Dear Ms. Krueger:
This letter is provided to give you a status update regarding Phase I inspections and the Planning Division
corrections required for the Federal Way High School replacement project. Per communications with your
contractor and project managers, the development will undergo two phases including but not limited to:
■ Fire land completion • Demolition of the remaining buildings
■ Locker rooms • Hardscaping
• Cafe • Multi -purpose field
• Concession stand • Mechanical equipment screening
City staff performed a landscaping and site improvement inspection on January 20, 2017. Subsequently,
the Planning Division issued a partial -pass on the above -mentioned building permit. The following
inspection corrections are required before you schedule the final Phase II planning inspection. Staff sent
follow-up and email were forwarded regarding corrections to SRG Partnership, Inc. and SpeeWest
(Contractor) on January 23, 2017 and March 24, 2017.

Electrical and Mechanical Equipment Screening
1. Install equipment screening along S. 308'h Street (Sheet L302) per the enclosed November 14, 2014,
email outlining conversations with Senior Planner Matthew Herrera.
Federal Way Revised Code (FWRC) 19.125.050 requires Type I — Solid Screening landscaping to serve
as a solid sight barrier to separate incompatible land uses, such as mechanical or electrical equipment and
utility installations. Site utilities on institutional facilities shall comply with the following (FWRC
19.115(6)(b)):
(i) Building utility equipment such as electrical panels and junction boxes should be located in an interior
utility room.
(ii) Site utilities including transformers, fire standpipes and engineered retention ponds (except biafrltratiwn
,wales) should Piet be the dominant element of the front landscape area. When these must be located in a
front yarn they shall be either undergrounded or screened by walls and/or Type I landscaping, and shall
not obstruct views of tenant common spaces, public open spaces, monument signs, and/or driveways.

Staff notes the installcd landscaping is not sufficient to meet FWRC 19.125.050 Type I landscaping
requirements.' As is, the plantings do not appear they will provide adequate 100 percent sight -obscuring
screening within three years from the time of planting. The existing landscaping appears to be Type III
landscaping (Visual Buffer). The transformer area and electrical equipment is visible and accessible to
students/the public from the right-of-way and sidewalk. Options such as a trellis with climbing vines may
be a satisfactory option or modification to the Type I landscaping representing a superior result than can
be achieved by strictly following the requirements of FWRC 19.125 (FWRC 19.125.100(2)(a)). Please
submit a revised landscape plan with the enclosed resubmittal form.
Landscaping Corrections
2. Add the missing plantings per the enclosed mark-ups and correction notice.
3. Please inspect plantings and during Phase II construction replace those that did not survive the winter
pursuant to FWRC 19.125.090 `Maintenance'. Plant materials that have died shall be replaced at the
beginning of the next appropriate planting season.
4. Please re -hydro -seed lawn areas during Phase II during the next planting season.
5. Install all outdoor seating as depicted on the approved plans.
6. Plant missing tree units per the enclosed mark-ups and correction notice.
Rooftop Equipment
7. Please ensure during Phase II all rooftop HVAC units are screened behind roof forms and perforated
metallic screens per the Use Process III approval (FWRC 19.110.070(1)(a)-(b)).
CLOSING
Before scheduling final inspections for Phase II please submit a letter signed by a registered landscape
architect confirming trees, buffers, groundcover and irrigation etc. are installed per the Use Process III
approval and building permit plans.

SUMMARY OF WORK SECTION 01 11 00 - 1
PART GENERAL
1.1 SUMMARY
A. SRG Partnership, Inc. has prepared Contract Documents titled Federal Way Nigh School project
2, dated 09-15-2014. Work of the Contract can be summarized by reference to the Contract
Documents which include the Agreement, Contract Conditions, Project Manual (General
Requirements and specifications), Drawings, documents referenced by any of these, addenda
and modifications issued prior to signing of the Agreement.
B. Time to Complete the Work: Contractor shall achieve Substantial Completion as certified by the
Architect within the time stipulated in the Contract Documents.
C. Work at the Project site shall be scheduled, sequenced and conducted to preserve the Owner's
normal use and occupancy of existing facilities unencumbered by construction activities and
conditions attendant to those activities including but not limited to noise, vibration, airborne
particulates and traffic at no additional cost to the Owner. All Work after the date specified for
Substantial Completion (including punchlist work) shall be scheduled at the Owner's convenience
and performed after 3:00 PM or on weekends as coordinated with the owner. All work requiring
a utility shut -down of areas occupied by the school shall be scheduled at the convenience of the
school and shall be bid as Sunday work.
1. Except as otherwise restricted by Owner's use and occupancy Work shall be limited to
Monday through Saturday between the hours of 7:00 AM and 5:00 PM. Work outside of
these parameters is subject to prior approval.
D. Contractor Responsibility to Pay Prevailing Wages: As established elsewhere in the Contract
Documents Contractor shall pay the prevailing wage as established by Washington State
Department of Labor and Industries for King County current as of the date on the Contractor's
Form of Proposal. Contractor shall be responsible to verify

1.2 CONTRACT TIME AND SCHEDULE
A. Anticipated Notice to Proceed:
Issuance of Notice to Proceed is dependent upon Contractor's timely submittal of the documents
noted in the Notice of Intent to Award and Instructions to Bidders. Once submittals are approved
the Notice to Proceed will be issued allowing submittals, procurement and other activities that
happen off -campus to begin. Work on -site shall not begin until December 22, 2014.
B. The Contractor shall conduct the work to avoid disruption to Owner's access and use of the
existing campus areas indicated for portable classrooms facilities, during Owner's typical
operating hours and days Monday through Friday 7:00 AM to 3:30 PM and special events outside
of these days and hours as identified by the Owner, including but not limited to home athletic
events and stadium events.

PROJECT 2 — HIGH SCHOOL REPLACEMENT
SUMMARY OF WORK
SECTION 01 11 00 - 2
1. In no case shall the conduct of the Work conflict with Owner's use and access by the
general public of the existing athletic field and associated facilities during home football
games and other special events as identified by the Owner.
2. Contractor shall coordinate the Work, adapt and revise the sequence and Schedule to
comply with these requirements at no additional cost to Federal Way Public Schools.
1.3 PHASING OF THE WORK
A. Contract Time: Divided into three general periods during which specific portions of the Work shall
be completed as required; the time period and designated scope of work associated with it will be
referred to as Project Phases. Each phase will have various sub -phases requiring fencing to me
moved as areas of work my change as necessary to complete work. Utility work may extend
beyond limits of construction shown on the G201-203 sheets. Contractor shall complete each
portion of the Work within the time limit established for it as follows and as indicated on the
phasing diagrams and otherwise required by the Contract Documents. Requirements for Project
Phases shall alter neither the definition of Contract Time as established by Article 8 of the
General Conditions nor the period of time established for Substantial Completion of the Work.
1. Pre -Phase 1: December 22, 2014- January 3, 2015: Contractor shall construct
utilities and walkways outside of Phase 1 work area while maintaining access for
Owner's separate contractors to move furniture and supplies from Phase 1 work
area to portables.
2. Phase 1: Starts January 04, 2015; Limits of work is summarized on Phasing
diagrams. on sheet G201. Work consists of, but not limited to; hazardous materials
abatement and demolition of existing buildings, construction of temporary parking
lot, construction of new high school building, utility installations and earthwork and
landscaping activities as well as work in the ROW. SUBSTANTIAL COMPLETION:
May 27t , 2016.
Phase 2- Starts no earlier than July 11th, 2016 but cannot start until 3 calendar
weeks following Substantial Completion for Phase 1; Limits of work is summarized
on Phasing diagrams on sheet G202. Work consists of, but not limited to hazardous
materials abatement and demolition of existing buildings, construction of new high
school building utility installations and earthwork and landscaping activities and work
in the ROW. SUBSTANTIAL COMPLETION May 26th, 2017.
4. Phase 3: Starts no earlier than July 5th 2017 but cannot start until 2 calendar weeks
following Substantial Completion of Phase 2. Limits of work are summarized on
Phasing diagrams on G203. Work consists of, but is not limited to; hazardous
materials abatement and demolition of existing buildings, utility installations and
earthwork and landscaping activities as well as work in the ROW. In addition to
diagram 1/G203, the scope of the new ponds and all work west and south of existing
stadium occurs in Phase 03. SUBSTANTIAL COMPLETION December 1, 2017.
B. Baseball and Softball Field Bid Alternates: Field work must not occur in Spring playing season.
Baseball and Softball field new work, if bid alternate(s) is accepted, may begin on approximately
June 01 of 2016 (end of school year) with anticipation to be playable by Fall of 2017 or sooner.
