ST Fabrications, Building D Facade Improvements, 35703 16`h Avenue South
Dear Mr. Cherian:
The City has completed Process I Land Use Review and approves the proposed facade modifications for
Building D located at 35703 161h Avenue South. Formal plans were submitted on December 8, 2005. The
zoning for the site is Business Park (BP). The site formerly used as a storage facility by the Federal Way
School District, is being renovated as a fabrication/assembly facility.'
The applicant proposes to modify Building D exterior in order to establish restrooms and office/storage
spaces. These uses are permitted in conjunction with the fabrication use within the BP zoning district
pursuant to Federal Way City Code (FWCC) Section 22-860, "Fabrication, Assembly and Distribution. "
The applicant proposes to modify the north facade of Building D to add one 5x5 window and to modify
the rollup door to a standard opening door; to add two 3x5 windows to the east facade; and to repair holes
on the west wall. No changes are proposed to the south facade of Building D. The proposed facade
improvements do not reduce required parking, landscaping, buffering, open space, or public areas; does
not change the location of utilities or easements; maintains pedestrian connections; is consistent with
approved architectural design; and creates no impacts to sensitive areas or significant trees. This facade
work is proposed to address building aesthetics and bring a unified look to the various buildings.
A building permit is required for proposed improvements and must address the following:
o The proposed building does not meet minimum prescriptive lateral bracing requirements
per 2003 International Building Code section 2308 and therefore must be designed by an
engineer or an architect. Provide calculations and drawings of the structure that have been
reviewed and stamped by a currently licensed Washington State architect or engineer.
o Doors, depending on swing and interior layout, may be required to be moved to meet
accessible standards.
Based on the City's review, the Process I application to modify the north, east, and west facades of
Building D are administratively approved.

This decision shall not waive compliance with future City of Federal Way codes, policies, and standards
relating to this project site. The effective date of decision is January 2, 2006, or three days from the date
of this letter. Pursuant to FWCC Section 22-355(a), any person who received notice of the administrative
decision may appeal this decision to the Federal Way Hearing Examiner by January 16, 2006.
In that you are the only party of record, you may waive your right to appeal by submitting a letter to this
effect to the City of Federal Way, Department of Community Development Services_ If you waive your
right to appeal, you may begin work when the letter is received by Planning Department Staff, provided
the necessary building permits have been issued.
The hourly Process I application fee deposit covers the processing timelines for this application. No
additional land use fees are required.

Dear Mr. Fewins,
Please accept the enclosed document to assist you in your review our project on Building D. We are
asking for your approval to add windows to the non-structural on the north and the east walls.
We have included a site plan that shows the location of Building D within the complex. The elevation
drawing is included for the building D showing the new windows.
There is no commercial change in the building permit # 05-103335 as these windows were always
intended to be installed. Somehow they never were included in the original drawings that were made
quite quickly as you may recall. We have a revised drawing in for approval with Mr. Fernandez and are
awaiting comments back now.

Jesse Cherrin (sp?) is the owner of the business and property. This is the property containing a half
dozen old metal buildings. They raised one of the buildings by ten feet without a building permit. They are
trying to move their business from Auburn to Federal Way. Jane and I worked closely with the owners on
resolving the violation and establishing ground rules for future occupancies. This UPI is for installation of
windows into one of the buildings. I required a UPI application because I think it's required and to keep
tight control over their tenancy to just do stuff to the buildings without asking. Jesse is in his usual hurry
up mode. I told him the new business could occupy the building with an approved business registration
(and what might come out of that process meeting occupancy requirements) and without the windows
being completed.
