AEGIS Engineering is providing fire protection engineering consulting services to Skyline
Construction Enterprises, Inc. regarding fire -resistance rated construction around the new
breakroom with the tenant improvement project for Collins Aerospace located at 32215 32nd
Ave S in Federal Way, Washington. We understand the building is two stories of Type V-B
construction with automatic fire sprinkler protection as identified on Sheet A1.0 as received
by City of Federal Way under 23-100229-00-CO.
PROJECT CONDITIONS
Based on an email provided by Paul Engbert of Engbert Architects, we understand the
project involves tenant improvements in a portion of the first floor within an existing building,
including construction of a large breakroom (Group A occupancy) that is required to be
provided with 1-hour fire -resistance -rated construction for mixed -use occupancy separation
to adjacent office space.
In a couple locations, the presence of existing HVAC ductwork above the wall necessitates
the vertical alignment of the subject assembly be offset a few inches above the ceiling line.
As indicated in the section detail, this is accomplished with traditional framed construction
rising up from the floor to a horizontal gypsum wallboard assembly, with shaft wall
construction continuing up to the deck above as illustrated in the section detail shown in
Figure 1 below, as provided by Engbert Architects.
We understand City of Federal Way has requested that a fire protection engineer address
the code compliance of the subject fire -resistance -rated construction.

1-Hour Fire Rated Occupancy Separation
CODE PROVISIONS
Project is subject to provisions of the 2018 IBC (International Building Code, as adopted
and amended by State of Washington and City of Federal Way).
The requirement for the subject 1-hour occupancy separation is found in IBC Section
508.4.4. In accordance with IBC Section 508.4.4.1, the required separation between
occupancies shall be by fire barriers or horizontal assemblies, or both.
Section 707.5 of the IBC prescribes that fire barriers extend from the top of the floor below
to the deck above and be securely attached thereto. Such fire barriers shall also be
continuous through concealed space, such as the space above a suspended ceiling.
The italicized terms impart the definitions from IBC Chapter 2:
FIRE BARRIER. A fire -resistance -rated wall assembly of materials designed to restrict the
spread of fire in which continuity is maintained.
HORIZONTAL ASSEMBLY. A fire -resistance -rated floor or roof assembly of materials
designed to restrict the spread of fire in which continuity is maintained.
Section 703.3 of the IBC offers several methods for determining fire resistance, including
engineering analysis based upon a comparison of building element, component, or
assemblies designs (Item 4).
PROJECT APPLICATION
As outlined above, the provisions of IBC Section 508.4.4 for this project and those which
follow require materials assembled in a manner designed to restrict the spread of fire for a
period of 1-hour. This construction must be continuous through concealed spaces.
While the fire endurance period offered must be continuous, we find no requirement in code
that the assembly of materials be limited to a single tested collection of materials.
Accordingly, this engineering analysis of the assembly of materials shown in Figure 1 is
intended to confirm the continuity of the prescribed 1-hour fire resistance.
Though the building is identified on architectural Sheet A1.0 to be of Type V-B construction
which would accommodate use of combustible framing, this TI project is utilizing
noncombustible wall assemblies. The associated construction provides an enhanced level
of fire safety beyond that prescribed in the code.
LOWER WALL
The lower portion of the wall is identified to apply UL Design No. U419, a proprietary
system. It is similar to Gypsum Association (GA) File No. WP 1072, a generic system, such

that the specific materials utilized in the construction should be acceptable where the
generic parameters are satisfied.
HORIZONTAL TRANSITION
The detail in Figure 1 indicates use of a horizontal hollow wall assembly with 5/8-inch Type
X gypsum wallboard (GWB) on each side. With the conflicting duct, construction of the top
membrane of the proposed assembly may be challenging. Additionally, we were unable to
locate a reference tested assembly for the proposed configuration.
In lieu of the materials illustrated in Figure 1, to install
a horizontal assembly beneath the duct, a shaft wall
system could be used. The vertical wall elements use
Georgia-Pacific (GP) materials, who offers a 2-hour
horizontal assembly with Intertek Design GP/GBA
120-1 shown in Figure 2 at right.

Alternatively, USG offers a 1-hour horizontal assembly,
presented with AER-09038, which is anticipated for soffits in
exit enclosures. This assembly is shown at left in Figure 3.
The actual horizontal span present with this project is far
less than the 5 feet-4 inches accommodated by the subject
USG design.
The USG design presented in Progressive Engineering
Report AER-09038 illustrates joining a 2-hour horizontal
proprietary USG shaft element to vertical 2-hour USG shaft
wall components hung from the deck above. For this project,
use of GP materials with UL Design V473 as illustrated in
the architectural detail with Figure 1 should work together to
maintain the 1-hour fire -resistive continuity from the lower
portion of the wall up to the deck above.
Figure 4 on the following page is based on the method of joining assemblies as presented
in AER-09038 for 2-hour fire -resistance -rated construction, but with single -layer membranes
as present in the referenced assemblies contributing to continuity of the 1-hour fire
endurance period required with this project.

Consistent with IBC Section 703.3, we have analyzed how three tested fire -resistance -rated
systems can work together to support the 1-hour continuity for the subject wall around the
new break room with the Collins Aerospace tenant improvement project in Federal Way.
The combination of referenced tested systems identified in Figure 4 above work together to
provide the 1-hour fire -resistance -rated separation as prescribed by IBC Section 508.4.4.1,
with both fire barriers and horizontal assemblies.

Section 707 of the IBC prescribes that supporting construction for a fire barrier be protected
to afford the same fire -resistance rating. In the subject building of Type V-B construction,
zero (0) fire endurance is anticipated with the structural frame and floor assemblies.
Item 4 of IBC Section 703.3 allows consideration of an alternate method as part of
determining fire resistance. Alternate methods, per IBC Section 104.11, are to demonstrate
that the design complies with the intent of the code, and is, for the purposes intended, not
less than the equivalent of that prescribed in the code.
The code intends for separation of mixed -uses involving Groups A and B with the Collins
Aerospace tenant improvement project to enhance the protection of occupants from a fire
event developing in the adjacent space and provide for a safe evacuation. The code allows
both Groups A and B occupancies to exist in buildings with an unprotected structural frame
(e.g. II-B and V-B).
As the occupants of the subject spaces should have evacuated prior to the time a fire -
induced collapse of the sprinkler -protected building would occur, there should be no
requirement to maintain the separation of these mixed uses following collapse of the
building. Therefore, attachment of the upper portion of the wall with this Collins Aerospace
tenant improvement project using fasters protected within the cavity of the fire -resistance -
rated assembly consistent with AER-09038 should afford the level of protection intended by
the code.
CONCLUSION
AEGIS Engineering has completed an engineering analysis of the fire -resistance -rated
construction for the new breakroom with the Collins Aerospace tenant improvement project
in Federal Way. We find the combination of tested assemblies as described in this letter to
work together with the noncombustible sprinkler -protected construction to maintain the
1-hour continuity prescribed by the code.
