Staff Present: Deputy Mayor Susan Honda, Amy Glandon Citizens Present: Patricia Romo, Foundation House Representative; Representative Kristine Reeves; Jonny Prociv, Volunteer Services 1. CALL TO ORDER The meeting was called to order at 2:00pm. Commissioner Cheryl Volheim moved to adjust the agenda and add item 4G - Finalization of the Planning for the Senior Commission Connection at the Community Center; second by Commissioner Tammy Dziak. The motion passed unanimously. 2. PUBLIC COMMENT • None. 3. COMMISSIONER’S COMMENTS • Vice-Chair Catherine North noted that there would be upcoming free CERT Training beginning on September 20th and running through November. She encouraged the Commission to spread the word and reach out for additional information. • Commissioner Frank Fields mentioned that the Grocery Outlet on Pacific Highway was now passing out the Resource Guides. Commissioner Cheryl Volheim noted that a representative from the Federal Way Community Caregiving Network also hands them out now. • Commissioner Debbie Harvey asked for the Commission to start brainstorming ideas for the Commission Retreat to be talked about at the next meeting. 4. COMMISSION BUSINESS A. APPROVAL OF AUGUST 9, 2023 MEETING MINUTES. Commissioner Kenneth Pratt moved approval of the meeting minutes as presented; second by Commissioner Frank Fields. The motion passed unanimously. B. PRESENTATION ON SENIOR RESOURCES & OPTIONS - GUEST: REPRESENTATIVE KRISTINE REEVES Chair Lana Bostic introduced Representative Kristine Reeves to the Commission. Representative Reeves stated that she is working on two elder-related issues: lack of accountability in senior housing and the retirement crisis. The lack of accountability for senior housing is focused on independent senior living and will begin with a Senior Housing Page 2 of 2 Bill of Rights which outlines safety, access to accommodation, maintenance and health of services offered. She stated that the retirement crisis is putting the state of Washington in a precarious situation within the next 10-years of having an unsustainable retirement ability for seniors. Questions were asked by the Commission and Representative Reeves welcomed phone calls and emails to discuss issues further. C. PRESENTATION ON VOLUNTEER SERVICES - GUEST: JONNY PROCIV, PROGRAM MANAGER Chair Lana Bostic introduced Jonny Prociv and Volunteer Services to the Commission. Mr. Prociv noted that Volunteer Services exists to keep seniors independent and that the group is 100% volunteer-based. Since Covid, it has been difficult to regain the volunteer momentum that they had prior and is hoping to get the word out and begin further connections with seniors that are disabled or are low-income. **Commissioner Debbie Harvey left briefly at 2:32pm, and returned at 2:34pm.** **Deputy Mayor Susan Honda left briefly at 2:44pm, and returned at 2:47pm.** **Commissioner Tammy Dziak left briefly at 2:57pm, and returned at 2:58pm.** D. ANNUAL WORK PLAN DRAFT, EDITS & REVISIONS In review of the 2024 Annual Work Plan, two additional items were added: Holiday Senior Outreach and the Senior Commission Connections. With the addition of these items, Vice- Chair Catherine North moved approval of the 2024 Annual Work Plan, second by Commissioner Cheryl Volheim. Motion passed unanimously. E. DISCUSSION ON APPROVAL FOR 2024 EVENTS This item was approved in conjunction with Item 4D. F. VOTE FOR MEETING CANCELLATION IN OCTOBER Commissioner Tammy Dziak moved to cancel the Senior Advisory Commission meeting in October; second by Commissioner Frank Fields. Motion passed unanimously. G. ADDED ITEM - FINALIZATION OF SENIOR COMMISSION CONNECTION PLANNING Commissioner Cheryl Volheim noted that the Arts Commission would not be ready in October and moved them to November. The new plan for October would include the Fire Department, and Commissioner Frank Fields would be reaching out to them to invite them to present on fall prevention and household safety. 5. STAFF REPORT • Ms. Amy Glandon forwarded the email from Eric Rodriguez regarding Senior Malnutrition and requested the Commission review the information for possible inclusion on the Facebook Page. Ms. Glandon also noted that she would be out of the office beginning September 14th and that in her absence, the Mayor’s Office would be covering. She also thanked Former Commissioner Sue Ellebrecht for her service to the Commission over the previous three years. 6. OTHER BUSINESS • None. 7. Vice Chair North brought an email from City Clerks office regarding meetings and the Open Public Meetings Act (OMPA). Deputy Mayor Honda went over OMPA and how to move forward Commission events and meetings. 4. COMMISSION BUSINESS Discussion of Senior Connection Meeting on October 18 Final details for the Senior Connection meeting were discussed. Refreshments were discussed and decided. Commissioner Harvey to speak with guest speaker in regards to how the presentation must be done. Forming Subcommittee for Senior Commission Retreat A subcommittee to plan the Senior Commission was formed. Commissioners Harvey, North, Fields and Foreman volunteered. During the next Senior Commission Meeting, it will be announced what month the Senior Commission Retreat will take place . 5. STAFF REPORT Commissioner Fields presented a photo book of the Senior Commissions’ events to be shared in the office. Commissioner Harvey asked if the materials handed out by the Senior Commission could be printed in different languages. Deputy Mayor Honda announced the ribbon cutting of the new South King Tool Library in Auburn. It was also announced that the Federal Way Tool library is holding a shredding and appliance recycling event for those who are interested. Deputy Mayor Honda also announced during last Council meeting Commissioners Gwendolyn Phillips Coates and David Reynolds were appointed. 6. OTHER BUSINESS None 7.
