The City of Federal Way's Community and Economic Development Department has completed an
administrative land use review of the proposed upgrades to an existing Personal Wireless Service Facility
(PWSF) located on an 85-foot Puget Sound Energy (PSE) monopole, at the above -mentioned site.
Additional modifications to existing ancillary equipment located within a fenced area are also proposed.
The modification is part of a technology upgrade being performed on Sprint Spectrum's network, in order
to improve service to its customers in the area.
The Process I application was submitted and determined to be complete on September 19, 2012. Your
proposal is found to be consistent with provisions of Federal Way Revised Code (FWRC) Chapter 19.55,
`Process I — Director's Approval', and Chapter 19.255, `Personal Wireless Services Facilities'. Your
Process I proposal is hereby approved.
The Process I land use approval is supported by the following statement of facts:
1. Zoning & Land Use — The zoning designation for the subject property is Community Business (BC).
PWSFs are permitted in the BC zone pursuant to the zoning chart found in FWRC 19.220.120.
Review Process — According to submitted materials, the applicant proposes to remove six existing
antennas, and install three new panel antennas. No height increase is proposed. Two equipment
cabinets will be removed and replaced with three new cabinets and ancillary equipment within an
existing fenced equipment area. The replacement of antennas on an existing PWSF is subject to
Process I Director's Approval pursuant to FWRC 19.15.030 `Review processes for improvements and
additions to developed sites'.
3_ Prioritized Locations — AppIicant proposes PWSF improvements in an "existing broadcast, relay
and transmission towers" or the second prioritized location set forth in FWRC 19.255.010(4). The
highest prioritized location is not feasible as this proposal is an upgrade to an existing facility. By
choosing the higher priority location, redundant facilities would be created and possibly cause
negative effects to the overall network. Staff finds the applicant has met the burden to utilize the
second prioritized location.
4. Cumulative Effects — The City must consider the cumulative visual effects of PWSFs mounted on
existing structures and/or located on a given permitted site in determining whether additional permits
may be granted so as to not adversely affect the visual character of the City. As shown on the site

plan, elevations, and photos, the replacement of six antennas with three new panel antennas and
cabinet equipment are not a substantial increase to the existing site. The PWSF will not adversely
affect the visual character of the City and there is no proposed height increase.
5. Facility — The existing and proposed facility exceeds microcell and minor facility thresholds defined
in FWRC 19.05.130. Facilities exceeding such thresholds may be permitted if (1) adverse visual
impacts are not created; (2) equipment cabinets meet adopted development standards; and (3) the
number of antennas and their size are appropriate for the location. All three criteria have been met as
further analyzed in this document's findings.
6. Exempt Activity — Applicant proposes to remove two cabinets and add three cabinets within the
equipment enclosure. Proposed upgrades will occur within the enclosure and within the existing
fenced area resulting in no exterior alteration. Therefore, these changes are exempt from PWSF
standards set forth in FWRC Chapter 19.255 and are permitted outright with no further zoning
compliance required pursuant to FWRC 19.255.010(3)(g).
7. State Environmental Policy Act (SEPA) —The proposed improvements are exempt from State
Environmental Policy Act review as the scope of work meets categorical exemption WAC 197-11-
800(25)(a)(ii), a facility exceeding microcell status, attached to an existing structure, not a residence
or school, and located in a commercial zone.
8. Additional Permits — A separate electrical permit will be required. Please contact a Development
Specialist at 253-835-2607 if you have questions regarding the electrical permit application process.
9. Process I Thresholds —The proposed improvements meet Process I purpose criteria set forth in
FWRC 19.55.020 including compliance with applicable provisions of FWRC Title 19 `Zoning and
Development' and health, safety, and welfare standards.
CLOSING
This decision shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this site. This Process I approval does not constitute approval of an electrical permit.
The effective date of this decision is October 5, 2012, or three days from the date of this letter. Pursuant
to FWRC 19.55.050, any person who received notice of this administrative decision may appeal the
decision to the Federal Way Hearing Examiner by October 19, 2012. Any appeal must be in the form of a
letter delivered to the Department of Community and Economic Development with the established fee.
The appeal letter must contain a clear reference to the matter being appealed and a statement of the
alleged errors in the Director's decision. No work on the proposal can commence until the end of the
appeal period.
In that you are the only party of record, you may waive your right to appeal by submitting a letter to this
effect to the City of Federal Way, Department of Community and Economic Development Services.
Work on the site may not commence until you have been issued the appropriate electrical permit.
This Process I approval is valid for one year from the effective date of this decision. If no further action is
taken within one year, this decision will expire. A one-time, 180-day extension may be granted only if a
written request is submitted to the City's Department of Community and Economic Development at least
30 days prior to the expiration of the decision.

Enclosed please find an the Master Land Use Application and six (h6) sets of drawings for a proposed
AT&T modification to an existing wireless site located at 29205 18` Avenue S., Federal Way, WA 98003,
APN#304020-0065.
The proposed modification consists of removing (6) existing panel antennas, installing (3) new panel
antennas, remove (2) existing cabinets, install (3) new cabinets, and adding ancillary equipment to
existing facility located within a Neighborhood Business (BC) zone. No height increase proposed.
Proposed modifications do not change the use of the existing facility. Project is exempt from SEPA and
there is no reduction, material change or adverse impact to landscaping, parking, utilities, approved
architectural design, or environmentally critical areas as defined by FWRC 19.145.
The modification will not result in a change in visual impact, and is part of a technology upgrade being
performed on Sprint Spectrum's network, in order to improve service to its customers and strengthen
reliability and capacity in its network.
