LLC Car Wash project at the above -mentioned address. Site improvements include a new car wash tunnel and
vacuum stalls, with landscaping and site improvements.
TECHNICAL COMMENTS
Unless otherwise noted, the following comments provided by staff reviewing your project must be addressed
prior to land use approval. Please direct questions regarding any of the technical comments to the appropriate

1. Sheet G002, Site Plan, does not match the resubmitted engineering or landscape plans. Please revise
accordingly, or remove sheet G002 from review plan set with future resubmittals.
2. The proposed building landscape screen along the north building farrade is located within a Lakehaven sewer
easement. Please see the Lakehaven comments below. If revised tree species are required, update the
landscape plan accordingly.

It appears that this proposal meets the 25 percent threshold criteria for requiring street frontage
improvements and block perimeter requirement as identified in the Federal Way Revised Code TWRC) Chapter
19. The applicant/owner may submit an appraisal for the subject property, or King County Assessor's
records may be used. The Public Works Development Services Division will evaluate the submitted appraisal
data to determine if the project actually meets the City's 25 percent threshold for requiring street frontage
improvements.
2. Block perimeters shall be no longer than 1,320 feet for non -motorized trips, and 2,640 feet for streets
(FWRC 18.55.010 and Federal Way Comprehensive Plan [FWCP] Policy TP4.2). To meet this requirement, a
f �- „north -south Tract X connection between South 352nd Street and the access roads/drive aisle on The
t Gfwi' ahLpixerties must be provided. The northern terminus of this tract should align to the southern

terin►�Tract X on The Crossing property. The actual physical improvements of the Tract X
roadwa be deferred until such time as the remainder of the Plant 2 site is redeveloped. This Tract X
must beon the plan.
3. Improve the existing roadway easement between the car wash and The Crossing building to provide a
minimum of 20-foot all weather surfaces.
4. Provide a minimum of 40 feet throat length at the driveway to ensure traffic entering the site will not impact
South 352nd Street traffic.
5. Provide adequate on -site storage to accommodate the 95d3 percentile queues for vehicles entering the car
wash. This will ensure traffic will not back up onto South 352nd Street.
6. Show street improvements and right-of-way dedication on the following street frontage:
■ South 352nd Street is a Principal Arterial planned as a Type "K" street, consisted of a 44-foot
street with curb and gutter, six-foot planter strips with street trees, eight -foot sidewalks, and
street lights in a 78-foot right-of-way. These improvements were recently constructed by the
City as part of the South 352nd Street extension capital project. As such, no additional
improvement is anticipated.
SR 161 (Enchanted Parkway South) is a Principal Arterial planned as a Type "A" street,
consisting of a 90-foot street with curb and gutter, six-foot planter strips with street trees,
eight -foot sidewalks, and street lights in a 124-foot right-of-way. Assuming a symmetrical
cross section, half -street improvements are required as measured from the street centerline.
The frontage on SR 161 (Enchanted Parkway South) is improved with six lanes, vertical curb
gutter, planter strip, sidewalks, streetlights, etc. However, driveway and ramps may not meet
current ADA standards. The applicant may submit a justification report outlining to the
Public Works Director how the existing facilities meet ADA standards.
The applicant may make a written request to the Public Works Director to modify, defer, or waive the
required street improvements (FWRC 19.135.070). These modification requests have a nominal review fee
currently at $344.00.

1. Generally, the previous April 25, 2016 Lakehaven comments are still applicable for the proposed site development.
2. Utility conflicts should be identified and coordination (if necessary) should occur as early as possible in the
planning process. The project will need to avoid encroachment with existing Lakehaven system facilities and
easements (including any setbacks necessary for building foundation load zones). New perimeter and/or interior
landscape requirements may conflict with existing easement terms and conditions, and if so, the owner should
coordinate any required revisions with the City and Lakehaven early in the pre-design/planning phase to avoid
delays in overall project development. If landscape in Lakehaven easement areas is not avoidable, Lakehaven has
a list of approved trees in easement (enclosed) that can be considered/approved by Lakehaven.

3. See the enclosed Lakehaven Trash/Recycling Enclosure Standards regarding requirements for these areas and
sewer service connections (if applicable).

The city's Community Development Department hereby grants your 180-day time limit extension request for
the Plant 2 LLC Car Wash project (UPII and BSP) to extend the time limit for 180 days, or until December
14, 2019. If materials requested in the December 19, 2018, technical comment letter are not submitted by the
180-day deadline, the application will expire. This decision is based on the findings/conclusions in the
discussion below. Authority to grant such an extension is set forth in Federal Way Revised Code (FWRC)
19.15.050(3) and 18.05.080(3).
EXTENSION CRITERIA
The following is an excerpt of the plat time extension criteria from FWRC 19.15.050(2) and 18.05.080(3).
Staff responses have been provided to each criterion in bold.
(a) Circumstances beyond the applicant's control prevent compliance with the time limits of the code;
City staff has meet with the applicant to discuss stormwater and access requirements. There was
never mention of the project expiration and discussions have continued.
(b) The applicant is making substantial progress in responding to the request for information so that review
of the application can be furthered when that information is submitted; and
The applicant is making significant progress in responding to the request for information. The
applicant has been working on a stormwater and access and the meetings with staff concluded
that project alterations including civil design work and legal follow-up are required.
(c) The number of additional calendar days necessary to provide the requested information.
The Process II and Binding Site Plan (BSP) expired on June 17, 2019. The applicant is
requesting additional 90-days to provide the requested materials in the above -referenced
technical comment letter. However, the City will grant 180-day extension from the original
expiration date detailed in the technical comment letter, or December 14, 2019.

CLOSING
The 180-day time limit extension is hereby approved. If you fail to provide the requested information to the
city by December 14, 2019, 180-days from the date of the 180-day time limit on the above -mentioned
technical comment letter, the application shall be deemed null and void and the city shall have no duty to
process, review, or issue any decisions with respect to the short plat application. Please provide correct
number of copies of reports and/or drawing detailed in the technical comment letter when resubmitting

am writing to you today to request an extension of the above referenced applications.
While we received official comment letters from the City on December 11th and 191h of 2018 we
have been in e-mail and phone contact with the City to work out complex project details.
Most recently we had a meeting on June 51h, 2019 with City staff to discuss stormwater and access
requirements. Coordinating schedules for this meeting also created delay that was beyond the applicant's
control. City staff in attendance for this meeting included Kevin Peterson, Senior Engineering Plans
Reviewer; EJ Walsh, Public Works Director; Cole Elliott, Development Services Manager; Mark
Orthmann, Assistant City Attorney.
it was clear to all attendees that the items discussed at the above referenced meeting will
necessitate project alterations including civil design work and legal follow up. The potential
expiration of the application was not discussed at this meeting as I do not think anyone knew
the date of the last official comment letter. The lack of discussion of a potential expiration date
should also be evidence of the continual and significant progress being made on this project.
The applicant is confident that we can respond to City comments holistically in ninety (90) _
calendar days or by November 14, 2019.

1. Required parking for a car wash is one parking stall for each 300 square feet of gross floor area. The
gross floor area of the car wash building is 4, 833 square feet, requiring 17 parking stall. As depicted, the
proposed two parking stalls and 13 vacuum stations, for a total of 15 stalls, does not meet minimum
parking stall requirements for the proposed building gross floor area. Pursuant to Federal Way Reprised
Code (F VRC) 19.130.020(3), "Exemptions," the number of parking spaces required may be reduced if
one of the following criteria is met:
a) Provides shared parking in accordance with FWRC 19.130.120
b) Provides a parking study in accordance with FWRC 19.130.080(2)
Please revise the plans to include additional stalls as required, or provide documentation on how you
meet one of the exemptions above.

As noted previously, the proposed water quality treatment system does not meet the Enhanced Basic
treatment criteria of the 2016 King County Surface Water Design Manual (KCSWDM). Per Section 6.1.2 (page
6-8) of the KCSWDM, there is currently "...no proprietary media or membrane filters (that) are
approved ... in a treatment train for enhanced basic treatment." The city will allow the use of other proprietary
systems that have been granted General Use Level Designation (G.U.L.D.) status through the state
Department of Ecology (DOE) approval process, but that are not necessarily identified in the KCSWDM.
2. No civil plans were submitted —please submit a civil plan sheet that shows two cross -sections (one in
each direction) across the proposed detention facility. One cross-section shall include the outlet control
stricture.
3. As noted in the preapplication summary letter and subsequent correspondence, due to the subdivision of
land (BSP) and the development of the carwash, FWRC 19.30.120, "Nonconforming Water Quality
Improvements" applies to the entire site. Therefore, water quality treatment will be required for the entire
site, including new and existing pollution generating impervious surfaces. Treatment options must be
selected from the Enhanced Basic Water Quality Menu provided in the KCSWDM, or as noted above,
those systems that have been approved for enhanced treatment under the DOE G.U.L.D. process.

proposed Plant 2 LLC Car Wash project at the above -mentioned address. Site improvements submitted
with the April 13, 2018, MLU application includes a new car wash tunnel and vacuum stalls with
landscaping and site improvements. Pursuant to Federal Way Revised Code (FWRC) 19.15.045, the
Process II application was deemed complete on April 13, 2018. The BSP was deemed complete on May
7, 2018.
TECHNICAL COMMENTS
Unless otherwise noted, the following comments provided by staff reviewing your project must be

1. Provide a site plan of the Car Wash site only. The only site plan provided is the Preliminary
Engineering Plans for the Binding Site Plan (BSP), which includes all three proposed parcels. The site
plan must depict the total gross floor area of the building, parking stall dimensions, pedestrian
connections, and setbacks.
2. Per FWRC 19.05.80, required yard means the area adjacent to and interior from a property line of a
lot, as prescribed by regulations, and is the minimum required distance between a structure and a
specific line, such as a property line or vehicular access easement that is required to remain free of
structure. The 15-foot rear yard setback must be measured from the edge of the 45-foot roadway
easement.
3. The trash enclosure cannot be located within required yards per FWRC 19.125.150(4)(a). Please
relocate outside the 20-foot front yard and 15-foot side yard setbacks.
4. More information is needed to confirm the building height meets the maximum height limit, 40 feet
above average building elevation (ABE). Please identify both the existing grade and proposed
finished grades around the building on the site plan and provide elevations that identify the average
building elevation reference datum for the north, east, south, and west building facades.

Building height is calculated based on the average building elevation (ABE), which is calculated by
finding the average elevation for each building fagade (the average must be calculated from the
highest and lowest existing or proposed elevations, whichever is lowest, and the average can be no
greater than five feet higher than the lowest elevation of that fagade.) Add up all the average
elevations and divide by the number of building facades to get the average building elevation around
the building.
Please provide building height calculation, determine and indicate the ABE on the Elevation
drawings, and indicate the height in feet and vertical elevation from the ABE point.
5. Label the screening around the trash enclosure as five feet of Type I landscaping.
6. Please note: each of the required landscape planting areas must include trees, shrubs, and
groundcover throughout the planting bed. Detailed planting plans must be submitted with the building
pen -nit application that show how each landscape area meets minimum planting requirements for
Type III and Type I landscaping standards as appropriate. The landscape plan must include tree,
shrub, and groundcover species, quantities, and spacing.
7. Projects subject to Process II review must comply with the provisions of FWRC Chapter 19.115,
"Community Design Guidelines." Please provide a written narrative that identifies how the proposal
complies with the applicable design guidelines, as outlined in the FWRC and as summarized below.
a. Building Fagade Modulation and Screening Options —The north and south building facades are
longer than 60 feet and visible from the right-of-way, and are required to incorporate at least two
of the four listed treatments:
• Fagade Modulation — A minimum depth of two feet, minimum width of six feet, and
maximum width of 60 feet. Alternative methods to shape a building such as angled or curved
fagade elements, offset planes, wing walls, and terracing will be considered, provided that the
intent of the section is met.
• Landscape Screening — Eight -foot -wide Type II landscape screening along the base of the
fagade, except Type IV may be used in place of Type II for facades that are comprised of 50
percent or more window area, and around building entrances.
• Canopy or Arcade — Minimum length is 50 percent of the length of the fagade using this
option. Canopy must extend a minimum of six feet outward from the building with at least 10
feet of clearance as shown below.
• Pedestrian Plaza — Plaza square footage is equal to one percent of the gross floor area of the
building, but it must be a minimum of 200 square feet. If this treatment is chosen, the plaza
should be clearly visible and accessible from South 348`h Street.
The above -referenced "two of four" options shall be incorporated along the entire length of the
fagade, in any approved combination. Options used must meet the dimensional standards as
specified above, but if more than two are used, dimensional requirements for each option may be
modified.
b. Methods to Articulate Blank Walls — Building facades visible from the right-of-way and other
public spaces should incorporate methods of articulation and accessory elements in the overall
architectural design. This includes methods to articulate blank walls such as described in FWRC
18-101508-00-UP Doc, ID, 77695

19.115.060(3)(b). The north fagade is visible from the right-of-way and must include methods of
articulation and blank wall screening such as canopies, vertical trellis, and/or material variations.

Site Plan(s)
Provide dimensions of all parking spaces and drive aisles.
Stormwater
1. The development is outside the City Center Zoning district; therefore, detention and water quality
facilities shall be `above -ground' (open ponds). The current design indicates underground vault(s).
The engineer will need to provide reasoning in the Technical Information Report (TIR), as to why this
project will need to utilize an underground detention/water quality vault;
2. The plans and TIR indicate that water quality treatment, meeting the Enhanced Basic criteria, will be
provided by a 2-facility treatment train (wetvault followed by a StormFilter system.) This treatment
train does not meet the Enhanced Treatment criteria, and will need to be redesigned in a manner to
meet this criteria;
3. The plans will need to include 2 cross -sections (1 in each direction) across the detention facility. One
cross-section shall include the outlet control structure;
4. There is very little mention of flow control Best Management Practices (BMP's) — Core Requirement
#9 of the KCSWDM — in the TIR, and nothing noted on the plans. The engineer will need to provide
thorough explanations and descriptions of how BMP's will be used on the site, and/or explanations as
to why no BMP's are provided;
5. The new solid waste and recycling enclosure shall meet the design and storm water management
criteria of FWRC 19.125.150.
6. As noted in the preapplication summary letter, the development of the carwash suggests that FWRC
19.30.120, "Nonconforming Water Quality Improvements" applies to this site. Specifically, the
following items are applicable:
La. Redevelopment which involves the creation or addition of impervious surfaces having an
area of 5,000 square feet or more;
Le. Redevelopment which involves the repair or replacement of 5,000 square feet or more of an
impervious surface, when such redevelopment is not part of a routine maintenance activity;
l.d. Redevelopment which involves the collection and/or concentration of surface and/or
stormwater runoff from a drainage area of 5,000 square feet or more;
1.h. Redevelopment of property which drains or discharges to a receiving water that has a
documented water quality problem, as determined by the Public Works Director based on a map,
plan, water quality monitoring data or a written policy in existence or implemented by the
Director prior to submission of a redevelopment application determined to trigger application of

this subsection, where the Director determines that the redevelopment requires additional specific
controls to address the documented water quality problem.
Therefore, water quality treatment will be required for the entire site, including new and existing
pollution generating impervious surfaces. Treatment options must be selected from the Enhanced

Statement of Architectural design intent finish materials and colors.
The proposed Plant 2 LLC Carwash is a distinct and modern tunnel type, conveyer style, car wash
structure which houses the wash equipment for consumer's drive through use (wash equipment
provided by owner's vendor).
The new structure will showcase a built-up tower element for branding and visibility. This structure also
includes building space for sales, employee and management areas, a restroom and ground space to
house the car wash mechanical equipment (mechanical equipment by owner's vendor).
There will be a continuous metal canopy installed on the west, south and east sides of the building to
provide coverage for the vacuum area, as well as the exit and entrance of the tunnel.
The consumer will access the wash tunnel from the main entrance located south of the parcel via S
352"d Street. Once on the parcel, you can access the vacuum stalls and will be directed toward the
queuing area where there are (3) proposed pay stations, for payment to access the wash tunnel.
Vehicles will drive from the east to the west through the tunnel and can exit the site, via the access on
the northwest side of the parcel, or proceed to the covered vacuum area and exit to the south.
The proposed building height is 33'-0" to the top of the tower.
The trash enclosure proposed will be 15'x15', built 5' 8" tall with the ground face material being CMU
matching the proposed Car Wash. To access the enclosure a gate is proposed with 2 6'-0" wide chain
link gate leafs. The site plan depicts the location of the enclosure and the landscaping plan depicts the
vegetative screening of the enclosure. The location was chosen as it is the best location for safe access,
and screening potential.
