PLAN ACCORDING TO MARCH 20, 2007 COMMENTS RECEIVED FROM THE CITY OF FEDERAL WAY PLANNING DIVISION, THE PROPOSED WETLAND BUFFER AVERAGING PLAN MUST MEET ALL OF THE CRITERIA DESCRIBED IN FWCC 22-1359(B)(1-4). THE PROPOSED SITE DEVELOPMENT IS SHOWN TO IMPACT 1,260 SQUARE FEET OF WETLAND BUFFER (SHEET 1 OF 1). THIS IMPACT EXTENDS APPROXIMATELY 25 FEET INTO A 100-FOOT WIDE BUFFER. THE PROPOSED PLAN IS TO PROVIDE 2,271 SQUARE FEET OF ADDITIONAL BUFFER AS COMPENSATION. NO ADDITIONAL PLANTING IS PROPOSED FOR THIS BUFFER. THE FOLLOWING BUFFER AVERAGING PLAN IS BASED, IN PART, ON INFORMATION OBTAINED FROM OTHER BARGHAUSEN STAFF THAT HAS BEEN ON -SITE AND ABLE M DESCRIBE THE EXISTING SITE CONDITIONS OF THE UNDISTURBED PORTION OF THE PROPERTY. THE IMPACTED BUFFER IS DOMINATED BY GRASSES AND SHRUB SPECIES. BUFFER AVERAGING CRITERIA (1) REDUCED BUFFERS WILL NOT AFFECT THE WATER QUAUTY ENTERING A WETLAND OR STREAM. COMMENT: A PORTION OF AN ASPHALT PARKING LOT WILL OCCUPY THE IMPACTED PORTION OF THE BUFFER. A CURB, 6-INCH HIGH, WILL PREVENT SURFACE RUNOFF FROM ENTERING THE WETLAND BUFFER. STORMWATER WILL BE DIRECTED INTO UNDERGROUND VAULTS THAT WILL RELEASE PEAK FLOWS INTO THE WETLAND VIA A 24-INCH CMP PIPE (SHEET 1 OF 1). INSTALLATION OF THE STORMWATER DETENTION OUTLET PIPE WILL INVOLVE A TEMPORARY BUFFER IMPACT, WHICH WILL BE REPLANTED WITH NATIVE VEGETATION. A SPECIFIC PLANTING PLAN FOR THIS AREA WILL BE SUBMITTED FOLLOWING APPROVAL OF THIS CONCEPT. THERE IS AN EXISTING STORMWATER DRAIN THAT EXTENDS FROM 6TH AVENUE SOUTH, ALONG THE NORTH PROPERTY UNE AND INTO THE WETLAND (SHEET 1 OF 1). (2) REDUCED BUFFERS WILL NOT ADVERSELY AFFECT THE EXISTING QUALITY OF WILDLIFE HABITAT WITHIN THE WETLAND FOR THE BUFFER. COMMENT, ONE TREE WILL BE REMOVED AS PART OF THE BUFFER IMPACTS. THE BUFFER AVERAGING PLAN PROVIDES ADDITIONAL AREA THAT INCLUDES 5 TREES AS WELL AS ADDITIONAL PROTECTION BETWEEN THE WESTERN PORTION OF THE PARKING AREA AND THE WETLAND (SHEET 1 OF1). THIS ADDITIONAL BUFFER WIDTH WILL HELP ENSURE WILDUFE HABITAT AND QUAUTY OF HABITAT IS MAINTAINED BETWEEN THE DEVELOPMENT AND WETLAND. (3) REDUCED BUFFERS WILL NOT RESULT IN UNSTABLE EARTH CONDITIONS NOT CREATE EROSION HAZARDS. COMMENT- THE BUFFER SLOPE WILL BE REGRADED, AS NECESSARY. THE PROPOSED SLOPE, BETWEEN THE PARKING LOT AND NATURAL BUFFER IS PROPOSED TO BE APPROXIMATELY 10 FEET WIDE WITH A SLOPE OF 4-1. THE SLOPE AREA OUTSIDE THE PARKING LOT IS PROPOSED TO BE PLANTED WITH LANDSCAPE PLANTINGS TO HELP RESTRICT EROSION AND PROVIDE ADDITIONAL PROTECTION BETWEEN THE PARKING LOT AND NATURAL BUFFER AREA.
