All applicable fees must be paid and a performance bond submitted to guarantee the performance of required civil-related work. A Certificate of Insurance from the contractor, naming the City of Federal Way as an additional insured must be submitted as well. The plans for the improvements referenced above are hereby conditionally approved. Construction of the improvements may commence when the conditions of this letter have been fulfilled. Prior to starting work, a pre-construction conference with Public Works must be held. To schedule a pre-construction conference call Kevin Peterson at (253) 835-2734. A minimum of three working days advance notice is required to schedule the pre-construction meeting. The developer's on-site construction superintendent must attend this meeting in order to receive the approved plans. Additional items that may be required prior to starting construction or final project approval are as follows: 1. All utility agencies have been notified at least two working days prior to any excavation (Call Before You Dig: 1-800-424-5555). 2. All detours or traffic diversions shall be signed in compliance with the current edition of the Manual on Uniform Traffic Control Devices. A detour plan shall be submitted, when necessary, to the Public Works Department. The plan shall be delivered at least seven days prior to the actual detour or diversion. All materials and construction shall conform to the current edition of the King County Road Standards, King County Surface Water Design Manual, Washington State Department of Transportation Standard Specifications for Road, Bridge and Municipal Construction, and the City of Federal Way Public Works Development Standards. 4. The applicant must contact Lakehaven Utility District for water and sewer requirements and or permits. 5. Installation of improvements shall not interfere with any work being performed under a City of Federal Way contract. Rather, it shall be scheduled to prevent any delay or extra cost to a City project. 6. A Landscape inspection is required for final approval. Contact Deb Barker at 253-835-2642 to schedule this inspection. 7. Final Review: Following construction approval of the storm water facility and frontage improvements and prior to receiving final approval, an "as-built" mylar original (free of stick-on notes and shading) and two sets of blueprint copies shall be submitted by the applicant's engineer along with any necessary easement or other legal documents. These documents shall be submitted to the Public Works Department and reviewed by the Law Department prior to final approval. 8. No final inspection will be scheduled and no Certificate of Occupancy issued prior to the completion of the engineering improvements authorized for this project and the acceptance of the asbuilt submittal by the Public Works Department. HBA has notified both the owner of this process and we are aware that the owner is working with the city on this issue. 3. The Planning Department will be providing comments on the landscape plans, (Public Works does not have any comments on the landscape plans submitted). Through the administrative review of the project, it was determined that no flow control or water quality improvements were required. This is based on the fact that the proposed new driveway,sidewalk and parking improvements would a net area of less than 5,000 square feet of new impervious surface. Approximately 4,254 square feet of new impervious surface will be constructed under the proposed improvements and therefore no flow control or water quality improvements are required. Are there fees required at submittal? Yes. An Engineering Approval (EN) is required for the parking lot and driveway revisions. The submittal fee for the EN is $730.00, which covers approx. 12 hours of PW review time. Additional review fees may be required, prior to approval, depending on time spent on review. We'll also require a bond or assignment of funds be posted for the civil-related items. The bond will be calculated at 120% of the cost of the improvements. I've attached the City Bond Quantities worksheet and price schedule, for your use in determining the bond amount. 2. Since the project is propossing less than 5,000 sq.ft of impervious, can requirements for the TIR and Engineering checklist be omitted? There is no need to provide a TIR for this project. That comment would have only applied, if we had determined that Water Quality upgrades for the site were necessary. As for the Engineering Checklist, I'm sure that about 99.5% of the checklits items do not apply to this site. Is it still necessary to have a geotechnical report for pavement thickness when we will use the City standard or match to the existing pavement on-site? No geo-tech required. The City does not have a 'typical' standard for on-site paving of parking lots. Let me know if you have any other questions.
