Please address the following comments with your re -submittal of four sets of plans and two copies of the final TIR. General Comments 1. Provide City's Standard Approval Block located in lower right hand corner of all plan sheets, per City Standard Dwg. 2-1. 2. Provide the total cut and fill quantities for sitework on the cover sheet (CO. 1). 3. Address all site plan comments as stated on the enclosed memo from Jane Gamble, Community Development Department. Site plan and Erosion Control plan (sheet C1.1) 4. Consider installing a sediment trap on -site in the area of the proposed bioswale. Indicate the storage and dimension depth, width and length for the sediment trap. 5. Modify the existing driveway into a construction entrance per construction entrance detail. 6. Also provide details of bypassing site runoff around clearing limits and sediment trap with interceptor ditches. Show approximate grades of ditches and direction of flow. 8. Label what appears to be a rip -rap pad near the driveway. Civil Sitework Plan and Grading & Drainage Plan (sheet C2.1 and C3.1) 9. Call out vertical curbing around perimeter of the parking lot. Indicate extruded curbing to be used per City Std. Dwg. 3-4. 10. Delineate the traffic directions, entrances and exits. 11. Provide dimensions for parking stalls. 12. Indicate the proposed driveway width. 13. On Sheet C3.1, there is a power pole in near the proposed bioswale at the R.O.W. line that isn't shown (only the guy wire is shown). This may alter the design for the bioswale, if you wish to not have to relocate this power pole. 14. Provide an additional cross section of the bioswale that includes the CB labeled #3. 15. For the bioswale, an underdrain is required if the slope exceeds 1.5%. The current slope is 1.5%. 16. The drainage system will need to be redesigned to provide water quality treatment. The proposed bioswale is not treating water from the parking lot. Reversing the flow from CB #1-> CB #2 -> CB #3 and along Enchanted Parkway would accomplish this. An oil/water separator would be required at CB #3. Provide the detail for CB #3. 17. On sheet C3.1, the existing Grading and Drainage Notes are incomplete. Include City of Federal Way Standard Drainage Notes, from the FW Development Standards, available on the City's website. 18. As designed, CB's 1 and 2 must be Type 2-48", as the inverts are >5' below the rim elevations. Also provide invert elevations for all pipes as indicated in red. 19. Revise the construction notes, as shown in red. 20.In the design detail for the bioswale on sheet C3.2, indicate the design depth (0.11' = Qwq) and show the divider that was indicated on sheet C3.1. 1: \csdc\d ocs\save\28312955035. doc Donald Proctor, P.E. October 23, 2003 Technical Information Report 20. Provide a downstream map (minimum of 1 mile downstream from discharge point (City of Federal Way has these maps). Also provide a table that references the downstream map with pipe size, channel characteristics and drainage structures. 21. Provide a soils map to verify the assumption stated in the TIR that till soils exist at this site. 22. Provide a narrative of how proposed ESC measures comply with ESC standards in Appendix "D" and core requirement #5 in the 1998 KCSWDM. 23. Revise the maintenance and operation manual submitted specific to this project. Include a brief description of the water quality facilities, what they do and how they work. 24. Complete the enclosed Performance/Maintenance Bond worksheet and fax to the City at (253) 661-4129. 25. On page 11 of the TIR, the total gravel area must be multiplied by the impervious fraction (0.5) to obtain the correct impervious area. Please revise all portions of the TIR that pertain to this. Zoning for the subject site is Community Business (BC). Pursuant to Federal Way City Code (FWCC) Section 22-754, vehicle service and repair is permitted in this zone. However, vehicle and boat body repair and painting is permitted only as an accessory use to a new vehicle or boat sales establishment. As such, Blackstone Collision is considered a legally nonconforming use in this zone, in that it was in operation prior to the City's incorporation in February of 1990. Pursuant to FWCC Section 22-332, a nonconforming use may continue when: 1) the applicant is not making structural alterations or increasing the gross floor area of any structure that houses or supports the nonconforming use; and 2) when the value of the change or alteration, other than tenant improvement, does not exceed 15 percent of the assessed or appraised value of the structure. In the case of the proposed awning, the value of the labor and materials is $8,333.00. According to King County Assessor's information, the value of the structure is $444,700.00, and as such, the proposed awning addition does not exceed 15 percent of the appraised value of the structure. The proposed project meets the requirements of community design guidelines, in that the project will add interest to the existing structure through the addition of an awning canopy, which is a code -identified means of articulation. Therefore, based on the City's review, the proposed canopy addition is administratively approved. This decision shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this project site. Pursuant to FWCC Section 22-355, any person who received notice of the administrative decision may appeal the decision to the Federal Way Hearing Examiner by December 1, 2003. In that you are the only party of record to this proposal, you may waive your right to appeal. The City must receive this waiver in writing. If you choose to waive your right to appeal, you could begin work on the project on November 21, 2003, provided you have obtained the necessary sign permit for the proposal by that date. - The total hourly Process I fee for this project is $57.50 (one hour at 57.50 per hour). This amount is subtracted from the $57.50 application fee paid at the time of project submittal; no additional land use fees are required.
