ESA Adolfson (Adolfson) is pleased to present this addendum to our task authorization for verifying the boundary
of a wetland located on the proposed Federal Way Village project site. The Federal Way Village site is located in
the Southwestern comer of the intersection of South 336`h Street and Pacific Highway South in the City of Federal
Way.
Adolfson's original scope of work was detailed in a task authorization dated November 6, 2006. The scope of
work included an initial site visit, review of a SEPA checklist, and attendance at one hearing. Following our initial
site visit conducted in early December 2006, it became apparent that an on -site consultation with the applicant's
wetland biologist would be necessary. The attached addendum to the November 6, 2006 task authorization is
intended to cover the costs of the additional site visit and a brief letter to the City communicating the results of
our site visit.

Please find enclosed a letter from the City's wetland consultant, Adolfson Associates, containing their
findings regarding review of wetland assessment documents prepared by Raedeke Associates, as well as
site observations for Wetland 1 located on the subject site.
Adolfson Associates concurs with the Raedeke Associates report regarding physical characteristics and
Wetland Classification as a Type II wetland. However, site observations indicate that the northern and
eastern boundaries appear to extend further than the flagged boundary, by up to 20 feet in some cases.
Adolfson Associates has recommended that the northern and eastern boundaries be re -delineated and the
wetland area re -calculated.
The following are two options you have for proceeding with review of Wetland.1:
1. - Proceed with the re -delineation of north and east boundaries and re -calculation of the area
of Wetland 1 as recommended by the City's wetland consultant, and submit revised
documents to the City for review.
2. Alternatively, if your wetland consultant is confident that the wetland boundaries as
currently flagged are accurate, you may request an on -site meeting with your wetland
consultant and the City's consultant both present to review site conditions and establish a
mutually -agreeable wetland boundary. Please be advised that this alternative will require our
wetland consultant to review and revise their scope to accommodate this additional task.

ESA Adolfson (Adolfson) is pleased to present our review of materials submitted to the City of Federal
Way (City) for the proposed Federal Way Village mixed use project. Adolfson was contracted by the
City of Federal Way to review wetland delineation documentation pertaining to the proposed Federal
Way Village project. The Federal Way Village site is located in the southwestern corner of the
intersection of South 3366 Street and Pacific Highway South in the City of Federal Way.
Adolfson's review was based upon materials provided by the applicant, a review of the City of Federal
Way's sensitive areas regulations Federal Way City Code (FWCC) Chapter 22, and a site visit conducted
on November 30, 2006.
The purpose of this review is to verify that Wetland 1 located on the Federal Way Village site has been
accurately delineated in the field and has been accurately classified under the City's sensitive areas
regulations (FWCC 22-1356, 22-1357).
Document Review
For this review, Adolfson examined the following materials submitted to the City in November 2006:
• Wetland Assessment of the Kitts Corner Property (Raedeke Associates Inc., 2004);
• Summary letter regarding the wetland delineation for Federal Way Village (Raedeke Associates,
Inc., 2006).
While the 2004 Wetland Assessment Report describes four wetlands on the approximately 46-acre site, at
the request of the City, our investigation was limited to Wetland 1 located in the northwest corner of the
property.

Review Comments
FILE
According to our review of the documents provided by the City, the physical characteristics of Wetland 1
as described in the documentation prepared by Raedeke Associates are accurate. The plant communities,
hydrologic regime, and topography described all agree with our on -site observations. In addition, the
wetland classification as a Class II wetland under FWCC 22-1357 also appears to be correct.
However, the northern and eastern edges of Wetland 1 as delineated by Raedeke and Associates do not
appear to be accurate. The wetland appears to extend further to the north and east by as much as 20 feet in
some places. Standing water, hydric soils, and hydrophytic vegetation including spirea and willow was
observed beyond the wetland boundary stakes on both the north and east sides of the flagged boundary.
Based upon the observations that the delineated wetland should be expanded, it appears that the area
calculations for Wetland 1 as presented in the Raedeke Associates documents may be too small.
Recommendations
Based upon our on -site observations Adolfson recommends that the northern and eastern edges of
Wetland 1 be re -delineated to include the additional area of wetland, and that the size of Wetland 1 be re-
calculated.
Limitations
Within the limitations of schedule, budget, and scope -of -work, we warrant that this study was conducted
in accordance with generally accepted environmental science practices, including the technical guidelines
and criteria in effect at the time this study was performed. The results and conclusions of this report
represent the authors' best professional judgment, based upon information provided by the project
proponent in addition to that obtained during the course of this study. No other warranty, expressed or
implied, is made.

Authorization to Proceed
At the City's request, ESA Adolfson prepared and submitted a proposed scope and fee estimate for
review of the above -referenced documents submitted by the project applicant. Your November 6, 2006,
scope of work indicated that a budget of $5,778.00 would be appropriate for the identified tasks. At this
time, the City has received funds in the amount of $5,778.00 from the applicant. Two copies of the
wetland consultant task authorization signed by the City are enclosed. Please sign both copies, return one
original to the City, and retain the other for your files.

Subject: Wetland Review for Federal Way Village (Kitts Corner), Federal Way, Washington
Dear Mr. Fewins:
ESA Adolfson (Adolfson) has prepared this proposal for wetland consulting services for the proposed
Federal Way Village prajcct, located on 46 acres southwest of the intersection of Pacific Highway South and
South 336"' Street in Federal Way, Washington. It is our understanding that the applicant has not yet
submitted a formal application, but has requested an expedited review of submitted documents. The
following describes the scope of work, cost estimate, and assumptions for this project. This proposal has
been based on information provided by Ms. Janet Shull, AICP on October 31, 2006 as well as a conversation
with her on November 3, 2006.
SCOPE OF WORK
Task I — Conduct Technical Wetland Review. Adolfson will review the September 7, 2004 Wetland
Assessment report and the September 5, 2006 Wetland Delineation report, both of which were prepared by
Raedeke Associates, Inc. for this project. As part of this task, Adolfson will also conduct a site visit to the
project site to confirm the wetland delineation and wetland classification.
Based on information provided by Ms. Janet Shull, our review of the potential wetland impacts and proposed
mitigation will not include the filling of Wetlands 3 and 4 as those wetlands have already been mitigated
under a 1996 agreement between the City of Federal Way (City) and Campus Gateway Associates, Merlinos,
and Chase/MacLeod. We will, however, conduct a technical review of a mitigation plan prepared for any
unavoidable impacts to Wetlands 1 and 2 (and associated buffers) to ensure compliance with City Municipal
Code requirements for critical areas.
Based on our wetland review described above, we will provide you with a letter summarizing the results of
the review. The letter will state whether the wetland submittal is accurate and complete, or if additional
information needs to be provided. Since this project will be permitted under an expedited review, we will
provide you with our review letter within 10 days of our receiving a complete submittal from the City.
Assumptions: It is our understanding that the applicant is in the process of revising the site plans, and that
revised drawings will be sent to us to review as part of this task. The cost estimate for this task assumes
Adolfson will conduct two rounds of reviews during the preliminary review phase of the project: 1) one
review when the applicant formally submits an application and 2) a second for a subsequent submittal that
incorporates City comments. If, for any reason, additional reviews are needed, a revised scope of work with
additional budget would be needed.
We estimate the cost of conducting the wetland review to be $3,320.

Task 2 -- Conduct SEPA Review. We will review the Surface Water section and the Land Use and
Shorelands section of the Environmental Checklist, as they pertain to wetlands, for accuracy and consistency
between sections. We will also check the Plants and Animals sections of the Checklist to determine if these
sections are accurate and complete. Based on our review of these sections of the Environmental Checklist,
we will prepare a brief memorandum summarizing our comments. Our memorandum can be used as a basis
for preparing a Staff Report for the Hearing Examiner.
Assumptions: We assume that up to two rounds of review will be required: one based on the formal
application submittal and a second one that incorporates revisions based on City comments. We would be
able to provide additional reviews, if necessary, but these would require a modification to the scope of work
and additional budget.
We estimate the cost of conducting the SEPA review to be $1,329.
Task 3 - Attend HaaEi zS. This project will be permitted in the City of Federal Way as Process IV, which
requires a hearing before the Hearing Examiner. As part of this task, one Adolfson staff member will attend
the hearing for this project, if necessary.
Assumptions: We have assumed one day for attendance at and participation in the hearing. Should
additional days at the hearing be required, or if there is a SEPA appeal, we would require a modification to
this scope of work. If, for any reason, our presence at the hearing is not needed, we will not charge to this
task.
We estimate the cost of attending the hearing to be $830.
The total cost of conducting the three tasks listed above for the City is $5,778. You will be billed on a time
and materials basis for hours and expenses actually incurred. We will not exceed this cost estimate without
prior written authorization from you. Note that this proposal is limited to conducting reviews during the
preliminary review phase of the project only (i.e., from the initial submittal through the day of the hearing).
Should the City require assistance during the construction permit review phase, we would be able to assist
you. However, any technical wetland services that may be needed during that phase of the project would
require a separate scope of work and additional budget.
