CALL TO ORDER:
Chair Katherine Festa called the meeting to order at 5:39 p.m.
PUBLIC COMMENT:
None.
APPROVAL OF JULY 17, 2023 MEETING MINUTES:
Commissioner Ricks-Maccotan motioned to approve July 17, 2023 meeting minutes;
Commissioner Scanlon seconded the motion. Motion carried 8-0.
COMPREHENSIVE PLAN HUMAN SERVICES CHAPTER, SOCIAL SERVICE
NEEDS:
Coordinator Bachrach provided the following:
1. A high-level timeline through 2023 for Human Services Chapter.
2. Presented a draft vision statement, "To advance and strengthen equitable, accessible, and
culturally responsive community services so that individuals and families thrive".
3. An overview of the community needs survey with results.
4. Coordinator Bachrach presented data that has been collected for the chapter around
demographics, education, health, and homelessness.

Coordinator Spaulding-Klewin informed the Commission about high-level view of the Focus
Groups and results of the Focus Groups.
COMPREHENSIVE PLAN AD HOC COMMITTEE UPDATE:
Commissioner Schultz reported no new meetings this month.
STAFF REPORT:
Coordinator Bachrach reminded Commissioners of the following:
1. Due date for CERF applications scoring is August 29.
2. Housing Repair and Minor Home Repair applications were re -opened and now closing
September 1, 2023.
3. ARPA Grant Applications for Financial Literacy and Workforce Development open
August 18.
Coordinator Spaulding-Klewin presented about one more site visit and having Commissioners
sign thank you notes to agencies for site visits.
COMMISSIONER COMMENT:
Commissioner Taylor commented on the last two applications, one making her happy and the
other application, not so much.
Commissioner Alexander reported on her Catholic Community Services visit.
Commissioner Walsh and Commissioner Schultz commented on the site visit.
Commissioner Ricks-Maccotan commented recent funding opportunity received 36 applications.
18 applications were funded totaling $3 million.
