Council MINS 10-24-2002 Special FEDERAL WAY CITY COUNCIL Special/Study Session Council Chambers - City Hall October 24, 2002 - 5:30 p.m. Minutes 1. CALL MEETING TO ORDER Mayor Burbidge called the special/study session of the Federal Way City Council to order at the hour of 5:35 p.m. Councilmembers present: Mayor Jeanne Burbidge, Deputy Mayor Dean McColgan, and Council- members Eric Faison, Mary Gates, Linda Kochmar and Mike Park. Councilmember Kachmar reported Councilmember Michael Hellickson advised her earlier of his anticipated absence. Staff present: City Manager David Moseley, City Attorney Pat Richardson and City Clerk Chris Green. Mr. Moseley provided a brief overview of the issues presented and discussed during the earlier 2003-2004 study sessions held on October 1, 16 and 17, 2002. II. 2003-2004 BIENNIAL BUDGET October 17th Study Session Follow-Up Law Department Presentation Recess (approximately 20 minutes) Management Services Department Presentation City Council/City Manager/Municipal Court Presentations Review of Budget Decision Agenda Format Management Services Director Iwen Wang provided a follow-up to Council questions submitted during the special/study session on October 17, 2002. City Attorney Pat Richardson then presented her proposed 2003-2004 budget to Council, and responded to Council inquiries. The Council took a brief recess from 7:20 p.m.-7:45 p.m. ORf Gf~JAL Federal Way City Council Special/Study Session Minutes October 24, 2002 - Page 2 of 2 Management Services Director Iwen Wang presented her department's budget recommendations. She also provided additional information in response to a variety of follow-up questions by Councilmembers. Assistant City Manager Derek Matheson provided an overview of both the City Council and City Manager's proposed budgets, followed by presentations from Municipal Court Judge David Tracy and Court Administrator Sandra W arter. City Manager David Moseley closed out the evening's presentations with a review of the format to be followed during the additional study session now scheduled for October 29, 2002. He reminded Councilmembers that all unanswered inquiries will be addressed during that session. III.
