The following items must be addressed prior to issuance of building permits for the project. 1. The building permit application must include a revised set of landscape plans. The landscape plans submitted and approved for the site work (reference permit 13-102434-EN) show a different site layout than the most recent plans submitted for the building permit application. Discrepancies noted include a different layout of pedestrian pathways, additions of stair runs and retaining walls, and changes to parking stall and landscaping locations. The revised set of landscape plans must be updated to be consistent with the proposed revisions to the site layout. The revised set of landscape plans will be reviewed and approved along with the building permit for Building A. Once approved, the landscape plans will serve as the approved landscape plans for all buildings on the project site and all other building permit applications for the site may reference the landscape plan set submitted for Building A, in lieu of submitting duplicate sets of landscape plans for each building. Resubmit four (4) copies of the entire set of landscape plans (all plan sheets) that were reviewed and approved for the above -referenced permit with revisions as necessary to make them consistent with the current proposed site layout. The following are some particular concerns noted in the staff review of the site plans submitted with Building A, as are with the earlier approved landscape plan set that should be addressed in the revised landscape plan set: The six-foot tall wood fence indicated on plan sheet A1.01 is located in the middle of the landscaping bed located between the property line and the retaining wall. The fence needs to be relocated to sit on the property line, or else be eliminated from the site plan. As depicted, the fence is running right down the center line of the proposed planting locations for trees and shrubs and will not allow for planting of required and approved landscaping. if the fence is retained, its location should be indicated on the revised landscape plans so it is clear how the planting and fence will collocate on the site. Additional walls are indicated on the-sio plan Sheet A1.0 and Sheet Al .0.1 that were not indicated on the approved EN landscape plan drawings: S ecifs locations where new walls are located include between Building A and the Recreation Center, and in the vicinity of Buildings L and K. Wall height information must be provided f0f these [iew walls. If they exceed four feet in height, a building permit must be obtained for these walls. No walls may exceed six feet in height. c. In the vicinity of Building A, benches and trellis are shown straddling the pedestrian path; please relocate the benches and trellis as necessary to accommodate changes in pedestrian pathway location. Also, note that the detail references for the pedestrian entry plaza design are not always correctly cited on Sheets A1.0 and A1.0.1. d. Clearly indicate the location of all bike racks on the revised landscape plan and the number of bikes to be accommodated at each bike rack location. The plans should clearly indicate how a minimum of 74 secure bike storage locations is provided on the site per the conditions of the Process III land use approval for the project. e. Per a March 13, 2014 email, staff was advised that there were minor changes to the tot lot play equipment layout. Please provide the revised playground design information with the resubmitted plans. If the revisions to the tot lot play equipment layout affects the associated landscaping, or other site features, that must be clearly depicted on the revised landscape plans. f. The submitted site plans A1.0 and A1.0.1 show the addition of stair runs within pedestrian paths in the vicinity of Building N (north of) and Building J (north of). In the situation where a new stair run is shown near Building J, it appears that benches are shown superimposed on the stairs — please clarify and revise plans as necessary. Cr. The submitted site plan Al .0 shows revisions to crosswalk locations in the vicinity of Buildings M, N, G, and J, and elimination of a crosswalk between Buildings G and J. Staff believes that the location of crosswalks shown on the previously approved landscape plans provided better connectivity on a site -wide basis. Either revise the crosswalk locations to their earlier configuration (see redlined plans), or provide a written explanation as to why this new proposed layout is superior, and clearly indicate how associated revised parking lot landscape planting areas meet minimum parking lot landscaping dimensional standards. 2. The site lighting plans were routed to Police Department staff for review and the following comments were provided. Please address these comments and update the submitted lighting plan sheets as necessary. a. There should be no lighting along the pedestrian trail through the wetland. The path is to be `closed' during evening hours and light will invite activity. b. Police department staff still needs to see plans for the security camera and gate placements. (This information should be provided on updated site and landscape plan sheets.) c. Police department staff has a concern about two parking areas on the plans that seem to lack any Type E2 (Lithonia, Series# Contour Kad) Lighting. These are referenced in E3.1 i by building `V and in E3.07 between buildings `Q' & `Z.' Dark parking lot areas are often a target for criminals. As of the time of this writing, the applicant has submitted copy of e-mail correspondence (October 1, 2013) from Waste Management staff that specifies that, "The project site is designed in such that Waste Management will be able to pick up garbage and recycle on this project. " Waste Management has indicated that the site is designed so that garbage and recycling will be able to be removed by their equipment. That does satisfy some of our ongoing concerns with proposed garbage and recycling facilities, but fails to account for issues outlined below that are intended to encourage the applicant to design the site to be more livable and efficient. The applicant has failed to demonstrate that the size, number, and distribution of the waste and recycle facilities are adequate for this site. Staff remains concerned that other points addressed in earlier comment letters have not been unanswered to the city's satisfaction. The city issued land use approval with the condition related to garbage and recycling facility rather than requiring all comments be addressed prior to issuance of land us approval in order to facilitate the advancement of the project through the permitting process on good faith that these concerns would be addressed during building permit review. The applicant has not met the intent of the city's request for sufficient additional details to show how adequate capacity for waste and recycling services will be provided for residents. The city cannot issue building permit approval without better assurance that garbage and recycling waste will reliably make it from residential units to the designated garbage/recycling collection areas on site. The following comments from the June 24, 2013, city review letter still have not been adequately addressed by the applicant: The applicant's responses regarding on -site waste management do not address issues raised previously by the city and by Waste Management. Past city input suggested designating a space for maintenance equipment and storage of bulky waste materials. This is because appliances, mattresses, etc., will be dumped by tenants even if `prohibited' by management. Your response indicated that compactor's enclosure would be used File a 1 i-102S42-00-NI F Doc I D 64427 W Mr. Matt Hough Page 3 November 15, 2013 for storage of bulky materials. This is not recommended. Do not plan to store such items in the "Trash Enclosure" containing the compactor. That will lead to problems in accessing and servicing the compactor unit. The applicant can probably fit a 30 cubic yard compactor (no larger due to weight) in the "Trash Enclosure" —it will have steel guide plates mounted on the pavement, so applicant should omit the proposed `curb' shown in that enclosure. The applicant should use a Self -Contained Compactor to limit potential for leakage which is common with Stationary Compactors. Also, the enclosure plans submitted do not show power source —there has to be a sufficient power source to run the Self -Contained Compactor. The applicant should consult with a compactor sale and services vendor to ensure that the proposed "Trash Enclosure" depth is adequate and that the applicant sources a Self -Contained Compactor. Also, the applicant should show that there is no curb or sidewalk steps in front of the enclosures. Waste Management and the city requested that recycle enclosures have wider gates. The applicant has refused to make these changes. Again, the front gate should have at least eight feet of clearance to allow a larger dumpster to be installed within and serviced directly by a front loader. The orientation of Recycle 3 enclosure is correct for access by a front loader. Recycle 1 is located such that roll out service will be required. If the applicant can place the enclosures so that the garbage company can access them straight on with a front -loader, maintenance staff will not have to touch or move the recyclables; the hauler will do that and save maintenance costs. The city still suggests using tow carts and a tipper for garbage, and designing the enclosure layouts to allow front load truck access straight into the enclosure for collection of recyclables. The city is concerned about the concept of `recycling only' enclosures. Sites 1 and 3 could easily become dumping grounds, since residents will use these sites to avoid the trip all the way to the compactor. Having only one garbage enclosure for the entire property is inefficient for resident and maintenance access. This site approaches 10 acres, and straight line distance to the enclosure is over 400 feet from housing in the corners of the property. That is a long way to go to "take out the trash." The city previously suggested that the applicant should consider going with tow -carts for garbage, with tow -carts positioned in several enclosures near the resident structure clusters. Maintenance staff would then rol I these carts to the compactor (equipped with a tipper). These enclosures should be sized large enough to include space for dedicated recycling dumpsters that Waste Management would service. This will cut down on what maintenance staff has to move to the compactor area. The applicant resubmittal states, "onsite staff will use carts to manage/distribute refuse from remote areas. " This still appears to be unworkable —there are no places designated where remote area garbage containers can be enclosed in accordance with Federal Way Revised Code (FWRC). Past city input suggested designating a space for maintenance equipment and storage of bulky waste materials. This is because appliances, mattresses, etc., will be dumped by tenants even if `prohibited' by management. The applicant should use a Self -Contained Compactor to limit potential for leakage which is common with Stationary Compactors. Also, the enclosure plans submitted do not show power source —there has to be a sufficient power source to run the Self -Contained Compactor. The applicant should consult with a compactor sale and services vendor to ensure that the proposed "Trash Enclosure" depth is adequate and that the applicant sources a Self -Contained Compactor. Also, the applicant should show that there is no curb or sidewalk steps in front of the enclosures. Waste Management and the city requested that recycle enclosures have wider gates. The applicant has refused to make these changes. Again, the front gate should have at least eight feet of clearance to allow a larger dumpster to be installed within and serviced directly by a front loader. The orientation of Recycle 3 enclosure is correct for access by a front loader. Recycle 1 is located such that roll out service will be required. If the applicant can place the enclosures so that the garbage company can access them straight on with a front -loader, maintenance staff wiI I not have to touch or move the recyclables; the hauler will do that and save maintenance costs. The city still suggests using tow carts and a tipper for garbage, and designing the enclosure layouts to allow front load truck access straight into the enclosure for collection of recyclables. The city is concerned about the concept of `recycling only' enclosures. Sites 1 and 3 could easily become dumping grounds, since residents will use these sites to avoid the trip all the way to the compactor. Having only one garbage enclosure for the entire property is inefficient for resident and maintenance access. This site approaches 10 acres, and straight line distance to the enclosure is over 400 feet from housing in the corners of the property. That is a long way to go to "take out the trash." The city previously suggested that the applicant should consider going with tow -carts for garbage, with tow -carts positioned in several enclosures near the resident structure clusters. Maintenance staff would then roll these carts to the compactor (equipped with a tipper). These enclosures should be sized large enough to include space for dedicated recycling dumpsters that Waste Management would service. This will cut down on what maintenance staff has to move to the compactor area. The applicant resubmittal states, "onsite staff will use carts to manageldistribute refuse from remote areas. That does satisfy some of our ongoing concerns with proposed garbage and recycling facilities, but fails to account for issues outlined below that are intended to encourage the applicant to design the site to be more livable and efficient. The applicant has failed to demonstrate that the size, number, and distribution of the waste and recycle facilities are adequate for this site. Staff remains concerned that other points addressed in earlier comment letters have not been unanswered to the city's satisfaction. The city issued land use approval with the condition related to garbage and recycling facility rather than requiring all comments be addressed prior to issuance of land Lis approval in order to facilitate the advancement of the project through the permitting process on good faith that these concerns would be addressed during building permit review. It is not the intent to have this fence "splitting" the property line. b. Additional walls are indicated on the site plan Sheet A 1.0 and Sheet A 1.0.1 that were not indicated on the approved EN landscape plan drawings.
