CALL MEETING TO ORDER
Mayor McColgan called the special meeting of the Federal Way City Council to order at
the hour of 5:35 p.m.
Councilmember present: Mayor Dean McColgan, Deputy Mayor Kochmar,
Councilmembers Jeanne Burbidge, Jack Dovey, Eric Faison, Jim Ferrell, and Mike Park.
Staff present: City Manager David Moseley, City Attorney Pat Richardson, and City Clerk
Chris Green.
II.
CITIZEN COMMENT
Barbara Reid, spoke in regards to the Federal Way Festival Parade and also spoke in
regards to the construction on Pacific Highway South; she noted businesses have had a
decrease in business during construction.
III.
2005/2006 BIENNIAL BUDGET
Department Presentations
Management Services Director I wen Wang gave a presentation to Council regarding the
2005/2006 Biennial Budget. She briefed the Council on the total revenue and expenditures,
the general and street operations and underlining assumptions. She gave additional
information on the preliminary 2005 property tax levy and rate, and the projected
2007/2010 general/street operations. In conclusion she reviewed the reserves and
contingencies and outlined the following budget meetings.

ADJOURNMENT
There being no further business to come before the Federal Way City Council, Mayor
McColgan adjourned the special meeting at 7:02 p.m.
