The Process I application is hereby approved per the findings noted below. FINDINGS OF FACT 1. - The zoning for the subject property is Commercial Enterprise (CE). The existing self-service storage facility is an allowed use in the CE zone per Federal Way Rearsed Cade (FWRC) 19.240.050, "Vehicle, boat, equipment, and outdoor storage container sales, rental, service, repair — Self-service storage — Tow and taxi lots." 2. The applicant is proposing to modify an existing storage facility and office to improve street presence with a fade improvement. Two of the storage buildings facing 16th Avenue (Units A & G) will receive a facade improvement consisting of a new paint scheme. The third storage building facing 16th Avenue (Unit E) will be reconstructed at the end to provide four new parking stalls, required landscaping, and facilitatation with way -finding for the site. The office will be partially painted and partially wrapped in metal cladding to match the other buildings. In front of the office, a stand-alone structure is proposed for architectural purposes and to provide a covered canopy for customers. 3. All proposed improvements are below the maximum height of 40 feet. Even with the new stand-alone architectural structure in front of the office, a net decrease in square footage is proposed, as a portion of Unit E is to be reconstructed to provide parking. 4. New signage shown in the plans has not been reviewed or approved as part of this Use Process I and requires review and approval under a separate sign permit. 5. The proposed upgrades will not create new impervious area; do not reduce the amount of required landscaping, parking, buffering, open space, or public areas; and do not change pedestrian connections, utilities, or easements. The proposed improvements are not exempt from Use Process review- as they do not meet criteria set forth in FWRC:I-9.15.020, `Exceptions." f 2. Process I "Director's Decision" is the appropriate Master Land Use application as the improvements are to a developed site and do not exceed thresholds set forth in FWRC 19.15.030(1). 3. The proposed improvements are exempt from State Environmental Policy Act review as the scope of work meets categorical exemption WAC 197-11-800(3), "repair, remodeling, and maintenance activity." 4. The Federal Way Comprehensive Plan and zoning designation for the subject property is Commercial Enterprise (CE). Pursuant to FWRC 19.240.050, the subject property's self-service storage facility use is permitted in CE zoning district. 5. The proposed improvements meet Process I purpose criteria set forth in FWRC 19.55.020, including compliance with applicable provisions of FWRC Title 19, "Zoning and Development," and health, safety, and welfare standards. APPEALS The effective date of this decision is March 21, 2015. Pursuant to FWRC 19.55.050, any person who received notice of the administrative decision may appeal this decision to the Federal Way Hearing Examiner by April 6, 2015. Any appeal must be in the form of a letter delivered to the Community Development Department with the established fee. The appeal letter must contain a clear reference to the matter being appealed and a statement of the alleged errors in the director's decision, including the identification of specific findings and conclusions made by the director disputed by the person filing. In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal this decision). Waiver of the right to appeal does not affect the effective date of this decision. CLOSING This land use decision does not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. This Process I approval does not constitute approval of a building permit. As noted above, this decision is not intended to approve signage depicted in the submitted materials. The following outlines the comments in the review letter and how they were addressed. Sheet AS1.0: As parking is being added to the site, commensurate landscaping is required at the ends of the new row of parking per FWRC 19.125.070.3.a & 19.125.050.4. We have corrected our parking configuration to include landscaping islands at each end that meet the intent and requirements of the City of Federal Way's parking lot and landscaping codes. In order to meet these requirements we have decreased the amount of provided parking stalls from 5 to 4, while still retaining the accessible parking stall. Please note that we did not have to diminish the size of any parking stall, only the total amount. As this wasn't ancillary parking but merely desired additional parking; diminished parking totals will not be an issue. The project scope is a remodel to an existing 8 building storage facility (IBC classification S1) and a small office structure (IBC classification B). The objective is to improve street presence with a contemporary, attractive facade improvement along 16th street. Two of the storage buildings facing 16th street will receive a facade improvement consisting of a new paint scheme. The third storage building facing 16th street will be reconstructed at the end to provide parking stalls as well as to facilitate with way -finding for the site. The new cladding will allow for an easily identifiable parking location. The office building will be partially painted and partially wrapped in metal cladding to match the other buildings. In front of the office we propose to build a stand-alone structure to mask some of the existing structure, and also allowing for a covered canopy to protect customers from the elements. The building exterior would have a combination of materials including high quality AEP Span Prestige series metal siding and AEP Span box rib profile metal siding. We will incorporate several modern colors to assist in improving the street frontage and prioritizing the uses of each building. Our color palette consists with various shades of gray, black, white and yellow.
