2. PUBLIC COMMENT: Public Comment was provided after items A., B. and C.
a. Aaron Johnson, Federal Way Rent Stabilization Committee (FWRSC) requested
that the City require at least a six-month rate increase notice from landlords. He
also requested no more than a $10.00 late fee per month.
b. Gordon Bock, stated that he was not in favor of tenant protection laws and the
reasons why.

B. Vehicle Purchase for Special Investigations Unit: Presented by Commander Cary Murphy
The purchase of this vehicle will be paid for using State Drug Asset Forfeiture funds and will primarily
be used for surveillance and covert operations conducted by the Special Investigations Unit. These
operations often lead to seizure of proceeds from criminal enterprise, which are auctioned with the
proceeds deposited into the seizure fund account. The cost of the new vehicle is $39,565.12.
Questions and discussion followed.

C. Purchase of Portable Surveillance Camera Trailers: Presented Commander Cary Murphy
The Federal Way Police Department is requesting to purchase two additional portable surveillance
camera trailers. These are used in efforts to reduce criminal activity in the city related to trafficking
and illegal use of controlled substances. The trailers will be used in partnership with local businesses
and property owners. The City currently owns two and are used almost 24 hours a day seven days a
week. These will be purchased with drug asset seizure funds. The cost for two trailers is approximately
$103,063.00. Questions and discussion followed.

the October 10, 2023 Business agenda.

D. Parking Lot Sweeping Services 2024-2026: Presented by Contract Administrator, Autumn
Gressett
The current contract for parking lot sweeping services expires at the end of 2023. Staff went out to
bid and Whirlwind Services was the lowest responsive bidder. The total amount of the contract is
$69,632.79. This is a three-year contract and will expire December 31, 2026. Questions and discussion
followed.

E. Performing Arts and Event Center Venue Management Contract: Presented by Contract
Administrator, Autumn Gressett
Contract Administrator Autumn Gressett gave a PowerPoint presentation on OVG360’s management
of the PAEC. The cost to the City for PAEC Venue Management is $75,000 annually.
The successful partnership with OVG360 over the past five years has had a positive impact on the
PAEC, including but not limited to revenue growth, increased market visibility and positive customer
engagement. OVG360 has also assumed responsibility for significant maintenance and essential capital
repairs, despite the contract designating these tasks to the city. The presentation also included an
overview of the performances, rentals, revenue allocation, a breakdown on the revenues and new
performance metrics. The proposed contract renewal encompasses substantial ten-year term,
extending the partnership until the year 2033. Questions and discussion followed.
