FIELD INSPECTION REPORT
Arrived at the Heatherwood Apartment complex with the Building
Official at 1: 30pm October 29, 1992, at 27314 24th Place South,
Federal Way, Washington. Fire District #39 had called the Building
Section to request an accessment of Apartment Building #15 which
had suffered from vehicular assault.
Observed a late model chevrolet vehicle parked inside the lower
floor apartment fireplace. The vehicle had jumped a wheel stop
from its parking stall and then jumped a curb and descended down a
4 foot rockery through the wood stud patio screen wall breaking the
4X4 post in half that supported the upstairs apartment deck beam.
The upstairs apartment deck sagged a little but the end of the deck
beam had sagged 3 to 4 inches at the outermost edge pulling away
from the floor joists. The deck beam had not failed completely as
the 4 feet of stud wall framing in the storage room supported and
cantilevered the upstairs deck beam.
The vehicle had crushed the corner of the building where the "zero"
clearance fireplace was installed on the lower floor. The vehicle
had embedded itself about 2 feet. The sliding class door
perpendicular to the path of the vehicle and adjacent to the
fireplace was undamaged. The fireplace wall parallel to the
vehicles path, popped out of plane, intact and leaned on a plastic
PVC lamppost. The "zero" clearance fireplace chimney chase on the
second floor showed little signs of distress after examination of
the upstairs apartment unit even though the support had been
removed from the first floor. The second floor floor-joists
appeared to be supported by the remaining wall framing and the
header that was still intact over the first floor fireplace
opening.
The Building Official posted "UNSAFE TO ENTER" on the lower floor
apartment unit #118 and the upper floor unit #117. He further
directed the apartment manager to secure the area from weather
intrusion and provide shoring for all affected areas. The Building
Official then indicated we would, after notification from the
apartment manager, perform another damage assessment and indicate
the extent of repairs necessary.
