Emergency: any event that warrants action to save lives and to protect property, public health, and safety. (traffic accident, building fire) Disaster: an event in which a community experiences losses that exceeds the capability of the local jurisdiction and requires county and potentially state and possibly federal involvement. (airliner crash, severe storm, earthquake magnitude 6-7) Catastrophe: an event in which a society incurs such losses that the entire society is affected and extraordinary resources and skills are required. (Cascadia earthquake magnitude 8-9, Mt. Rainier major eruption) City Council Members and Emergencies and Disasters Notification In the event of a significant emergency or a disaster, the Emergency Manager (EM) will notify the Mayor, City Council Members, and the Management Team of the situation, important facts, and potential impact on the City and its residents. (Kodak Enterprise ship fire, Port of Tacoma, Easter 2023) Response Declaration of Emergency: The Mayor, or in their absence, the City Council President, may proclaim a state of emergency in accordance with FWR 91-91 and RCW 38.52.70. Activate EOC: If required to coordinate a multi -agency response, the Mayor, FW EM, senior member of any organization in the GFWEM (SKFR, FWPS, VMFH, Lakehaven W&SD), or FW Department Director can activate the EOC. Level 3: Warm Start. The EOC may be activated at a level 3 in anticipation of an event that may cause disruption or overwhelm one or more agencies or departments. Examples include the prediction of a severe winter storm, planned protest, or another event that is predicted not to exceed available services. Level 2: Partial Activation. An event or incident exceeds the resources of responding agencies and departments, or to facilitate coordination of resources, communications, and planning between agencies, departments, and policy makers. A Level 2 Activation will be tailored to the event, only recalling the staff required to manage the event. Level 1: Full Activation. The EOC is activated at Level 1 to respond to major emergencies or disasters. All sections are fully staffed to facilitate planning, communications, resources, and to make recommendations to the Policy Group. City Council Members and Emergencies and Disasters 1. Council Members must remain informed, aware, and able to respond to and represent their constituents. The EM, through the EOC if activated, will ensure Council Members remain informed. (Email, Scheduled Briefings in Council Chambers or Virtual) 2. Council Members are encouraged to tour the city as soon as safe to assess the needs of their constituents. 3.
