Dear Mr. Hovland:
The Community and Economic Development Department hereby approves your request to modify
the Process IV site plan approved by the Federal Way Hearing Examiner on July 6, 2007. The
approved modifications are a 1,600 sq. ft. garage, 1,600 sq. ft. two-story office, removal of retaining
walls, and less grading as referenced in your letter received November 10, 2011, and as depicted on
revised plan pages A1.01.
Department staff finds the following modification criteria set forth in Federal Way Revised Code
19.15.090(2) have been met:
• There is no change in use; and
• There is no substantial change in the impacts on the neighborhood or the city as a result of
the change.
CONCLUSIONS
Conditions regarding stream buffer mitigation, significant tree retention, and landscape plan
set forth in the July 6, 2007 Hearing Examiner decision (enclosed) are still applicable.
This land use modification does not waive compliance with future City of Federal Way
codes, policies, and standards relating to this development and does not constitute approval
of a building permit. A separate building permit is required to be submitted for the proposed
revisions prior to beginning construction.
Lakehaven Developer Extension Agreement was terminated by Lakehaven on 6/21/2011, due
to lack of project activity following that agreement's expiration in May 2011. Therefore, a
new Developer Extension Agreement will be required to construct new and/or abandon
existing mainline water distribution facilities for the proposed development. Contact Brian

Dear Ms. Barker,
As discussed previously, we are scaling down the previously submitted project Fife Service and Towing (FS&T). The
new project will be called the KempWald project. The changes include a smaller building, less aggressive grading
(eliminating the tall retaining walls we had with FS&T, and a reduced amount of traffic tolfrom the site.
The following is a summary of the revisions we propose:

vaults. Finally, the domestic and fire sprinkler water service and the sewer service will need to be
redirected on the project site in order to accommodate the new building location.
