Policy Question
Should the City grant Highline Water District a
Franchise to install, operate, maintain and repair
a water distribution system within the City of
Federal Way?
Background Information
• Highline Water District requested a franchise in order
to provide water distribution in the northern portion
of the City.
• The franchise has a 10-year term with two 5-year
extensions possible.
• Work guaranteed through performance and
maintenance bonds.
• Insurance is consistent with city standards.

unincorporated King County and the port of
Seattle.
• There are currently 263 connections in the
City of Federal Way.

• Approve sending the Highline Water District
Franchise ordinance to the City Council
Meeting on October 17, 2023 for the first
reading.
