14-104797CITY OF Ak Federal Way DATE: November 10, 2014 iJILE ORANDUM Community Development Department TO: Tony Doucette, PE, SWM Engineer FROM: Matt Herrera, AICP, Senior PlanM9-44�� SUBJECT: BINGAMAN CREEK RE-CLASSIFICATION - (14-104797-00-AD) This memorandum responds to your request to reclassify Bingaman Creek, also known as URS Gap Analysis streams T-2 and T-3 within city limits, from a `major' to a `minor' stream due to upstream blockages outside city limits. Following review of the SWM Division findings, the Community Development Department will not reclassify streams T-2 and T-3 at this time as the upstream barriers do not meet the natural blockage thresholds as identified below. Federal Way Revised Code 19.05.130 defines a major stream as "...any stream, and the tributaries to any stream, which contains or supports, or under normal circumstances contains or supports, resident or migratory fish. If there exists a natural permanent blockage on the stream course which precludes the upstream movement of anadromous salmonid fish, then that portion of the stream which is downstream of the natural permanent blockage shall be regulated as a major stream." SWM staff identified a potential natural blockage due to grade elevations of 6.2 percent between 401' Ave S. and 55`h Ave S. (200' over a distance of 3,200 linear feet). Within this reach there contains shorter segments of 13.5 percent and 20 percent slopes. SWM staff also identified a siphon culvert at South 288th Street and Interstate 5 as a fish barrier. Community Development staff utilize the following Washington Department of Fish and Wildlife natural stream barrier standards identified in the Fish Passage Barrier and Surface Water Diversion Screening Assessment and Prioritization Manual. Feature Threshold Waterfall 3.7 vertical meters Stream Sustained gradient exceeding 201/o for more than 160 continuous meters Channel Sustained gradient exceeding 161/o for a distance of 160 meters and having a width less than 0.6 meters measured at scour line. As shown in the chart, the sustained gradients identified by SWM staff do meet the criteria for natural fish barriers. Additionally, the siphon culvert is a man-made barrier and does not meet the natural blockage criteria. For these reasons, the Community Development Department will not reclassify Bingaman Creek (T-2 and T-3) at this time. Doc.
