the Barkley Ridge gate would be closed in the evening hours
only while the gate between the apartment complex would be closed at all times; non-emergency
vehicular access to Crestview West is subsequently eliminated with the gate across the northern
Crestview West vehicle entrance; the location of this gate would provide a vehicle turnaround for those
vehicles on the Barkley Ridge site; and South King Fire and Rescue will be provided access to both gates
via an Opticom system. Two parking stalls would be eliminated with the addition of the new entry gate.
However, the proposed development maintains the required 191 parking stalls, and exceeds this minimum
number of stalls by two.
Carports: According to your February 2, 2007 letter, the Barkley Ridge site plan would be modified with
the addition of five carports throughout the subject site covering a total of 22 at-grade parking stalls.
Submitted elevations show that the prefabricated metal carports will have a 4:12 roof pitch in
conformance with FWCC Section 22-2638(a)(13), and the roof will be clad in composition shingles
consistent with the approved building elevations. Metal poles shall be painted consistent with the building
colors.

The proposed improvements do not reduce required parking, landscaping, buffering, open space,or public
areas; do not change the location of utilities or easements; are consistent with and support the approved
architectural design; and create no impacts to sensitive areas or significant trees.
Based on the City's review, the Process I application to add five carports and two entry gates is
conditionally approved as follows:
Condition of Approval
1. Construction plans shall be submitted for the new gates, support columns, and carports prior to
issuance of any construction permits for the new apartment complex.
2. Prior to issuance of any construction permits for the new apartment complex,construction plans
shall clarify the color of the two new gates and the five new carports.
3. Prior to the installation of the approved gates,drivers at the Crestview West complex shall be
formally alerted to access point changes.Copies of any correspondence and signage shall be
provided to the City.
This decision shall not waive compliance with future City of Federal Way codes,policies, and standards
relating to this project site.The effective date of decision is July 23, 2007,or three days from the date of
this letter. Pursuant to FWCC Section 22-355(a),any person who received notice of the administrative
decision may appeal this decision to the Federal Way Hearing Examiner by August 6, 2007(14 days from
the effective date of decision).
In that you are the only party of record, you may waive your right to appeal by submitting a letter to this
effect to the City of Federal Way, Department of Community Development Services. If you waive your
right to appeal, you may begin work on July 23, 2007, assuming you have obtained the necessary building
permit approvals.
Additional hourly Process I fees in the amount of$272(4.0 hours at$68 per hour)are due at this time and
shall be paid prior to building permit issuance.

This is in response to your email dated June 12th which included comments from Raid
Tirhi. I spoke to both Chris Ingham and to Raid Tirhi to resolve the issues they had. I
have listed all the items we discussed below.
Chris Ingham
1. Knox box not acceptable - We are providing an opticon system at both gates
2. Turning radius from Barkley into Crestview to be revised —We have reduced the
size of the island with the card reader to allow fire trucks to clear that turn.
3. Widen the road just east of the Barkley entrance gate so the gate when open
doesn't swing over the curb -We shifted the curb where the gate swings into
Barkley, further east.
Raid Tirhi
1. Provide hammerhead turn - Given the limited dimension of the site at the entrance,
we have provided a hammerhead turn to the best of our ability. Please see sheet
A1.5 for all dimensions. We moved the gate going into Crestview West Apartments
further south to provide this hammer head turn.
Chris Ingham did not require a hammerhead turn as we gave them the opticon
system on the gates. This turn is only for other vehicles that might accidentally turn
into this project at night when the gates are shut. The gates going into Barkley
Ridge will be open all day and will only be shut at night.
We are submitting five copies of sheets A1.2 and A1.5 which reflect the above changes.

We received your letter dated May 17, 2007 addressed to Ms. Holly Sinclair at
Ross Deckman & Associates (RDA). As the owner's representative, I am writing
to you on RDA's behalf per their request.
Please see our response below to the additional information you requested.
1. Taper: The traffic engineer Mark Jacobs, in his graphics had the gate
post to the south in the wrong location. His graphics show it a few feet
north of where is should have been, making it seem as though the
property wasn't enclosed. He added the `taper' thereto show 'something'
that closed that gap.
Per sheet A1.2, you can see that the gate post is against the south
property line with our fence running tight up to it to enclose the site and
not requiring anything additional (i.e. 'taper) to close that gap.
2. Fire access radius: We've drawn a 32'-0" radius, 40' radius and an
outline of a fire truck. As you can see the fire trucks can make all the
required turns into both Crestview West and Barkley Ridge.
3. Sheet A1.2: We have included this sheet with the landscape island and
guest stalls labeled.
4. Fire access driveway access: The driveway between Crestview West
and Barkley Ridge Apts. is not intended for resident traffic. It is only for
the fire department. We are closing this off with a cable and Knox box.

Gate Addition Queuing Analysis
Dear Mr. McKenna;
We are pleased to submit this Gate Addition Queuing Analysis for the Barkley Ridge
Apartments(formerly denoted Crestview II). This letter is in response the City of Federal
Way's letter to Ms. Holly Sinclair by Deb Barker dated February 27,2007,copy attached.
This letter requested that a traffic queuing analysis be performed to evaluate the affect of a
gate proposed to be located about 75'from SR - 99.
Prior to this report we prepared Crestview Apartments Phase II Traffic Impact Analysis dated
May 11th, 2005. This report included an analysis of the trip generation for the proposed 136
apartment unit addition. The analysis showed that the apartment project would
conservatively generate 84 vehicular trips(based on 136 apartment units that is refined to
112 units to be constructed)during the critical PM peak hour with 55 entering the site and
29 exiting the site. The site is located adjacent to a park and ride lot that makes alternative
transportation choices readily available that is likely to result in fewer vehicular trips than
depicted in the May 11th, 2005 traffic report.
Briefly,the format of this report provides a description of the proposed gate evaluates its
location in relation to SR - 99(queuing analysis)and then provides a recommendation that
includes moving the gate and entry pad to provide additional queuing space.
The summary, conclusions and recommendations begin on page four of this report.
PROJECT INFORMATION
Figure 1 is a vicinity map showing the location of the proposed site and surrounding street
network.
Figure 2 shows a preliminary site plan prepared by Ross Deckman Architect. The plan has
nine buildings providing 112 units(previously 136 apartment units) in 14 buildings,a

The entry pad is located about 50' east of the SR - 99 travel way and the gate is about 90'
away. Fifty feet provides queue storage for about two passenger car vehicles.
QUEUING ANALYSIS
The location of the entry pad and gate need to be located a sufficient distance away from the
SR - 99 travel way so that people entering the site have sufficient room to clear the highway.
' The City provided a queuing template for use in determining queuing. Two items are needed
to use the template traffic volume entering the site (that is 55 vehicles (round to 60)during
the PM peak hour) and the time it takes to operate the entry pad.
We understand that residents (the majority of site traffic) would be issued a remote control
and thus the time would be minimal to open the gate; say five to ten seconds. Guests and
delivery people would have to key in/call resident to gain entry. This would take more time;

Providing on site storage to meet the needed on-site storage need not significantly affect the
proposed site access gate design. Moving the entry pad feature about 40' to the east
increases its spacing to about 90 feet from SR - 99. The gate itself would also need to be
moved around 15'to the east. A conceptual depiction of the recommendations is on the
next page.
Moving the two gate features as noted also provides about 105' between the gate itself and
the SR - 99 northbound traffic. The relocation of these two features also provides space for
additional vehicle storage. One there would be four parking stalls located to the north that
could be used by a guest not immediately able to connect with the apartment resident and
two via a wide approach. The approach to the gate features provides 20' of width for 50';
sufficient to accommodate two vehicles. The addition of some pavement to provide a taper
is recommended; see conceptually proposed gate layout.
Combined the initial queue storage is about 105' (to access gate from SR - 99 edge of travel
way) plus four parking stalls and 50' of bypass storage that provides storage for 10
passenger car vehicles that far exceeds the very unlikely five vehicle queue.

SUMMARY, CONCLUSIONS AND RECOMMENDATIONS
This report analyzed the proposed access gate to serve the Barkley Ridge Apartments
community. Traffic data was obtained from Crestview Apartments Phase II Traffic Impact
Analysis; the gate operation was reviewed and the City provided queue storage template was
used in the analysis. Using these data and traffic engineering experience showed that the
gate pad and gate as initially proposed are to close to the SR - 99 traffic and need to be re-
located.
We have conceptually developed an access gate pad and gate feature that would work to
provide additional vehicle storage to ten vehicles that far exceeds the maximum of five
vehicles identified via probability analysis. A conceptual layout of showing our recommended
revisions to the access pad and gate feature is depicted above and discussed in this letter.

Dear Ms.Sinclair: .
The City is in receipt of your February 5,2007 request,to modify the approved site plan for the Crestview II
Apartment complex in order to add an entry gate to the west side of the drive aisle and to cover thirty at-grade
parking stalls with carports.In order to evaluate the proposed changes,the following information is requested.
Entry Gate
An entry gate is proposed at the west end of the subject site,east of the drive aisle leading to the adjacent Crestview
West apartment complex.Sheet A3.10 depicts the dual swing gate and associated radius.Two parking stalls are
proposed to be eliminated with the gate,and they must be established in landscaping—striping on asphalt is not
permitted.
In addition,with the gate proposed approximately seventy feet from Pacific Highway South,the Public Works
Traffic Department requires that a traffic queuing analysis be submitted.This report must analyze the traffic
movements east,west and south of the gate:Please note that.a queuing analysis will not be required if the gate is
• relocated east of Building K,as potential queuing conflicts will not be present at this location.Contact Raid Tirbi,
Senior Traffic Engineer,at 253-835-2744 if you have any questions about this analysis.
Fire Department Security Gate requirements are contained in the enclosed attachment.Please contact Chris Ingham,
South King Fire and Rescue,at 253-946-7244 with any questions about this attachment.
Carports
Pursuant to FWCC Section 22-1638(ax13),all new buildings within multi-family zoning districts shall appear to

have a roof pitch ranging from at least 4:12 to a maximum of 12:12.The submitted carport elevation on sheet A3.10
only depicts the front of the carport.Provide a side elevation of the carport,and list the proposed roof pitch in
conformance with FWCC.
