08-09-2023 - Senior Advisory - Minutes APPROVEDCITY Way �� Centered on Opportunity SENIOR ADVISORY COMMISSION SUMMARY Wednesday, August 9th, 2023 Hylebos Conference Room, 2:OOpm Commissioners Present: Chair Lana Bostic, Vice Chair Catherine North, Commissioner Kenneth Pratt, Commissioner Debbie Harvey, Commissioner Sue Eliebrecht, Commissioner Vicky Foreman, Commissioner Frank Fields, Commissioner Tammy Dziak, Commissioner Cheryl Volheim (arrived 2:02pm) Absent: None. Staff Present: Deputy Mayor Susan Honda (arrived 2:07pm), Amy Glandon Citizens Present: Colleen Chinen, Kathy Scanlon 1. CALL TO ORDER The meeting was called to order at 2:01pm. 2. PUBLIC COMMENT • Colleen Chinen thanked the commissioners for their effort at the Farmer's Market and commented that it was great to see the Commission there. • Kathy Scanlon thanked Chair Lana Bostic for allowing her to sit in on the meeting and introduced herself and the work that she does on the Human Services Commission. 3. COMMISSIONER'S COMMENTS • Commissioner Tammy Dziak thanked Chair Lana Bostic, Vice Chair Catherine North and Commissioner Cheryl Volheim for representing the Commission at the Farmer's Market and apologized for being unable to be there. • Commissioner Vicky Foreman commented that a woman approached her at yoga class to compliment the Health & Resource Fair and that the resources and vendors that were there really helped a neighbor of hers. • Chair Lana Bostic mentioned that she ran into David Schmidt at the Kid's Day event at Steel Lake Park and he stated that he was looking forward to the Commission's involvement at the Community Center. He said that he would be happy to adjust anything in the room that the Commission requested. • Commissioner Frank Fields apologized for being unable to be present at the Farmer's Market. 4. COMMISSION BUSINESS A. APPROVAL OF JULY 12TH, 2023 MEETING MINUTES. Commissioner Kenneth Pratt moved approval of the meeting minutes as presented; second by Commissioner Tammy Dziak. The motion passed unanimously. B. SUBCOMMITTEE REPORT ON COMMUNITY CENTER SEPTEMBER. Commissioner Debbie Harvey opened the conversation Connection dates in September, October, November regarding the Senior Commission , and December by asking for Page 1 of 3 suggestions for topics and plans. Various ideas were brought forth and eventually decided on: September: meet and greet with the Commission, including the brochure and light refreshments. Ms. Amy Glandon and Deputy Mayor Susan Honda will secure the food order for that day. In attendance from the Commission will be all commissioners. October: Introduction of the Arts Commission, including showing of the art around Federal Way. A suggestion was made for a tour of the City artwork through the use of the Hyde Shuttle or a bus. Commissioner Cheryl Volheim volunteered to reach out to the Chair & Vice Chair of the Arts Commission to discuss. In addition to the Arts Commission, introduction of the Library and its services. Chair Lana Bostic volunteered to reach out to the library to discuss. In attendance from the Commission will be Commissioners Tammy Dziak, Frank Fields, Vicky Foreman, and Cheryl Volheim. November: Having a topical speaker on veteran's services in honor of Veteran's Day. Commissioner Tammy Dziak volunteered to reach out to a veteran's service provider to discuss. In addition to veterans' services, introduction of South King Fire & Rescue for fall prevention and senior services. Deputy Mayor Susan Honda volunteered to reach out to the fire department to discuss. In attendance from the Commission will be Chair Lana Bostic, Vice Chair Catherine North, and Commissioners Kenneth Pratt, Tammy Dziak, Frank Fields, and Cheryl Volheim. December: To celebrate the holiday season, an arts & craft hour and cookie exchange will be the focus. There was conversation about inviting a local choir or choral group or students to lead caroling as well. Commissioner Tammy Dziak volunteered to reach out to Decatur High School to discuss the possibility of a student-choirjoining at the December connection. In attendance from the Commission will be Chair Lana Bostic and Commissioners Kenneth Pratt, Frank Fields, Vicky Foreman, Cheryl Volheim, and Debbie Harvey. **Ms. Amy Glandon left the meeting briefly at 2:48pm and returned at 2:50pm. * * Additionally, Commissioner Harvey requested more exposure to seniors during the Council meetings. Deputy Mayor Honda volunteered to read talking points from the Commission from the dais as long as they are emailed prior to the meeting. C. DISCUSSION ON PLANNING A COMMISSION RETREAT. Commissioner Debbie Harvey mentioned that this was brought up to Deputy Mayor Susan Honda and Ms. Amy Glandon a few months ago, and that with all the work and stress that went into the planning and execution of the Health & Resource Fair that it should be taken under consideration to have a Commission Retreat as an opportunity to unwind and get to know each other better. This idea was received well and the Commission was tasked with bringing ideas about possible dates and locations to the next meeting. In conjunction with Colleen Chinen, Commissioner Cheryl Volheim mentioned that Steel Lake Presbyterian Church would be willing to host the Commission Retreat at no cost to the Commission. D. COMMISSION CHAIR APPOINTMENT. According to the Senior Advisory Commission Bylaws Item 4d & 4e, Officers shall be elected annually for a one-year term. Nominations were opened with nominations for Chair Lana Bostic to retain her position and for Commissioner Debbie Harvey. Chair Bostic accepted the nomination and stated that she would be honored to remain Chair for another term. Commissioner Harvey accepted the nomination and stated that she would be honored to be Chair once again. A vote was taken among the Commission and Chair Bostic retained her position by majority vote. E. COMMISSION VICE CHAIR APPOINTMENT. Page 2 of 3 According to the Senior Advisory Commission Bylaws Item 4d & 4e, Officers shall be elected annually for a one-year term. Nominations were opened with nominations for Vice Chair Catherine North to retain her position and for Commissioner Debbie Harvey. Vice Chair North accepted the nomination and stated that she has been honored to be Vice Chair. Commissioner Harvey accepted the nomination and stated she would be honored to be Vice Chair. A vote was taken among the Commission and Vice Chair North retained her position by majority vote. F. DISCUSSION ON PROCLAMATION LOCATIONS. Commissioner Tammy Dziak opened the conversation and asked if the proclamations that are received could be hung somewhere in the building. Deputy Mayor Susan Honda commented that most of the other commissions do not receive proclamations and that the Senior Advisory Commission receives it on behalf of the aging population. Commissioner Kenneth Pratt recommended that the proclamations be hung in the Senior Lounge at the Community Center to be enjoyed by all. Commissioner Dziak volunteered to frame and deliver the proclamations to the Community Center to be hung. **Commissioner Debbie Harvey left the meeting briefly at 3:34pm and returned at 3:36pm. * * 5. STAFF REPORT • Deputy Mayor Susan Honda noted that three Commissioner have terms expiring at the end of August and that she hopes that they will consider reapplying for their positions, however, there are still three alternate positions available. She would like to see the Commission full with at least one alternate position filled. Deputy Mayor Honda also noted that there will be a public briefing about Tax Increment Financing on Tuesday, August 15th at 5:00pm in Chambers and all are welcome. • Ms. Amy Glandon introduced the Human Services survey and explained how to have their voices heard, encouraging the Commission to take the survey. She also noted that there are many community outreaches coming up and passed out fliers for the event. In addition, Ms. Glandon noted that she would be on leave from mid -September through the first week of November. 6. OTHER BUSINESS • Chair Lana Bostic noted that Village Green was hosting another concert on their lawn on August 24 from 5-7 and that it is a free event with food and music. She also noted that Prop 1 passed and that this was good news for seniors. • Vice Chair Catherine North asked if there was any interest in participating in another Farmer's Market before the end of the season. This item was tabled for discussion next year. 7. NEXT MEETING - Wednesday, September 13th, 2023 at 2:00pm in the Hylebos Conference Room. 8. ADJOURN - Th mee adjourned at 3:51pm.
