Required parking for a car wash is one parking stall for each 300 square feet of gross floor area. The gross floor area of the car wash building is 4, 833 square feet, requiring 17 parking stalls. As depicted, the proposed two parking stalls and 13 vacuum stations, for a total of 15 stalls, does not meet minimum parking stall requirements for the proposed building gross floor area. Pursuant to Federal Way Revised Code (FWRC) 19.130.020(3), "Exemptions," the number of parking spaces required may be reduced if one of the following criteria is met. - a) Provides shared parking in accordance with FWRC 19.13a120 b) Provides a parking study in accordance with FWRC 19.130.080(2) Please revise the plans to include additional stalls as required or provide documentation on how you meet one of the exemptions above. • Comment noted — We are providing 17 parking stalls for the car wash. As noted previously, the proposed water quality treatment system does not meet the Enhanced Basic treatment criteria of the 2016 King County Surface Water Design Manual (KCSWDM). Per Section 6.1.2 (page 6-8) of the KCSWDM, there is currently `:..no proprietary media or membrane filters (that) are approved ..in a treatment train for enhanced basic treatment." The city will allow the use of other proprietary systems that have been granted General Use Level Designation (G.U.L.D.) status through the state Department of Ecology (DOE) approval process, but that are not necessarily identified in the KCSWDM. No civil plans were submitted —please submit a civil plan sheet that shows two cross sections (one in each direction) across the proposed detention facility. One cross-section shall include the outlet control structure. Comment noted — civil plans enclosed reflecting cross sections. 3. As noted in the preapplication summary letter and subsequent correspondence, due to the subdivision of land (BSP)and the development of the carwash, FWRC 19.30.120, "Nonconforming Water Quality Improvements" applies to the entire site. Therefore, water quality treatment will be required for the entire site, including new and existing pollution generating impervious surfaces. Treatment options must be selected from the Enhanced Basic Water Quality Menu provided in the KCSWDM, or as noted above, those systems that have been approved for enhanced treatment under the DOE G.U.L.D. process. o Comment noted — We are no longer proposing a Binding Site Plan. However, we are showing water quality treatment for the entire site. One system for the Carwash and one system for the existing batch plant. Together these systems provide treatment for the entire site. Please see plans and reports provided for more details. Additionally, Plant 2 LLC, as applicant and owner has decided to withdraw their application, file number 18- 101511-00-SU for the proposed Binding Site Plan at this location, 3505316th Ave S. The requirement to bring the site into water quality treatment compliance will necessitate the existing concrete batch plant to temporarily shut down. In order to continue concrete production a portable concrete batch plant will be relocated on -site while modifications are made. The revised plans show the location of the temporary portable concrete batch plant. Please also see the revised landscape plan which now reflects the entire subject parcel. After evaluating your request, review of existing conditions and property records' on adjacent properties, review of Federal Way Revised Code (FWRC) provisions (Sections 19.135.251 — Block perimeters), and direction provided by the City Council, the Public Works Department hereby denies your request to waive the required block perimeter requirement as part of the Binding Site Plan (BSP). Federal Way Revised Code (FWRC) Section 19.135.251 - Block perimeters, states (in part) that "Streets shall be provided to develop a street network with a block perimeter of no greater than 2, 640 feet.... This requirement may be modified if connections cannot be made due to: (1) Topographical constraints, (2) Environmentally sensitive areas, (or) (3) 4djacent development not being conducive. " Staff reviewed the Access Easement agreement provided with your request and found that under paragraph 6, it states that the locked gates are temporary, and not necessarily meant to be permanent. Additionally, as part of The Crossings development/binding site plan (properties to the north of the Plant 2 property), the City required that a Tract `X' be set aside for a future north -south roadway on the west side of what is now the Sportsman's Warehouse store. This Tract X aligns with the western property line of the Plant 2 property. Given the location/alignment of the Tract X on The Crossings property and the language in the access easement that the locked gates are expected to be temporary, it appears the City had anticipated the eventual redevelopment of the Plant 2 property (as well as other adjoining properties), and have begun the conceptualization of a grid road system that will provide the block perimeter standard for this larger area of commercial development. I Property Records include Access Easement Agreement, Recording No. 20050805001907, Crossings Retail Center Binding Site Plan, Rec. No. 20060306001716, and Opus NW Tract X Agreement, Rec. No. 20060306001717 We find that your request does not meet any of the exceptions for modification identified under FWRC 19.135.251, and therefore, the Binding Site Plan will have to provide the means to meet the required block perimeter standard. Our recommendation is to provide a Tract X on your property that creates a north -south connection between S 352nd St and the access roads/drive aisle on The Crossings properties. The northern terminus of this tract should align to the southern terminus of the Tract X on The Crossings property. Since it's uncertain at this time how the western portions of the Plant 2 properties are going to develop in the future, the actual physical improvements of the Tract X roadway may be deferred until such time as the remainder of the Plant 2 site is redeveloped. The conditions of this right-of-way modification will be applicable for a period of one year. If a Land Use approval is not issued within the one year time period, this waiver will be void, and a new request for modification shall be submitted. This right-of-way modification request is to waive the requirement for a 'new north/south connection to be provided between the existing private roads to the north and S 352nd Street either along the west property line near Sportman's Warehouse or through the middle of the property at the existing stub out near LA Fitness'. With the development of The Crossing Retail Center under BSP 04-102097-SU by Opus in 2005, an east/west fire access easement was established between multiple properties. However, in acquiring that easement, there was specific language included within this multi -parcel easement that required Opus to install gates that would be accessible for Fire Department use only. A copy of the easement (recorded under AFN 20050805001907) is attached for reference. You will note that within paragraph 2, Opus was required to install those gates specifically to prevent tenants and customers from using the easement area — as such, the easement is strictly for fire access and is not to be considered a private road. The applicant cites language in an Access Easement agreement recorded on The Crossing's parcel to the north, contending that this language (which requires locked gates across certain private access roads) will restrict or otherwise prohibit this property owner's ability to make a north -south connection to The Crossing's development. A copy of the recorded agreement was attached to their request letter. Staff Analysis FWRC Section 19.135.251 Block perimeters, states "Streets shall be provided to develop a street network with a block perimeter of no greater than 2, 640 feet.... This requirement may be modified if connections cannot be made due to: (1) Topographical constraints, (2) Environmentally sensitive areas, (or) (3) Adjacent development not being conducive. " Staff reviewed the referenced Access Easement agreement, and noticed that further into the agreement (paragraph 6), it states that the locked gates are temporary. Additionally, as part of The Crossings development/binding site plan, the City required a Tract `X' be set aside for a future north -south roadway on the west side of what is now the Sportsman's Warehouse store. This Tract X aligns with the western property line of the Plant 2 property. A copy of the recorded Tract X is attached. Given the location/alignment of the Tract X on The Crossings property and the language in the access easement that the locked gates were anticipated to be temporary, it appears the City had expected the eventual redevelopment of the Plant 2 property (as well as other adjoining properties), and has begun the conceptualization of a grid road system that will provide the block perimeter standard for this larger area of commercial development. Requirements / Conditions of Approval After review of the exceptions identified in FWRC 19.135.251, and review of the access easement and Tract X agreements, staff recommends denial of their request, and recommends that a Tract X be set aside for a future north -south roadway as a condition of approval of the Binding Site Plan. Actual roadway improvements within the Tract X could be deferred until future redevelopment occurs on the western portion of the Plant 2 property. The new structure will also consist of a built-up tower element for branding and visibility. This structure will also include additional building space for sales, employee and management areas, a restroom and space to house the car wash mechanical equipment (mechanical equipment by owner's vendor). There will be a continuous metal canopy installed on the west, south and east sides of the building to provide coverage for the consumer at the vacuum area, exiting the tunnel and entering the tunnel. The consumer will access the wash tunnel from the main entrance located south of the parcel via S 352nd Street. Once on the parcel, you'll be directed toward the queuing area where there are (3) pay stations, for payment to access the wash tunnel. Traffic will flow from the east to the west through the tunnel and will exit the parcel via the site access on the northwest side of the parcel. Due to the north and south facades being longer than 60 feet and are visible from the right of way, our design intends to utilize the facade modulation option in combination with landscape screening to comply with Community Design Guidelines. There will be tower structures on the east and west ends of the car wash Tunnel. On the north facade, at the car wash tunnel, the west tower structure will extend north beyond the base building 2 feet and will continue 52 feet before reaching a 12 feet long mid -span bump -out. Then another 2 foot deep recess by 52 foot span will continue along the base building until it reaches west tower feature. Within the landscape area north of the tunnel structure, we intend to use plant material which complies with the type II requirements that will act as landscape screening. On the south facade, we plan to use the modulation option along with the canopy option. Starting from the west to east, at the building bump -out, there will be a 15 foot by 2 foot deep modulation which is centered on the base building. The south facade will be wrapped with a canopy structure that extends along the full length of the building. This canopy protrudes south from the face of the building 15', and will provide coverage to customers using the vacuum equipment. To comply with the methods to articulate blank wall, along the north facade, we propose to use the recessed windows, with material indentation above them, in combination with material variations. At the east and west tower structures we're proposing to use architectural wall panel and a composite siding. Along the base building, it will be ground face CMU block. INTRODUCTION The main goals of this study focus on the assessment of existing roadway conditions and forecasts of newly generated project traffic. The first task includes the collection of general roadway information, public transportation information, and entering sight distance data. Forecasts of future traffic and dispersion patterns on the street system are then determined using established trip generation and distribution techniques augmented by a local trip generation study. As a final step, appropriate conclusions and mitigation measures are defined if needed. // PROJECT DESCRIPTION The proposed Federal Way Car Wash is part of a binding site plan development in the City of Federal Way. The proposed project is a single tunnel design contained in a structure with approximately 4,600 square feet. The building is allocated between mechanical, electrical and ancillary space plus the carwash portion of the building. The site is located on the west side of 16th Avenue S with South 352nd Street bordering along the south. The site address of the entire site is listed as 35053 16th Avenue S. The parcel number for the full site is 2021049116 on 4.33 acres. The portion of the site allocated to the car wash project is approximately 0.97 acres and the entire site is zoned CE (Commercial Enterprise). Primary access to the site will be via two existing entrances with one at the north side of the site with access to 16th Avenue S and the second access to 352nd Street S and both of which would operate as a right in/right out based on the current street configuration. A connection to the north into the shopping center is also shown but is gated. Buildout and operation of the project is forecasted for 2017/2018. The surrounding land uses are commercial and retail in the area. The site is currently used as a concrete batch plant which has been established for a number of years. Figure 1 on the following page shows the vicinity map and roadway system servicing the site. FUTURE TRAFFIC CONDITIONS A. Trip Generation Study Trip generation is used to determine the magnitude of project impacts on the surrounding street system. Data presented in this report was taken from and independent trip generation study conducted on tunnel car washes. Data for this particular use in the Institute of Transportation Engineer's publication Trip Generation, Tenth Edition for Land Use Code, Automated Car Wash is not well developed with very few studies listed The proposed structure for the Federal Way Car Wash is larger in terms of square footage in comparison to the study sites. The latest technology and operational schemes require a larger building then what is represented below. The sites are generally open from 8 AM to 7 PM and are attended by one to two employees. 1. Study Sites a. Brown Bear Car Wash, 5950 6th Avenue, Tacoma. This site is located just west of Pearl Street and SR-16. 6th Avenue has a 5-lane cross-section across the site frontage, with a split (inbound/outbound) access to the site. The building area is listed at 1334 square feet. One wash tunnel is provided, along with vacuum stalls. b. Brown Bear Car Wash, 814 Auburn Way S, Auburn. This site is located at the intersection with D Street SE, where Auburn Way has 2 lanes per direction plus left turn lanes. The site has access points on D Street SE and Auburn Way, as well as a backdoor access on 8th Street SE. The building area is listed at 1540 square feet. One wash tunnel is provided, along with vacuum stalls. c. Brown Bear Car Wash, 22706 Marine View Drive W, Des Moines. This site is located at the intersections with 8th Avenue S as well as with S 227th Street. Marine View Drive (SR-509) has a 3-lane cross-section in the vicinity, with multiple project access points. Project access is also available via 8th Avenue S and S 227th Street. The building area is listed at 1560 square feet. The opening of the business typically occurs no earlier than 8 AM. The first hour could expect approximately 2 to 4 washes. The daily use of the site, based on ITE data and other published data, calculates the PM peak hour to be approximately 9 percent of the daily traffic. Using the 36 PM peak trips calculates the daily traffic to be an estimated 400 daily trips. 4. Pass -by Traffic The large adjacent street traffic will be the source of a substantial portion of patrons resulting in a combination of some new traffic and pass -by traffic to and from the site. Attached to this study are rate sheets from the city of SeaTac and the city of Fife which recognizes that an automatic car wash has a pass -by rate of 65 percent and 50 percent respectively which is a reasonable assumption for the trip types associated with this site. For the purposes of this study assume 50 percent pass -by. New PM peak traffic = 0.50 x 36 = 18 total trips with 50 percent inbound, 50 percent outbound. Pass -by traffic = 0.50 x 36 = 18 total trips with 50 percent inbound, 50 percent outbound. B. Trip Distribution and Assignment The trips generated by the project are expected to follow the general trip pattern as shown in Figure 3. Figure 3 gives a best guess estimate of how traffic is likely to travel to and from the site during the critical peak hour. A portion of those seeking a car wash would be sourced from traffic already passing the site or linked to traffic that are attracted to the shopping opportunities in the area. V. SUMMARY The Federal Way Car Wash proposes to construct a single tunnel car wash in a building with approximately 4,600 square feet. The site is located on the northwest corner of the 16th Avenue South and South 352nd Street intersection . The trip generation summary is provided in Table 1 and suggests approximately 36 PM peak hour trips (18 inbound/18 outbound) could be expected with 18 of the trips defined as new trips and the remaining 18 trips as pass -by.
