impertinent, threatening or slanderous remarks during public comment.

inappropriate. No speaker may convey or donate their time for speaking to another speaker. The Mayor has the
authority to preserve order at all meetings of the Council, and to cause the removal of any person from any meeting for
disorderly conduct.
