The application was deemed complete on November 30, 2017. The Department of Community Development hereby approves the BLA based on the survey drawing prepared by Olympic Surveying, LLC, received on November 7, 2017, and resubmitted on January 30, 2018. BACKGROUND The applicant proposes to alter the interior lot lines between three parcels in the Single -Family Residential (RS 9.6) zone. The minimum lot size in an RS9.6 zone is 9,600 sq. ft. per Federal Way Revised Code (FWRC) 19.200.010. New Parcel "A" has an area of 12,150 sq. ft., New Parcel `B" has an area of 10,800 sq. ft., and New Parcel "C" has an area of 13,546 sq. ft. As proposed, the parcels meet the minimum lot size requirements. DECISIONAL CRITERIA City staff has determined the BLA meets decisional criteria set forth in FWRC Chapter 18.10: 1. The BLA is a minor alteration in the location of lot boundaries on existing lots. The BLA will not increase the number of lots, nor diminish the size of open space or other protected environments. 2. The BLA will not diminish the size of any lot so as to result in a lot of less square footage than prescribed in the RS9.6 zoning district. 3. The BLA will not result in the reduction of setbacks or site coverage to less than prescribed in the RS9.6 zoning district. 4. All lots resulting from the BLA will be in conformance with the design standards of the city's subdivision title. Mr. Babcock February 9, 2018 Page 2 RECORDING Pursuant to FWRC 18.10.060, all BLAB shall be recorded with the King County Division of Elections and Records. To finalize the BLA process, please use the enclosed Resubmittal Information form and submit to the Permit Center one original signed and notarized drawing (mylar or paper), and two paper copies of the signed/notarized drawing for city signatures. After city signatures are obtained, the applicant must record the BLA with King County. Please return one conformed copy to the city immediately after recording. No changes to the BLA document are allowed following city signature. If the county recording process necessitates revisions to the BLA map, you must request and receive approval of any change from city staff prior to recording. CLOSING This land use decision does not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. City departments have provided the following comments that will need to be addressed prior to approval of your application, or as otherwise noted. 1. Add the City file number (File #17-105389-00-SU) in the space provided in the title block. 2. If sanitary sewer service is provided to the existing house, and will also be provided to future homes on new parcels (B and C), then the King County Health Department signature block can be removed from the Sheet 1. 3. The drawing on sheet 2 needs to accurately depict the centerline of the existing ditch(es) that traverse the property. 4. The new lot lines must be shown in solid lines. The only owner listed under the Authorization statement is Robert Bush; however, the Title Report includes Bonnie Bush as an owner. They need to either add a signature line for Ms. Bush, or provide an updated Title Report that indicates Robert Bush to be the only owner. CLOSING Once the revisions listed above are made, provide four paper copies of the BLA document with the enclosed resubmittal form.
