Dear Tony,
The Community Development Department has received your Process I Master Land Use (MLU)
application for site preparation and installation of a salt brine control building, hopper, and salt brine
storage tank for winter snow and ice procedures at the Steel Lake Maintenance Yard, located at 31114
28`h Ave South. The Process I MLU application is hereby approved pursuant to conclusions based on
findings made by the department's Planning Division.
CONCLUSIONS
Various sections of the zoning and development code indicate that certain developments, activities, or
uses are permitted only if approved using Process I — Director's Approval. Based on the findings below,
the proposed improvements to the developed site meet the following Process I approval criteria and land
use review thresholds of Federal Way Revised Code (FWRC) 19.15.030 and 19.55.020:
1. The proposed improvements are consistent with applicable chapters of FWRC Title 19 including,
but not limited to: Permits and Review Processes; Process I — Director's Approval; Community
Design Guidelines; Accessory Uses; and Commercial Enterprise (CE).
2. The health, safety, and welfare of the citizens of the city are preserved.
3. The proposal is a minor improvement, modification, or addition to a site that is exempt from
SEPA review.
FINDINGS
The zoning for the site is Single Family Residential (RS 7.2). The existing Steel Lake Maintenance Yard
is a permitted use within the RS 7.2 zone pursuant to Federal Way Revised Code (FWRC) 19.200.150.
The salt brine operation is considered a minor improvement to the existing site, and was therefore
reviewed as an administrative land use process pursuant to FWRC Chapter 19.55, `Process I — Director's
Approval.'
The proposed salt brine operation will be located to the north of the existing storage sheds. The sequence
of activity involves first rough grading the lower storage/snow overflow area (-240 yd3 of earthwork),
installing a buried power line from the Green House building and treating the surface with crushed rock to
allow for construction material storage from other locations at the yard. Perimeter silt fence on the east/
downslope portion of the lower yard will be installed for erosion and sediment control during grading
activities. Two small areas in front of the new trailer location (-910 ftz) and a small strip at the

northernmost entrance (— 1020 ft2) of the yard will be paved for vehicle access and equipment storage. The
salt -brine operation requires a new 2-inch water meter connection from Lakehaven and a water line that
will be installed from 28`' Avenue South at the middle driveway access east to the future control building
site. Piping will also be installed from the control building to the storage tank for salt brine solution. The
salt brine control building, tank and hopper will be constructed and installed after the site and preparation
work is complete. A third covered salt/sand storage area will be installed south of the salt brine control
building and hopper.
The salt brine tank will be located in the same containment area as the current calcium chloride tank. The
salt brine control building will be a single -story, 12-ft by 16-ft wood framed shed with a steel roof, one
window and a 36-inch steel clad door. The building will be slab on grade, painted to match existing
buildings on site and have a 60 amp sub panel to run the brine system, air compressor and lights inside
and outside of the building. All work will be performed by City maintenance crews with the exception of
the water meter to be installed by Lakehaven. Right-of-way work and permits associated with the new
work will be obtained and completed by Lakehaven up to the property line. All work to be completed by
the City will be within the Maintenance Yard.
The proposed improvements do not exceed allowable building heights, contain less than 5,000 ft2 of new
impervious surface, require no additional parking, does not reduce the amount of required landscaping,
buffering, or screening, and does not change pedestrian connections or easements.
APPEALS
The effective date of this decision is November 17, 2014, or three days from the date of this letter.
Pursuant to FWRC 19.55.150, any person who received notice of the administrative decision may appeal
this decision to the Federal Way Hearing Examiner by December 1, 2014. Any appeal must be in the form
of a letter delivered to the Department of Community Development with the established fee. The appeal
letter must contain a clear reference to the matter being appealed and a statement of the alleged errors in
the Director's decision, including the identification of specific findings and conclusions made by the
Director disputed by the person filing.
In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal
this decision). Waiver of the right to appeal does not affect the effective date of this decision.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I approval does not constitute approval of a building.
